Chapter I General

Chapter II

(iii) Provide the necessary technical training, technical assistance and gradient spare parts for the use of management units or maintenance units, and open gradient spare parts prices;

Article 23. Changes in ITU use management units should be transferred to the new ladder use management units by the ladder use management units.

(v) Other cases requiring ITU safety assessment.

Chapter V Maintenance

Article 32 Maintenance units shall perform the following duties:

(ix) The replacement of the main parts and components of the ladder should have the quality of the product, in which the security protection devices should also have a model test certificate;

(x) Existence monitoring of the ladder already installed a remote monitoring system;

(xi) Ensure that emergency relief calls are effectively addressed 24 hours, and that the passengers are sent back to the police and that 30 minutes have been removed from the site for rescue.

Chapter VI Tests, testing

Article 43

Chapter VIII Legal responsibility

(iv) In violation of article 18, paragraph 2, of the present approach, the ladder rehabilitation unit does not replace the ladder product motto;

(v) In violation of article 19, paragraph 1, of this approach, the installation, rehabilitation and repair units of the ladder do not have a real record of the construction process or have not transferred technical information as required;

(vi) In violation of article 19, paragraph 3, of this approach, the ladder's rehabilitation or repair unit is not clear for the duration of the quality assurance or for the repair of the related spare parts without charge.

Article 47: The ITU use management unit consists of one of the following acts, which are being corrected by the management responsible for the security supervision of special equipment; the unprocessaried delay, with a fine of more than 30,000 dollars; and the impact on the use of safety and accountability for halting the use of ITU:

(i) In violation of articles 21, paragraph 2, paragraphs 1 to 8, of this approach, the failure to perform the related duties;

(ii) Violations of article 24 of this approach;

(iii) In violation of article 25, paragraph 1, of the present approach, the establishment of a safe technical file or a long-term preservation as required;

(iv) In violation of article 25, paragraph 3, of this approach, the former ladder use management units are not required to transfer safe technical files;

(v) In violation of article 26, paragraph 1, of the present approach, the discontinuation of unused markings and protective measures by the ladder or the non-cutting of the power source;

(vi) In violation of article 26, paragraph 3, of the present approach, the unauthorized removal of the ladder;

(vii) In violation of article 33 of this approach, there is no provision for an increase in maintenance of FM or maintenance projects.

Article 48, in violation of article 27, paragraph 4, of this approach, provides that units or institutions carrying out the ladder safety assessment are subject to false safety risk assessment findings, which are converted by the security supervision of special equipment and fines of up to 3,000 dollars.

Article 49 of the ITU maintenance unit consists of one of the first, five, six and eight acts, to be responsibly corrected by the management responsible for the safety supervision of special equipment and to fines of up to 30,000 dollars; and two, three, four, seven, nine provisions for the security supervision of special equipment are being converted by the authority responsible for the security supervision of the special equipment; there is no change over three million fines:

(i) In violation of article 31, paragraph 1, of this approach, the hiring of operational personnel from other ladder maintenance units to carry out the ladder maintenance operation;

(ii) In violation of article 31, paragraph 2, of the scheme, no fixed office space or an operating person with corresponding qualifications, construction equipment, detection of instruments or emergency relief calls;

(iii) In violation of article 33, paragraph 3, of the present approach, the absence of a request for approval;

(iv) In violation of article 31, paragraph 2, of the present approach, the record of the custody is not confirmed by the signature of the management unit;

(v) In violation of article 31, paragraph 3, of the present approach, which provides for redirecting, subcontracting or redirecting, subcontracting maintenance operations;

(vi) In violation of article 31, paragraph 3, of this approach, the maintenance of free maintenance is not carried out in accordance with the requirements of safety-technical norms;

(vii) In violation of articles 32, paragraphs 1 to 10 of this approach, the failure to perform the related duties;

(viii) In violation of article 32, paragraph 10, of the present approach, there is no response to the fact that the passengers are subject to the police;

(ix) In violation of article 33 of this approach, there is no provision for an increase in maintenance or maintenance projects.

Article 50, in violation of this approach, provides that departments such as the safe supervision of special equipment and their staff abuse their functions, omissions, provocative fraud, are converted by the unit of the agency or other competent authority, administrative disposition of the responsible person and other persons directly responsible, in accordance with the law; constitutes an offence and hold criminal responsibility.

Chapter IX

The meaning of the installation, rehabilitation, repair and maintenance referred to in article 50 is applicable to the relevant provisions of the State relating to the classification of the ladder construction categories.

This approach refers to schools, kindergartens and hospitals, car stations, ground iron stations, airports, passenger terminals, business sites, sports houses, exhibitions, parks, tourist sites, public regional gateways, government public service places.

The “use of management units” referred to in this approach, namely the “use units” under the Special People's Republic of China Act on the Safety of Special Equipment”, means the subject of the responsibility for the use of safety by ITU in practice.

This approach refers to “serious accidents”, including the use of ladder in the following cases:

(i) The ladder of the illicit production or use of dried parts;

(ii) Major components, invalidity or absence of security protection devices;

(iii) The ladder that has not been fully inspected after the accident;

(iv) The ladder of national orders for phase-out;

(v) The test of non-qualified gradients owing to the physical causes of the ladder equipment.

Article 52 is implemented effective 1 March 2016.
