Chapter I General

In order to effectively collect, maintain and utilize urban construction archives (hereinafter referred to as urban construction files), the regulation of the urban archives management is governed by the provisions of laws, regulations and regulations such as the People's Republic of China Archives Act, the construction of quality management regulations, the Zhentz Economic Archives and the Regulations on the Collection of the Use of Documentation, which are in effect in the city.

Article 2 applies to activities such as the formation, collection, collation, receipt, custody, use and management of the archives in the city's administration region.

The local gateline information and archives management are provided in addition.

Article 3 states the establishment of the archives of the city, which is directly developed in urban planning, construction and management activities, and the various forms and material of the preservation of the values of the State and society.

Article IV. The management of the city's archives is guided by the principles of unity of leadership, harmonization of standards, divisional management, information-sharing, and ensures the full collection, security management and effective use of the city's archives.

Article 5 Administrative Department of the Municipal Archives (hereinafter referred to as the municipal authorities) is the administrative authority for the construction of archives throughout the city and performs the following duties:

(i) Organizing the coordination of the construction of archives in the city and the development of planning, regulatory and technical norms for the management of the city's archives;

(ii) To monitor, direct the construction of archives in the city and to investigate the offences committed in the construction of archives in the city by law;

(iii) Integrated, planning and coordination of the construction of archival information in the city-wide city, and the establishment of the Urban Archives Operations System;

(iv) Other responsibilities under laws, regulations and regulations.

The City Archives (rooms) are the city's Archives Authority responsible for the receipt, management and utilization of the city's construction archives, and guides the establishment of the engineering archives.

Article 6. Construction, water and transport sectors should strengthen the monitoring management of construction works archives, in accordance with the quality supervision of construction works, and promote the collection, collation, archiving, custody and transfer of engineering archives by the various actors of construction works.

The development reforms, the planning of sectors such as the land of the country should incorporate the quality of the construction of the works archives (including the originality of the document, the authenticity of the content, the integrity of the signing of the chapter, etc.) into the inspection or inspection scope to ensure the integrity, accuracy and effective use of the construction of the engineering archives.

Chapter II Scope of management

Article 9

(i) Construction of engineering archives:

Industrial, civilian construction works;

Urban infrastructure works;

Public infrastructure works;

Transport infrastructure works;

The construction of gardens and the construction of winds;

Urban environmental sanitation construction works;

Urban protection, combating shocks and defence works;

(ii) Landline archives;

(iii) Urban survey and urban planning production of results files;

(iv) Urban production of scientific literature;

(v) Policy texts on urban planning, construction and management and basic information on the historical, natural and economic aspects of cities.

In paragraph 1 (a), a specific directory of the construction of the Archives of Municipal Archives was transferred to the City Archives Authority, which was developed by the municipal authorities.

Article 11. Chapter III Collection and archiving

Article 13. Municipal authorities should clarify the criteria and requirements for the construction of the archiving of the works archives, develop norms for receipt and collation, and make it available to society.

Article 14. Construction units, participation units are responsible for the authenticity and accuracy of the construction of the engineering archives. Construction units should collect and collate construction files in a timely manner. The special test of the construction of the engineering archives should be in line with the following requirements:

The municipal authorities have developed standard formats for the construction of the engineering archives-specific inspection reports, specifying the organizational structure, specific content and work procedures for the construction of the engineering archives.

The participating units should manage the construction of the engineering archives maintained by the unit in accordance with the provisions.

Construction, alteration and expansion of construction units shall be in place for a period of six months after the completion of the construction work, to implement the specific requirements of the special inspection reports on construction of the engineering archives, and to transfer the construction of the engineering archives to the city's Archives' Administration; and the legal, regulatory and other time frame for the transfer of construction of the engineering archives.

Construction units may transfer construction files in line with the construction cycle.

The archives that have been established for the construction of projects such as nutrients, maintenance, are maintained by the takeover units of the project.

Article 19 Construction of engineering archives transferred by construction units should be in line with the requirements for the receipt and collation of the construction of the engineering archives, which are not required, and the city's Archives should be informed on a one-time basis of the need for change.

The City Archives Authority contests the authenticity and accuracy of the construction of the engineering archives and should receive the construction of the engineering archives before requesting a written interpretation of the construction units, the participating units, and may bring the survey to the municipal authorities or the relevant sectors to the law.

Article 20, when construction units are transferred to the urban Archives Authority to the construction of the engineering archives, a three sets should be developed and the original transfer to the City Archives Authority and the remaining two units are maintained by the construction units and the use units respectively.

Article 21, Construction units transfer paper quality construction works files to the urban Archives Authority, should also be transferred to electronic archives and audio files in accordance with the provisions.

Article 23 Construction units are businesses and are merged, separated or cancelled, and their maintenance works archives are disposed of according to the following provisions:

(ii) The construction unit was cancelled and the construction of the engineering archives should be transferred to their superior units or to the City Archives Authority prior to the completion of the write-off process.

Article 24 Planning the archives of the Ministry of Lands, Construction, Water, Transport and Transportation, which have been developed in urban construction management, is governed by article 9, paragraph 1 (c), (iv), (v) and (v) of the present article, after 10 years of concentration in the archives of the Unit, transferred to the City Archives Authority.

Article 25 Planning, building, water and transport sectors should be informed by the municipal authorities prior to the end of March of the previous year of eligible construction information for the processing of planning licences, quality monitoring of works, the planning of eligibility and completion of engineering.

The municipal authorities should establish a coordination mechanism for the management and enforcement of archives in the city, with the planning of the land, construction, water and transport sectors.

Chapter IV

Article 26 The construction of treasury structures in urban archives should be consistent with the standards for the construction of the Archives, with facilities such as firefighting, fire defence, fire prevention, slogan, fire, pest, defence and pollution prevention, the establishment of disaster emergency preparedness scenarios and the safe custody of the city's archives.

Article 27 of the city's Archives Authority shall make regular publication of the directory, excerpts of the city's Archives, the use of multiple forms such as open inquiries, publication, Internet publication, exhibitions, etc., and the provision of services to the community without compensation.

The city's Archives should actively apply information-chemical technologies and create conditions conducive to the social use of the urban archives.

Article 28, in addition to urban public safety, patent technology, personal privacy and State secrets, should be open to society for 30 years from the date of formation.

Chinese citizens and organizations hold legal testimony, such as a presentation letter or identification card, a work certificate, which can be used in accordance with the relevant provisions for the construction of the city's archives open.

Hong Kong, Macao, Taiwan residents, Warsaw, foreign citizens and organizations take advantage of the city's construction archives, in accordance with the relevant national provisions.

Article 29 provides legal evidence, such as a letter of presentation by the construction unit and the presence of the participating units, which can be used for the transfer of the non-openable urban archives.

The industry presides over property rights certificates and identity certificates that can be used for unopenable urban archives within their property rights.

The organization or individuals outside the provisions of paragraphs I, II shall be subject to review by the City Archives Authority.

Article 33 requires the use of urban construction archives for emergencies such as major disasters or dealing with emergencies, and the establishment of the Archives Authority in the city should provide archival information within two hours of notification of emergency treatment, with special circumstances being extended appropriately. In the aftermath of emergency treatment, the relevant units should complement the process of building the archives in the town within three working days.

Article 31 allows organizations or individuals to use the city's archives by:

(i) Access;

(ii) Reprinted;

(iii) Excerpts;

(iv) Reproduction;

(v) Other means provided for by law, regulations.

Organization or individual photocopy, replication of the city's archives beyond the reasonable scope of use, the city's Archives can collect photocopy and recost and include the same financial management. The fees are set up by the price authorities alone.

Article 32, when the establishment of the city's archives is carried out by the organization or by the individual, shall not be carried out in the archives, altered or released without unauthorized copying, reproduction of the archives, shall not undermine the destruction, dressing, drawing of the archives and shall not disclose the secret of the archives.

Article 33 Identification and destruction of the city's archives should be in compliance with the relevant laws, regulations and regulations prohibiting the unauthorized destruction of the city's archives.

Article 34 provides the archives of social use by the city's Archives Authority, which should be gradually achieved in the form of a fine or copy of the archives.

Reproduction and replication of archives, as confirmed by the City Archives Authority, have equal effect with the original of the archives.

Chapter V Legal responsibility

Article XV Establishment of the City, the planning of the land, construction, water and transport sectors and their staff violates this provision by holding administrative responsibility in accordance with the law, and the transfer of suspected crimes to the judiciary by law:

(i) No violation of the construction of the archives in the city, as prescribed;

(ii) No specific identification clearance of construction works files, as prescribed;

(iii) Reports or complaints of damage, falsification, alteration of the city's construction archives, non-law transfer of the city's construction archives, etc., are not dealt with as prescribed;

(iv) No transfer, as required, of the construction of the archives in the city;

(v) Failure to provide for the improvement of the conditions for the maintenance of archives in the city, resulting in loss of archives;

(vi) No provision of the use of the urban construction archives, as required;

(vii) No provision was made for the prior year to the processing of planning licences, the registration of quality engineering oversight, the planning of eligibility and engineering clearance of eligible construction information;

(viii) Other abuses of authority, omissions, provocative fraud.

Article 36 Construction units or participating units violate the provisions of article 14 of the present article, the transfer of construction files is not authentic and inaccurate, corrective by the municipal authorities, refuse to correct, impose a fine of 3,000 units and imposes fines on the heads of personnel directly responsible and other directly responsible personnel; in serious circumstances, a fine of $100,000 for the unit and a fine of 5,000 for the direct responsible supervisors and other direct responsibilities.

Due to the fact that the construction of the engineering archives is not authentic and inaccurate, the loss of the user should be compensated by the law or by the construction units; the alleged offence is transferred to the judiciary by law.

Article 37 Construction units, in violation of article 15 of the present article, have not been subject to the provision for the processing of the special inspection of the construction of the engineering archives, which is fined by the municipal authorities.

Article 338, in violation of article 17 of the present article, does not transfer the construction of a part of the unit to the construction units, resulting in the failure of the construction units to transfer the construction of the engineering archives to the city's Archives in full and on time, by the municipal authorities a fine of $50,000 for the construction unit and a fine of 5,000 for the direct responsible supervisors and other directly responsible personnel. The fine does not relieve the transfer of obligations to the construction of the engineering archives.

Article 39 provides that construction units violate article 18, paragraph 1, article 19, article 20, article 21, paragraph 1, that they do not transfer construction files to the urban Archives Management Service under the terms of regulations, are being fined to the unit of $100,000 and impose a fine on the responsible and other direct responsible personnel. The fine does not relieve the transfer of obligations to the construction of the engineering archives.

Article 40 Construction units, in violation of the land-based archives management provisions, have not been transferred to the City Archives Management Service under the terms of the provision for the transfer of land-based files to the urban Archives Management Service, which is being rectified by the municipal authorities, fined the unit of $100,000 and fined the amount of $10,000 for the direct responsible supervisors and other direct responsibilities. The fine does not exempt the transfer of information from the top-line archives.

Article 40 establishes that the construction unit violates article 23 of this provision, does not dispose of the construction of the archives, which is fined by the municipal authorities for a unit of $50,000 and fines for the heads of the direct responsibility and other direct responsibilities.

Article 42 organizes or individuals in violation of article 33 of the present article by charging, changing or unauthorized copying, releading the archives by the municipal authorities, changing the orders and fines of 2000; fines of the fine of the fines of 3,000 dollars; damage to the archives or the disclosure of secret files.

The use of the archives by organizations or individuals in violation of the law has resulted in the confiscation by the municipal authorities of the proceeds of the violation; the loss resulting in legal compensation; and the transfer of the judiciary to the extent that the offence is suspected.

Article 43, in violation of Articles 14, 17, 18, 19, paragraph 1, 20, 21, paragraph 1, and 23 of this provision, is a subject of the construction market, with the exception of the penalties imposed under this provision, and the municipal authorities shall inform the construction, water and transport sectors, and the construction, water and transport sectors shall include information on the penalties in good faith records of the subject of the construction market.
