Article 2, this approach applies to the planning, construction and related management activities of new construction, alteration of public goods in the area of the city's administration.

This approach refers to the construction of public-private agricultural retailers in partnership with social funds, the strengthening of public service functions, and the sale of farms, such as vegetables, fruits, meat and poultry eggs in various forms of retail, including supermarkets, community vegetable markets, community vegetable shops, etc.

Article 3. The establishment of the public goods retail network should be guided by the principle of a reasonable quantity, the scientific and private sectors, the people of the economy and the private sector.

Article IV. Governments of municipalities, districts (markets, districts) should incorporate the public goods retail network points into the economic and social development planning of their nationals in the current administrative region and include specific funding for the development of public goods retail networks.

Article 5

Article 6. The municipal business administration is responsible for coordinating guidance and screening for the planning and construction of a market-wide retail network for public goods. The business administration in the district (market, district) is responsible for the management of the retail network of public goods within the Territory.

The urban, district and rural planning authorities, in line with their responsibilities, are responsible for the inclusion of the design of a public-health retail network for the review of the design of the design of the project in the context of new construction, alteration of small-scale construction works planning permits.

The urban and rural construction administration is responsible for coordinating, overseeing new construction, construction, transfer and receipt of public service packages in the urban construction units, and guiding the construction of public service packages in rural and urban housing construction administrations (markets, districts) in the area. The Rural and Rural Housing Construction Administration is responsible for the organization of coordination, supervision of new constructions under the supervision of the construction units (markets, districts) and the construction, transfer and reception of public services in the area of residence.

Article 7. New construction, alteration of the residence area, along with the construction of a refrigeration net for public goods, should be designed in conjunction with the main works, accompanied by construction, inspection of delivery and compliance with the following provisions:

(i) The development of construction units should clarify the location of the public good farmer network and the size of the building in the project construction programme;

(ii) The rural and urban planning administration should indicate the location, size and use of the public goods's retail network, which is attached to the construction work planning permit;

(iii) The development of construction units, when selling their homes in advance, should include the construction of a refrigeration net for public goods in the residential sale contract;

(iv) The right to housing is shown in the titles of the construction of a public goods retail network, the size and purpose of the building.

Article 8. When urban and rural planning authorities provide planning conditions for new construction, alterations in the area of residence, they should be planned to incorporate the marketplace arrangements for public goods into the planning design conditions in line with the Budddds prepared by the Business Administration; when the territorial resource administration organizes the operation of a sexual land, the planning conditions for the retailing of commercial agricultural products and the construction of requests for external announcements.

Article 9 provides for the construction of a public good agricultural retail network that is accompanied by land, which has been transferred by law, and is administered by the municipal authorities as a State asset.

The retailer of public goods that are built on land is not allowed to divide transfers after their construction, and the sector or institutions designated by the municipality are ordered to reclaim and manage the costs in accordance with the law.

Article 10 does not apply to the pre-empted agro-industries that cannot change their functional uses, whose owner is unable to operate on a continuous basis for functional purposes and to establish a retail network of public goods in cooperation with the municipal government designated departments or agencies; cooperation is incomplete, and consultation with the municipal government-designated departments or agencies on a cost-based basis to ensure their continued operation.

The construction of the new construction, alteration of the housing sector project units is subject to the planning, land procedures and the approval process of the programme, and the construction of the management structure shall include the content of the public goods retail network in conjunction with the development of construction units.

Article 20 of this approach is implemented effective 1 March 2016.
