Chapter I General

In order to strengthen the safety management of school vehicles and to guarantee the safety of school students, this approach is developed in the light of the laws, regulations and regulations of the Department of State for the safety of school vehicles (hereinafter referred to as the Regulations).

Article 2

The Government of the people at the district level should take measures to develop public transport in urban and rural areas, to plan reasonably, set public transport routes and sites, and to facilitate students who need to be taught in the vehicle; In rural areas where it is truly difficult to guarantee access to schools and public transportation does not meet the needs of students, appropriate means of school bus services should be chosen to guarantee access to school bus services for students receiving compulsory education.

Article 5 Safety management of school vehicles should be guided by the principles of proactive prevention, legal management, sectoral collaboration, accountability, and the establishment and improvement of management models for cooperation between Governments, relevant functional departments, school service providers, schools and families.

School car service providers and schools equipped with school vehicles are the subject of responsibility for the safety of school vehicles and assumes the primary responsibility for the safety of the school.

All aspects of society should facilitate the movement of school vehicles and help to secure the safety of school vehicles. Media, such as newspapers, television, networks, should create a harmonious social opinion environment, disseminate information on transport safety and focus on student safety.

The Government of the people at the district level should establish mechanisms for the financing of school buses to support school services through financial funding, tax incentives, social donations.

The Government of the people at the district level should grant the necessary subsidies to school service providers and schools equipped with school vehicles, in accordance with the operation and travel of school students.

The sharing of the financial resources required to support school bus services was established separately.

Article 7 (markets, zones) and sectors of government education, public safety, transport, safety and production control should be established and published to facilitate mass reporting of violations of the provisions of the safety management of school vehicles.

The sectors reported should be dealt with in a timely manner by law; reports that do not fall within the management responsibilities of the sector should be transferred in a timely manner.

Chapter II

Article 8. Safety management of school vehicles is governed by a system of management that is dominated by district (communes, districts) and is responsible for the division of labour.

Article 9. More than the population at the district level is responsible for the safe management of school vehicles in this administrative area, organizes and implements school-service programmes and fiscal subsidies adapted to local economic development levels and school service needs, harmonizes leadership, organizes relevant departments to carry out the safety management duties of school vehicles; establish a regulatory system for the safety of school vehicles and integrates major matters in the management of school safety.

Article 10

Article 11. The executive branch of education performs the following duties with regard to the safety of school vehicles:

(i) Establish coordination mechanisms and information-sharing mechanisms with the public security authorities in connection with the relevant sectors, in accordance with the provisions of the Regulations;

(ii) The development and implementation of a school bus service programme adapted to local economic development levels and school service needs;

(iii) Approval, delivery, review and reporting of applications for the use of licences for schools;

(iv) To strengthen the regulation of schools, to guide, promote schools in the establishment of a well-developed school safety management system, to clarify and implement school safety management responsibilities, to organize transport safety education in schools, and to promote schools to enhance the management of student passenger vehicles;

(v) To be responsible for the management of the school safety management responsibilities document, to take stock of the status of school attendance and existing school buses and the need for school buses, to establish school vehicles and driver management files, to build the school vehicle information management system and to collect data on the school vehicle.

Article 12

(i) Review and provide advice on the application of licences for school vehicles in accordance with the law;

(ii) Pursuant to the law, the screening and inspection of qualified symbols;

(iii) The award of school vehicles by law;

(iv) The security of road traffic in schools by law;

(v) In accordance with the law, without the permission to carry out a centrally secondary school, the use of a driver's vehicle without access to a school vehicle, the transfer, the diversion of a school trailer and the use of forged, transgender or transgendered school cascaes;

Article 13

(i) Review and provide advice on the application of licences for school vehicles in accordance with the law;

(iv) To promote a sound system for the delivery of road transport operators, implement measures, strengthen security management, and punish the relevant offences of access to road transport operators in accordance with the Regulations.

Article 14. Public security, transport, rural and urban construction, planning, etc., and the town's government, street offices should, in accordance with their respective responsibilities, rationalize the placement of school parking parks in the vicinity of the school garden, installation of commuting facilities at the preschool road, establishment of traffic signs and traffic safety alerts, and improvement of the road infrastructure around the school garden.

Relevant departments such as Article 15. Economic and informationization, publication of a wide range of electricity, quality technical supervision, safe production supervision, and price management should perform the relevant responsibilities for the safe management of school vehicles, in accordance with the relevant provisions.

Article 16 should fulfil the following obligations:

(i) Transport safety education for teachers, students and their guardians, skills for the safe delivery of knowledge and school bus safety emergencies to students, and the regular organization of training safety accident response exercises;

(ii) The establishment of a security management system with school vehicle service providers, student guardians to improve the registration, delivery, etc. of school students, and to arrange for the safety management of students from schools to the school during their school attendance;

(iii) The development of a school vehicle safety evacuation programme, the signing of a letter of responsibility for the safe management of the school vehicle with the school vehicle service providers and student guardians, and the submission to the education administration;

(iv) To direct students and their guardians to deny access to safe means of transport and to report on violations of the safety of school vehicles to the relevant sectors in a timely manner;

(v) To assist, cooperate with the relevant authorities in monitoring the safety of school vehicles.

Article 17. School service providers and schools equipped with school vehicles shall perform the following obligations:

(i) The development of a programme for the safe delivery of school vehicles, in accordance with the provisions for the signing of a letter of responsibility for the safe management of school vehicles, the signing of a safety-transfer contract with the student guardian, the identification of their security management responsibilities and the implementation of the safety management measures for the operation of the school vehicle;

(ii) Cardrying of students by means of delivery, assigning the caring to the caring students on the full course of the car;

(iii) The safety management of students during school buses;

(iv) Establishment of a school vehicle file with security managers, regular security education of the school driver, accompanying cars, the organization of a trainer, the accompanying vehicle to study road traffic safety laws, regulations and safety prevention, emergency disposal and emergency relief knowledge;

Enterprises and units that provide school bus services should establish a satellite positioning system monitoring platform and maintain monitoring platform facilities and terminal equipment.

Article 18

(i) Maintenance of the vehicle order for students;

(ii) The discovery of the driver's lack of access to the vehicle, the driving of the drink, the departure from the prescribed line, the breach of the operational provisions or the physical inadequacy and the apparent obstruction of the safety of the vehicle by the school truck;

Article 19 Student guardians should comply with their custody obligations under the law, cooperate with the safe management of school trucks for school or school service providers, and be responsible for the safety of pre-school and post-school vehicles at school.

Student guardians are encouraged to report violations of the safety management of school vehicles.

Section III

Article 20 provides for the operation of a road passenger company, a city public transport business and a school bus operating unit established by the Government of the people at the district level.

In accordance with the reality of the region, the Government of the more than communes may organize the provision of school bus services by individuals who have obtained a licence for the transport of road passengers under the law.

Schools can be equipped with school vehicles.

Article 21, the school vehicle service providers should develop a safety-transport programme with schools, implement targeted lines, targeted students, targeted placements, custom-based interface management, and enter into a book on the safety management of the school vehicle with schools, identify the security management responsibilities of both parties and implement the safety management of the school vehicle operation.

Programs and responsibilities should be sent by schools to the executive branch of education and informed by the education administration of the transport management and transport sectors of the public security agencies.

Chapter IV

Article 23 uses a licence regime under the Regulations.

The following conditions should be met:

(ii) Drivers who have access to school vehicles;

(iii) There is a reasonable and viable programme for the operation of school vehicles, including route routes, start-up times and stop-shall sites;

(iv) There is a sound security management system;

(v) The liability insurance for motor vehicles has been insured.

Article 24 Carol service providers or schools are required to obtain a permit for the use of school vehicles and shall submit the following materials to the district (communes, districts) or to the Government's education administration in the area of the establishment:

(i) The application form for the use of school vehicles;

(ii) The identification of all motor vehicles;

(iii) A certificate of motor vehicle registration;

(iv) Module;

(v) Licatory test of motor vehicle safety technologies;

(vi) A note allowing motor vehicle drivers and a driver's identity certificate;

(vii) The programme for the operation of the school vehicle, including the route, the opening time and the terminal;

(viii) The safety management system for school vehicles;

(ix) An insurance certificate of responsibility for motor vehicles.

The Article 25 Education Administration shall, within three working days from the date of receipt of the request, transmit the request materials to the public security authorities' transport management, transport sector for advice.

The twenty-seventh education administration should provide a review of the views of the Government of the current people within five working days from the receipt of a response from the transport management and transport sectors of the public security agencies.

The Government of the people at this level decides to approve that the education administration shall inform the applicant of the approval of a licence for the use of the school vehicle within three working days from the date of approval of the decision. The applicant shall receive a school trailer plate to the transport management of the public security authority, and the certificate, voucher shall be completed at the time of receipt. The transport management of the public safety authority shall, within three working days from the date of receipt of the schedule, make the applicant's nuclear launch vehicle plates and sign the type and number of the vehicle at the motor vehicle.

The Government of the people at this level shall not approve the grounds in writing and shall be informed by the education administration.

The education administration should inform the transport management and transport sectors of the public security authorities within three working days from the date of the approval of the decision by the people at this level.

Article 28 should contain the number of the vehicles, the owner of the vehicle, the driver, the route, the opening of the door, the terminal and the school vehicle branding units, the period of effectiveness.

Article 29 prohibits the provision of school bus services by school truck service providers and schools for vehicles that do not have access to the school mark.

Chapter V Drivers

Article 32 Drivers should be eligible for a school vehicle under the Regulations.

Access to school buses should be in accordance with the following conditions:

(i) To obtain the corresponding driver of the vehicle and to have more than three years of driving experience, the age of 25 years and not exceeding 60 years;

(ii) No records have been recorded in the last three successive cycles;

(iii) Record of responsibility for transportation accidents without death or injury;

(iv) Drivers after drinking or intrusive motor vehicle records, and a record of serious traffic violations, such as garbage vehicles, in recent years;

(v) No crime record and record of abuse and drug abuse;

(vi) Physical and mental health, non-communicable diseases, unhydro, mental illnesses, etc., may endanger the safe history of cars.

Article 35 Drivers should comply with road traffic safety laws and regulations, strictly in accordance with the rules of movement and the rules of operation regulating safety driving, civilization driving, and accept the inspection of the transport management of the public security authorities, as prescribed.

Chapter VI

Article 16 should avoid as much as possible the opening of emergency, severe slopes, walks of water and the risk of water; it is true that roads cannot be avoided or the management of transport facilities, the conservation units should establish security protection facilities, a mark, a warning mark, in accordance with the standards.

Article 41

Chapter VII Special provisions

(iv) Reports of violations of school vehicles that are not dealt with in a timely manner;

(v) Other violations of the law, regulations and regulations governing the safety of school vehicles.

Article 55 service providers who have obtained a permit for the use of school vehicles, one of the following conditions in schools, are being converted by the executive branch of education; in serious circumstances, the licensor's decision (markets, areas) or the municipality's government in the area may revoke its school vehicle use licence in accordance with the provisions of the Regulations, and the transport management of the public safety authority has recovered the school mark. Article 58, in violation of the provisions of this approach, constitutes a violation of the management of the security sector, punishable by law by public security authorities; constitutes a crime and is held criminally by law.

Article 59, which occurs in the event of a security accident in the school vehicle, causes injury or loss of property, is liable under the law; constitutes an offence and is criminally liable by law.

Chapter IX

Article 62
