Sichuan Province Earthquake Monitoring Requirements

Article 1 establishes this provision in the light of the laws, regulations, such as the People's Republic of China Act on the Prevention of Hazard Mitigation.

Article 2, paragraph 2, provides for the monitoring of earthquake activities in the water treasury and its surrounding areas, and for monitoring the resilience and response of the structure of the water garwater buildings under the earthquake.

Article 3. The authorities responsible for monitoring the management of the watershed earthquake monitoring in the current administrative area, with the assistance of the relevant sectors in accordance with their respective responsibilities.

Article IV: The following new water base shall be constructed and operated by a dedicated seismic monitoring cell for the previous year of the treasury:

(i) More than 100 mmetre or more than 500 million cubic metres;

(ii) Incorporate more than 1 billion cubic metres and the water banks adopted within the normal watershed area and its over five kidnapped range;

(iii) Incorporate more than 1 billion cubic metres and, after earthquake destruction, may result in severe natural disasters in important towns and critical infrastructures;

(iv) More than 80 metres or more than 100 million cubic metres of dams, and the development of gradable water banks in more than seven basins of the earthquake.

The following new water base should be established and operated:

(i) Large-scale water banks with a range of activities within the maximum water aquifers and their external extensions of 10 munitions that may result in severe secondary disasters after earthquake destruction;

(ii) Designation of seismic storms at more than eight levels and secondary permanent hydro buildings.

Article 6. In line with Article IV, Article 5 states that water banks that do not build specialized seismic monitoring networks, establish powerful surveillance facilities, can be assessed by provincial authorities for disaster risk reduction, and that specialized seismic monitoring networks or the establishment of powerful surveillance facilities should be complemented by the construction of water pools, based on assessment observations.

Article 7. The water base-specific seismic monitoring cell network and powerful surveillance facilities should be designed by specialized design units to ensure quality in accordance with the provisions of the Department's earthquake-related authorities.

Article 8. The provincial, municipal (state) project approval department shall seek the views of the same-level preventive authorities on the construction of the water pool or on the establishment of a robust monitoring facility in accordance with Article 16 of the Sichuan Sichuan Province Control Regulation.

Article 9. After the construction of the water base-specific seismic monitoring cell network and the operation of the heavy surveillance facility over three months, the water pool should organize the receipt in accordance with the relevant provisions. A qualified party can be operational.

Article 10. Upon receipt of qualifications by the water base dedicated seismic monitoring cell network and the powerful surveillance facility, the water base construction unit should report on the completion of the work report, receive the assessment of the provincial authorities for disaster risk reduction.

Article 11 Funds and operational requirements for the construction of an earthquake monitoring network and powerful surveillance facilities dedicated to the water banks are borne by the water pool.

Article 12 Specific work could be entrusted to the specialized technical bodies.

Article 13 Water seismic monitoring data should be transmitted to provincial authorities for the prevention of mitigation.

The provincial authorities are responsible for the identification of water seismic monitoring data, the manner, content and time frames of operation reports, and the integration of the MS earthquake monitoring data into the sharing of seismic scientific data.

Article 14. The provincial authorities in charge of the technical management and quality inspections of the water seismic monitoring.

The authorities at the district level should guide the building of water banks to establish operational management and technical management systems for the sound water storage seismic monitoring network and powerful surveillance facilities, and to strengthen technical training and operational guidance for personnel involved in the water seismic monitoring.

The operation of the water-based earthquake monitoring network and powerful surveillance facilities should be consistent with national standards and technical norms. Monitoring, transmission, analysis, treatment, storage and delivery of seismic information should guarantee quality and safety.

Article 15 is one of the following acts, which is being corrected by the authorities responsible for disaster risk reduction at the district level, and calls for appropriate remedies:

(i) The establishment of a dedicated seismic monitoring network and the installation of powerful surveillance facilities in accordance with this provision and national standards;

(ii) No equipment and software consistent with national standards, industry standards or the requirements for seismic monitoring technologies;

(iii) The unauthorized suspension or termination of the operation of the water pool and powerful surveillance facilities;

(iv) The unique seismic monitoring network and powerful surveillance facilities are not experienced or are not eligible for operation;

(v) No data was transmitted and reported to be delivered.
