Chapter I General

Article I, in order to strengthen the management of ladder safety, prevent gradient accidents and secure physical and property safety, develop this approach in line with the laws and regulations of the Special Equipment Safety Monitoring Regulations of the People's Republic of China, the Safety Monitoring of Special Equipment of the Blackang Province.

Article 2

Individuals or single families do not apply this option.

Article 3. This approach refers to the driver, the use of boxes operating along the front-line track or the upgrading or parallel deliveryrs, cargo electrical equipment, including loaders (buoys), automatic gradients and automated trajectorys.

Article IV. Governments of more people at the district level should strengthen the leadership of the ladder's safety work, promote compliance by all relevant departments with their oversight responsibilities under the law, establish coordination mechanisms to address the problems of ITU security in a timely manner.

The commune Government and the street offices should assist the ladder safety monitoring management in the management of ITU safety oversight.

Article 5 is the administrative authority for the safety of special equipment in the city.

The above-mentioned equipment safety monitoring management is responsible for the supervision of gradient security in the present administration.

The executive branch, such as rehabilitation, education, public safety, firefighting, construction, transport, business and security, should be managed in accordance with their respective responsibilities.

Article 6 ITU production, operation, use of management responsibilities units and their principals are responsible for the safety of this unit.

Article 7 encourages units such as ladder production, maintenance, use management, testing and safety responsibility insurance.

Article 8. The gradient security monitoring management, as well as the relevant administration, the ladder's use of management responsibilities units, schools, media and social groups, should conduct outreach efforts on gradient security knowledge, advocate for civilization multipliers, and enhance public safety awareness and self-protection capacities.

Chapter II Production, operation, procurement

Article 9 ITU production activities must be in line with the requirements of the ladder's safety technical norms and relevant standards.

Article 10 is the ladder of the production of a licence by law, which may be installed.

Article 14. Following the installation, rehabilitation, repair and completion of the ladder, the construction unit shall transfer the relevant technical information and documentation to the ladder's management responsibility unit within thirty days of the date of receipt of the qualifications. The gradient use of management responsibilities units should place them in the ladder's safe technical file. With regard to new construction, construction units and the use of management responsibilities units are inconsistent and the construction units should transfer complete safety technical files to the management responsible units after transferring relevant technical information to the construction units.

Article 18

(i) No production of a licence;

(ii) Whether the name or place of the plant is forged or taken;

(iii) The national order for phase-out, debriefing and incomplete documentation.

Article 19 The ladder sales unit must establish an ladder inspection and marketing system.

Chapter III

Article 20 shall be subject to the corresponding responsibility for the safe operation of the ladder by law and, in accordance with this approach, clarify the use of management responsibility units.

Article 21 ITU uses the management responsibility unit to perform the ladder's safety management obligations under the following provisions.

(i) After the installation of the ladder, construction units have not been transferred to the owner of the ladder's property, and the construction unit is responsible for the use of management in the ladder.

(ii) The gradient owner has not been entrusted with the management of others, and the ladder ownership is the ladder of the management responsibility unit.

(iii) Inadequate and unmanaged the ladder's property, a shared body should agree in writing on the specific management of the ladder's actual head.

(iv) The gradient owner entrusts the services or other administrators with the use of management responsibility units by the ladder.

Article 22 requires the ITU to perform the following functions:

In the event of emergency, the security manager may decide to stop the use of the ladder and to report to the relevant heads of the unit in a timely manner.

(iv) To monitor and cooperate with the upgrading, repair, day-to-day maintenance and to sign the maintenance record.

(v) The safety statements of the ladder or security attention matters, warning signs, effective ITU test qualification signs and the number of emergency relief calls for this unit are prominently placed in the ladder.

(vi) To ensure that the ladder responds properly and that emergency police units and security management agencies can respond effectively.

(vii) The failure of the ladder or the hardship of the passengers of the sudden-onset incident should be organized in a timely manner, halting the operation of the ladder and posting the announcement of cessation of the operation.

(viii) In the event of an accident by the ladder, drainage, rescue, protection of accident sites, and reporting on safety oversight management in local special equipment within one hour.

(ix) Timely implementation of the written cessation of the ladder's performance announcements and recommendations made by the maintenance unit.

(x) Other ladder safety management under legal, regulatory, or security technical norms.

Article 23. The ladder use management responsibilities unit must obtain registration certificates for the use of the ladder prior to the use of the ladder or within thirty days after the use of the ladder of the equipment safety supervision management.

Changes in the use of management responsibilities by ITU should be registered within 10 days of the date of the change.

The ladder's use of management responsibilities units should be registered with the former registration authority within thirty days of the expiry of the report.

Article 24 should establish safe technical files for the ladder's management responsibility unit. Security technical files should include the following:

(i) The ladder uses registration certificates.

(ii) The ladder authorized the use of a management format contract and a commitment to security use.

(iii) Technical documents for products such as ladder and security protection devices, as well as qualified certificates.

(iv) Daily record of use, maintenance of maintenance records, failure of gradient operations and accident records, and annual self-excise records and emergency relief performance records.

(v) To install, rehabilitate, repair and inspect the ladder's information and monitor the inspection reports, and to test reports on a regular basis.

Article 25 Daily records of use, maintenance of maintenance records, failures of the ladder operation and accident records, annual self-assessment records, periodic test reports and emergency rescue performance records, at least two years, and other information should be kept in the long term.

Article 26 encourages the ladder to use management responsibilities units to provide tele-monitoring and emergency relief information systems for passengers.

Article 27 has one of the following cases, and should be operated by persons who have obtained operational qualifications for special equipment:

(i) The hospital provides a special ladder of patients.

(ii) The ladder directly used for tourists, which is greater than 2.5 m/ seconds.

(iii) The ladder safety technical norms or ladder manufacturing units require the use of the ladder.

The ladder, such as kindergartens, primary schools, old-age apartments, should be explicitly operational.

Article 29 Management of the safe use of ladder in small residential areas should also be subject to the following provisions:

(i) The Industrial Management Committee shall determine the day-to-day management, maintenance, repair, screening, safety assessment, updating and use rules for ITU costs.

(ii) The right, obligations and responsibilities for the safe use of electricity should be determined by the Commission of the owners and the Property Services Unit.

(iii) The Property Services Unit should make public ladder safety management-related records, with the right to oversee the safe use of the ladder of the services.

(iv) The operation maintenance costs of the ladder in the ladder's service costs should be accounted for separately and published in a half-year period for the maintenance of the ladder operation.

(v) The ladder of small-scale residential areas identified by the inspection body that there were serious accidents and that there was no major repairs, rehabilitation or updating to eliminate hiddenities, and that the Government should organize joint consultations, such as the ladder use management responsibility units, business representatives and industry management, special equipment safety oversight management, to identify gradients, repair programmes.

(vi) The failure of the ladder affects the normal use of the accident or is testified to the existence of an accident, and the physical service unit must report to the Committee on the Industry in a timely manner.

In one of the following cases, ITU should notify the maintenance unit of inspection and maintenance and apply for testing.

(i) The occurrence of natural disasters or accidents in equipment, affecting the safety indicators of the ladder.

(ii) The security monitoring management of special equipment recognizes the existence of security concerns affecting the safe operation of the ladder.

Article 31 ITU stands for more than one year, and the ladder use management responsibility units should be registered with the registration sector. The ladder that has been discontinued should be reopened and the ladder that has been discontinued for more than one year should be activated, and special equipment tests, inspection agencies are also required to test the qualifications, and the parties can proceed with the registration and continued use.

Article 32, when the passengers use the ladder, shall be subject to a statement of safety and security attention and shall not have the following acts:

(ii) The opening of the ladder or door by means of a normal nature.

(iii) To dismantle, destroy or mark the ladder.

(iv) Goods that are more than the amount of the ladder or which exceeds the amount.

(v) Other practices that endanger the safe operation of ITU.

Article 33 passengers, such as preschool children, persons with mental illnesses, must be accompanied by a fully responsible person.

The ladder of one of the following issues must immediately cease its use:

(i) No production permit production or installation, rehabilitation and repair units are not eligible for corresponding qualifications.

(ii) To install, rehabilitate and repair without the authorization of the ladder manufacturing unit.

(iii) There is no clear idea of the use of management responsibility units.

(iv) No maintenance is carried out in accordance with the statutory cycle.

(v) There is no dedicated ITU security manager or the ladder safety manager does not acquire the qualifications of specialist equipment operators.

(vi) There is no test or test.

(vii) There is a marked omnes that is not suitable for continued use.

(viii) There are serious accidents that continue to be normalized by maintenance.

(ix) It has been reported to be discontinued and reported.

(x) Laws, regulations and relevant technical norms are clearly not used.

Chapter IV Maintenance

The maintenance of the ladder should be responsible for the installation, rehabilitation, repair and repair of the ladder manufacturing unit or for the acquisition of a licence in accordance with the law.

Article 336 The ladder maintenance unit should be responsible for the safety of the ladder of its maintenance and perform the following duties:

(i) Development of safety management systems, maintenance plans, as required by ITU safety technology norms, standards and the use of maintenance maintenance statements.

(ii) The name of the unit and the number of emergency relief calls are indicated at a prominent location in the ladder.

(iii) Maintenance of the ladder at least 15 days per day, at least once every six months, is inspected and reported on the use of the management responsibility unit.

(iv) The ladder used in small residential areas shall publish the most recent maintenance information within or from the ladder, which should include at least maintenance personnel, maintenance time and content.

(v) Maintenance of on-site operations personnel should be eligible accordingly and in the implementation of safety protection measures on the ground, ensuring security of construction.

(vi) The maintenance unit should reserve a regular distribution matching the maintenance target, and the distribution should have a product quality qualification certificate that the safety annex and the security protection facility should have a test certificate.

(vii) Ensure that emergency relief calls are effectively answered 24 hours, and that passengers are removed from on-site assistance within thirty minutes after being reported by the police.

(viii) The failure should be ruled out in a timely manner after the finding of a failure or notification of failure. The failure is temporarily difficult to exclude and the solution should be communicated in writing to the ladder to use the management responsibility unit, while informing them that its failure precludes the use of it.

(ix) Establishment of maintenance and failure records and at least four years maintenance.

Article 37 Public places or the use of electricity for more than 15 years, and the use of management responsibilities units and maintenance units should increase maintenance and maintenance projects in accordance with the actual conditions of the ladder operation.

Chapter V

Article 338 Tests, testing institutions shall be established by law and shall perform the following duties:

(i) The testing and testing of personnel should be obtained.

(ii) Testing, testing activities are consistent with the relevant provisions.

(iii) Since the date of receipt of the test application, a test exercise is scheduled within five days; after the completion of the test, the inspection body should have a test report within 10 days.

(iv) To promote the use of management responsibilities by ITU in accordance with the requirements. In the case of the late application for inspection, the management of special equipment safety oversight in the ladder area should be reported within seven days.

(v) In the course of testing, verification of the implementation of laws, regulations, safety-technical norms by ITU production, the use of management responsibilities units and the implementation of safety responsibilities.

(vi) A safety oversight management for the delivery of special equipment at the ladder's location will be monitored and regular test results will be carried out within thirty days.

(vii) The detection, detection of the ladder's exposure to accidents should be informed in writing of the use of the management responsibility unit, which is a victim of serious accidents, should be informed in a timely manner of the relevant sectors and that the use of management responsibilities units is required to suspend the use of ladder and to take appropriate measures in a timely manner.

Article 39 Tests, testing bodies shall not carry out regular testing of gradients in the following cases:

(i) No registration.

(ii) No maintenance contract was concluded with the maintenance unit.

(iii) There are serious accidents that are hidden and are not renovated and repaired.

(iv) The management responsibility for the security supervision of special equipment has not been changed.

Article 40 ladder use management responsibilities units objected to the ladder's test conclusions, which could be challenged by the ladder test body within 15 days of the receipt of the ladder test report, and the inspection body should submit a written response to the ladder's use management responsibility unit within 10 days of receipt of the objection request.

The inspection body's overdue response or the ladder's use management responsibilities unit's written replies to the inspection body are still subject to a re-exploitation of the security oversight management of the equipment at the location within 15 days. The supervisory management of the special equipment subject to review should entrust other qualified inspection units with review and review findings within 20 days.

Chapter VI Oversight management

Article 40 Management of the safety oversight of special equipment should place the following elevators as a focus on safety oversight coverage:

(i) Schools, kindergartens, hospitals, vehicle stations, airports, commercial sites, sports houses, exhibitions, parks etc.

(ii) Use of more than 15 years.

(iii) The frequency of failure or the high rate of complaints, which affects normal use.

Article 42 contains serious accidents that are not resolved in a timely manner or other security management issues, and the security oversight management of special equipment should address the main heads of the units concerned, explicitly requiring them to implement ITU security responsibilities and take effective measures to eliminate the ladder's safety hiddenness and to increase the level of ITU security management.

Article 43 governs the safety of special equipment in the city should establish a unified ladder security information dynamic management system, documenting information such as ladder manufacture, installation, rehabilitation, maintenance, testing and supervision of screening and providing access services to society.

Article 444 Safety Monitoring of Special Equipment shall be publicly available, through the Government website, information on the maintenance units that have been completed and will be issued annually to society by the relevant departments.

Any unit or individual found to be endangering the safety of the ladder should be reported to the relevant administration. Complaints received, reports should be received in a timely manner and verified, processed and responded.

Article 46 ITUS, in implementing ITU safety inspections, found that the circumstances to be handled by the relevant administrations should be transferred in a timely manner, and the authorities should take the necessary measures to address them in a timely manner.

Chapter VII Emergency disposal

Article 47 ITU uses management responsibilities units, maintenance units, inspection agencies should develop ad hoc pre-emptions for gradient accident response, at least once a year for emergency response.

In the event of an accident by ITU, the ladder use management responsibilities units as the subject of responsibility should initiate immediate emergency preparedness cases, organize risk recovery, avoid or reduce loss of human life and property, protect accidents on the ground and prevent the expansion of accidents. The incident site-related personnel should report immediately to the head of the accident unit and, after having received a report from the head of the accident, the safety oversight management and related sectors of the special equipment in the accident area should be reported within one hour. The management of special equipment safety monitoring and the relevant sectors should take timely measures to deal with them.

Following the receipt of the ladder accident report by the security monitoring management of special equipment, the situation should be verified as soon as possible, with the immediate reporting of major accidents to the current people's Government and the reporting of accidents on a case-by-tier basis. In exceptional cases, the incidence of accidents may be higher.

Article 49, following the receipt of a report by the Authority on the safety of special equipment containing severe accidents in the ladder, it should be timely to arrive on the ground and, depending on the circumstances, to stop the use of management responsibilities units and take the necessary measures to address them.

Chapter VIII Legal responsibility

Article 50, in violation of article 12 of the present approach, is subject to a fine of up to $20,000 in the amount of $20,000 in the amount of $20,000, for the transfer, subcontracting, repairing and repair of business.

Article 50, in violation of article 17 of this approach, provides that construction units are not transferred to the full security technical file with the management responsibility unit, and that the deadline for the period of time has not been changed, with a fine of 1000.

(iv) In violation of article 34, paragraph 4, of this approach, the maintenance of the law is not maintained in accordance with the statutory cycle.

(v) In violation of article 34, paragraph 7, of this approach, the ladder is clearly ill-ustainable and not suitable for continued use.

Article 53 contains one of the following cases in which the ladder maintenance operation is carried out within the administrative area of this city, which is due to changes in the duration of the period of time, with the imposition of a fine of more than 1 million dollars.

(i) In violation of article 36, paragraph 1, of this approach, there is no security management system or no maintenance plan.

(ii) In violation of article 36, paragraph 2, of this approach, the name of the unit, the Emergency Relief Telephone number, was not marked by a prominent ladder.

Article 54 contains one of the following cases in which the ladder maintenance operation is carried out within this city's administrative area, with the time limit being changed, with a fine of over €50 million.

(i) In violation of article 36, paragraph 3, of this approach, the ladder of maintenance is not subject to a periodic review.

(iv) In violation of article 36, paragraph 8, of the present approach, the ladder shall not be used before the failure of the ITU to use a management responsibility unit is excluded.

Article 55, in violation of other acts under this scheme, is punishable in accordance with the relevant legal provisions.

Chapter IX

Article 56 of this approach is implemented effective 1 June 2016.
