Hydrologic network management approach

    12th national basic hydrological station established, should be based on hydrologic network planning, according to the national fixed assets investment projects construction procedures.

13th National important hydrometric station and catchment management agencies General establishment and adjustment of hydrologic station, the people's Governments of provinces, autonomous regions and municipalities directly under the water conservancy administrative departments or basin management agencies reported hydrological institutions directly under the water conservancy Administrative Department under the State Council for approval. 14th State establishment and adjustment of basic hydrological station, the construction unit shall conduct technical demonstration, technical demonstration should include the following:

(A) the establishment and adjustment of reason, purpose, role and mandate;

(B) the test section of site selection, arrangement of observation project, the test facility;

(C) testing, communication, staffing, management programmes;

(D) whether the infrastructure and technical equipment comply with the relevant technical standards;

    (E) hydrological station due to significant impact construction migration should also put forward investments and increase the cost of operation and management of the proposed budget.

15th under any of the following circumstances shall be established in accordance with the requirements of the relevant standards dedicated hydrometric stations:

(A) large and medium reservoirs, hydropower stations and has the important task of flood control reservoir and hydropower station;

(B) water supply project in large and medium cities and towns;

(C) the large and middle scale irrigation area;

(D) important, and water diversion projects;

The stations shall meet the following conditions:

River basin management agencies or provincial hydrological institutions apply shall receive special hydrological station of the review decision within 20 working days, except for technical review and time required for site survey.
