12th aided persons domiciled the county people's Governments shall take measures to help address the production, life difficulties, education the abandonment of disabled persons, minors, the elderly relatives or other guardians in their upbringing, maintenance obligations.
13th rescue station should establish and improve the management of the system, the implementation of standardized management.
14th civil affairs departments above the county level people's Governments shall strengthen the shelter staff education, training and supervision.
