The fifth people's Governments above the county level shall strengthen the level of government departments and offices work supervision and inspection of the lower levels of Government, and timely correction of violations.

  Chapter II administration of funds

Government departments should be in accordance with the needs and operating budget to develop corporate hospitality, business acquisition and operating costs, business abroad (border) spending plan, may not be diverted from other budget funds for official entertaining, corporate acquisition and operation or business abroad (border).

Government procurement of goods and services should be lower than the price of the same goods and services the average market price.

  Chapter III asset management

  The fourth chapter service management

27th offices Department of the people's Governments above the county level should make a unified rear-service management system to determine logistical services and standards, strengthen logistical services to the departments of this level of government guidance and supervision, and economical use of logistics resources rational allocation.

Government departments should establish and improve logistics management system of the Department shall not exceed prescribed standards for projects and the provision of logistical services.

28th people's Governments at various levels shall, in accordance with simplified etiquette, pragmatic working principles of thrift and standardize official entertaining.   The fifth chapter legal liability

31st in violation of the provisions of this Ordinance, against violation of Office management system, standard report acts of lawful investigation and handling is not timely, the authorities shall order rectification in serious cases, by appointment and removal or organs for liable persons shall be given administrative sanctions.

32nd in violation of the provisions of this Ordinance, any of the following circumstances, the authorities ordered corrective action and appointment and removal or the supervisory organs of persons given warning; if the heavier, given demerits or demerit; serious, demotion or dismissal:

(A) over budget, over the standard cost corporate hospitality, business acquisition and operating costs, business abroad (border), or diverted from other budget funds for official entertaining, official cars to buy and run, went abroad for the public (border);

(B) purchasing luxuries, above-standard services or to the acquisition or construction of luxury office space;

(C) the lease or loan of office space, change the function space used or leased office space without authorization;

(D) super compilation, Super standard official cars or standard hire vehicles, or configured for official cars increased high-end, Luxury interiors, or borrowed vehicles, occupied the lower unit, other units or accept the enterprises, institutions, and individuals donated vehicles;

(V) or standard outside the project logistics;

(Vi) arrangement has nothing to do with the Department's operational work abroad (border) of study or training.

Article 33rd offices offices management activities of the management personnel in abuse, negligence, malpractice or corruption shall be given disciplinary action constitutes a crime, criminal responsibility shall be investigated according to law.
