　　Chapter I General provisions

First in order to strengthen the work of the three gorges project security, maintaining security and order in the three gorges project, this Ordinance is enacted.

Article States the establishment of the three gorges project (hereinafter referred to as the three gorges project) security zone, in accordance with the provisions of this Ordinance to protect the three gorges project.

Article Three Gorges security areas include the three gorges and its surrounding specific areas, divided the land security zone, security zone in the waters and airspace security area.

Land security, water security, exercise safety and security systems, specific delineation of the scope and adjusted, confirmed and announced by the Hubei provincial people's Government.

Airspace security for the land security zone, water safety and security zone over the airspace.

Fourth Three Gorges security prevention and emergency work combined, specialized agency management and participation of the people combined, safety and security and economic and social development of both principles. Public security, transportation, water and other administrative departments and three gorges project operation and management unit in accordance with the laws, administrative rules and regulations determine the duties of the Division responsible for the three gorges project security-related work.

Three Gorges project operation and management should be strengthened and security institutions in the region of the three gorges, organization, communication, and provide the necessary security and operational guidance.

26th people's Governments shall, in conjunction with the three gorges project in Yichang city management units to strengthen social management hub security zone of the three gorges and its surrounding areas, and implement a security zone system, maintain social order, to prevent sabotage against the three gorges project.

27th for the three gorges project security guard duties of local people's Governments shall organize regular security awareness education, and improving public safety awareness and ability.

Surrounding areas of three gorges villagers ' committees and residents ' and enterprises and institutions shall, in accordance with requirements of local government, according to their own situation, the three gorges project security and emergency relief knowledge publicity activities.

28th Three Gorges project operation and management unit is the focus of work safety, public security units, should be key units for implementation of work safety, public security duties according to law, establishment of safety monitoring system; to emphasis the important parts, special equipment to troubleshoot, and to strengthen background screening and identity checks for key workers.

Hubei provincial people's Government, people's Governments shall regularly on the operation of the three gorges project in Yichang city management unit shall perform the duties of conducting supervision and inspection, found urge to correct the problems in time.

29th Three Gorges project operation management unit should strengthen the protection of computer information system, implementation of information classified security protection system in accordance with law and technical standards to establish a safety management system, improve the technical protection measures, notification alerts, security monitoring, emergency response work, found that jeopardize the safety of computer information system should be immediately reported to the police.

Public security organs should strengthen the work of the three gorges project operation management unit of computer information system security monitoring, inspection, guidance, found affecting the security of computer information systems shall timely notify the three gorges running management units to take security measures.

30th Three Gorges project operation and management unit is the key units for fire safety, implementation of key units for fire safety duties according to law should be equipped with fire-fighting equipment and fire-fighting equipment, establish fire safety policies and procedures.

According to the three gorges project security, production, flood control and drought relief, water resource scheduling needs, three gorges project operation and management units can be controlled in conjunction with relevant departments to visit regional tourist arrivals, suspend part or all of the tours and related information to be published.

Article 32nd Yangtze ports, terminals should be established by the management is responsible for the security of the legal representative of a legal entity, eliminating proposed entering the three gorges ship security area of security risks.

35th under any of the following acts, the public security organ shall order rectification, with a warning, the unit may be fined a maximum of 50,000 yuan for individuals may be fined a maximum of 1000:

(A) violation of the provisions of section 13th, illegal transport of dangerous goods into the land security zone;

(B) the provisions of 14th in contravention of this Ordinance, disturbing the land security zone management order or jeopardize the safety of facilities;

(C) violating the provisions of section 15th of the Ordinance, illegal entry into the land security zone;

(D) violation of the provisions of section 19th and illegal entry into prohibited areas;

(E) violating the provisions of this section 23rd and up the illegal activities.

36th under any of the following acts, by the Transportation Department ordered corrective action and be warned, the unit may be fined not more than 100,000 yuan, individuals may be fined a maximum of 2000:

(A) violation of the provisions of this Ordinance the 17th, 18th, and illegal entry into the regulatory area, navigation area, or when not subject to management;

(B) the violation of the article 21st of the provisions of this Ordinance, illegal transport of dangerous goods the gate;

(C) violating the provisions of this section 32nd, lead to three gorges shipping security breaches of the security zone.

37th responsible for the three gorges project security responsibilities of local people's Governments, departments and units and their staff violates the provisions of this Ordinance, does not perform the three gorges project security responsibilities to the direct responsible person in charge and other direct liable persons shall be given administrative sanctions.

38th in violation of the provisions of this Ordinance, and violations of other laws or administrative rules and regulations, by the relevant administrative department in accordance with other laws and administrative regulations shall be given a heavier punishment.
　　The seventh chapter by-laws

39th deals with three Gorges dam safety, enterprises or institutions internal security, inland waterway traffic safety management, the protection of power facilities and other matters not provided for in this regulation, in accordance with the provisions of relevant laws and administrative regulations.

40th gezhouba water safety and security provisions, formulated by the present regulations of Hubei province. 41st article of the regulations come into force on October 1, 2013.
