Chapter I General
Article I, in order to strengthen urban management, is well placed on the right to administrative punishment in line with the National People's Republic of China's Administrative Punishment Act and the relevant laws and regulations, as well as the letter of the Office of the State Department of Rule of Law on the implementation of the relatively centralized administrative penalties pilots in the city of Vilhan, in the spirit of State Law [2001] 137, in conjunction with the practice of the city.
Article II applies to the shores of the city, the Gianghan region, (notes by the author: the left-side, the right-by-job area, the Hany region, the Vuk region, the mountainous areas, the mountainous mountainous areas and the Vavhan Economic Technology Development Zone, the development area of new technologies in the area of the Lake Vu-East Lake, and the area of excellence in the veteran landscape.
Article 3. The Urban Management Enforcement Bureau is responsible for the organization, coordination, monitoring and inspection of administrative penalties that are relatively concentrated in urban management across the city.
The Regional Urban Management Enforcement Bureau is responsible for the specific implementation of urban management that is relatively focused on administrative penalties within the Territory.
Urban management law enforcement agencies in the Vilhan Economic Technology Development Zone, the new technology development area in the Lake Vilhan Orientale Lake and the Vavu Lake landscape area are entrusted by the Urban Management Enforcement Authority of the city and are responsible for the specific implementation of urban management in the Territory's relatively centralized administrative penalties.
Article IV, after the relatively concentrated nature of the administrative penalties in urban management, the former executive law enforcement authorities shall not exercise the administrative penalties that have been centrally exercised by the municipal, district urban administration enforcement authorities (hereinafter referred to as the urban administration enforcement agencies); and continue to exercise their administrative sanctions decisions are null and void.
Article 5 Urban management law enforcement agencies should establish a system for regular exchange by law enforcement officials, the introduction of administrative law enforcement responsibilities and the evaluation of the vetting system and the effective enhancement of administrative law enforcement.
Chapter II
Article 6.

Article 7.

(x) Other violations of the provisions of sanitation management are punishable in accordance with the relevant provisions.
Article 8.
(i) The hard-won material (block wall) in the streets is not allowed to be assembled in a timely manner and provided with the necessary coverage, or the construction site of the roads is not managed closed and fined by more than 500 dollars;
(ii) In the street washing, the garbage of waste or construction materials, such as garbage and garbage, is fined by more than 500 dollars;

Chapter III
Article 14.

Chapter IV Urban road management

Chapter V Urban planning management

Chapter VI Business management

Environmental protection management

Other provisions of Chapter VIII

Article XV stipulates that the urban administration law enforcement authorities shall impose a system that distinguishes between a fine decision and the collection of a fine. In addition to the fines that may be collected by law, the executive organs and law enforcement officials that make administrative sanctions decisions shall not collect their own fines.
In the case of a fine collected at the time, the urban administration law enforcement authorities shall not be allowed to remain, coordinates and subsidiaries in full and in full.
Article 36 of the Municipalities Management Enforcement Authority has the right to remedy the administrative penalties that are in violation or inappropriate of the Regional Urban Administration Enforcement Authority.
The Municipal Urban Management Enforcement Authority has jurisdiction over district urban administration enforcement authorities and, if necessary, can be directly checked.
Article 337 Civil, legal and other organizations may apply for administrative review or administrative proceedings before the People's Court in accordance with the law. Until such time, no review has been sought, nor has it been prosecuted, and the urban administration enforcement authorities may enforce or apply to the enforcement of the People's Court by law.
Article 338 rejects and impedes the enforcement of the functions of the administration of cities, which is sanctioned by the public security authorities in accordance with the provisions of the Law on the Safety and Security of the People's Republic of China; constitutes an offence and brings criminal responsibility to the judiciary.
Article 39 establishes a telephone call by urban management law enforcement agencies and is made available to society.
Citizens, legal persons and other organizations have the right to report to the urban administration law enforcement authorities or their superior authorities on violations committed by administrative law enforcement officials in urban administration, and the urban administration of law enforcement agencies or their superior authorities should be kept in due course.
Article 40 Violations of law enforcement should be held in accordance with the provisions of the Regulations on Law Enforcement responsibilities in the city of Vilhan, where management functions should not be performed in a timely manner, or abuse of authority, negligence, in the course of enforcement.
Chapter IX
Article 40 provides a pilot approach to the implementation of urban management in the streets, towns and cities, taking into account the approval of the Government of the people of the New continent.
