In order to strengthen the management of basic mapping and meet the needs of national economic and social development, this approach has been developed in accordance with the People's Republic of China Mapping Act and the relevant laws and regulations.
Article 2 is based on a public good map that provides security for the economic and social development of the country, which is funded by public finance, and is carried out in accordance with the harmonized technical standards, by a large-scale control network, basic maps, basic geographic information systems.
Article 3. Provincial mapping authorities manage base mapping throughout the province in line with the principles of harmonization planning, divisional responsibility, regular updating, step-by-step implementation and results-sharing. The sectors of the management of the mapping process at the district level, in accordance with the competencies of the decentralized management, are responsible for the management of the basic mapping work within the present administration.
Article IV
Article 5 Funding for basic mapping is earmarked to receive audits of the oversight and auditing sectors of the same Government's financial sector.
Article 6
(i) Establish, within the framework of the National Harmonization Network, a network of provincial geospatial control;
(ii) A 1 million base map for all provinces;
(iii) The establishment of a small-scale base space database across the province using national mapping data;
(iv) Establishment of a provincial base geographic information system;
(v) Urgently needed basic mapping projects in the provincial government and related sectors.
Article 7
(i) The establishment of an independent control network or a network of provincial mapping authorities;
(ii) Measurement 1:500, 1:1000 and 1: 2000 base maps;
(iii) Establishment of a base geographic information system;
(iv) Other basic mapping projects for the current Government.
The Department's independent network should be based on a joint approach to the development of a national system. The urban municipalities shall not be able to establish an independent network.
Article 8
(i) A ten-year review of the Greater Control Network established throughout the province;
(ii) Basic terrain maps, four years updated along major cities and along transport, eight years in the agricultural area, and 10 to 15 years in other areas. The priority areas identified by the Government need to be updated in a timely manner.
Article 9. The basic mapping project shall be open, selective and accountable. A contract was concluded between the mapping authorities and the responsible units, and the rights obligations were determined by law. The provisions of national legislation, legislation and regulations are also provided.
Article 10. Mapping units with basic mapping projects should have the corresponding Mapping Licence Certificate. The basic mapping project prohibits transfers, subcontracts.
Article 11. Inspections of results of basic mapping are organized by mapping authorities. The results of the basic mapping are not qualified and are punishable by law by the department responsible for the management of the mapping process, causing major accidents or economic losses to States and users, and the results are to be compensated for their direct economic losses.
Article 12 presents a directory and a copy of the results of the basic mapping, which must be made available to the provincial mapping authorities, and the update should be made available to society in a timely manner. The results of the basic mapping have been consolidated by mapping authorities. The unit responsible for the basic mapping project and the user using the basic mapping results shall not be replicated or transferred to third parties in any way, without the sectoral licence of the management mapping exercise.
Article 13 provides for resource sharing. When government departments, units conduct professional mapping, the results of basic mapping should be used to avoid waste. The fees are charged according to national classifications and standards, subject to the licence of using basic geo-information data. The results of the basic mapping are confidential and are governed by confidentiality legislation.
Article 14. The unit responsible for the basic mapping project will assume the transfer, subcontracting of the project and, in accordance with the termination of the contract, shall be subject to a fine of more than 3,000 dollars and shall remove tenders or assume the qualifications of the basic mapping project within three years.
Article 15 bears units or users using basic mapping results, unauthorizedly replicates or offers to others, transfers of basic mapping results, confiscation or transfer of results and proceeds and fines of up to 3,000 dollars.
Article 16, in violation of this approach, has one of the following cases, and is accountable to the authorities and supervisors by the sector or planning, design, construction, etc., which manages the mapping process by more than the people at the district level:
(i) Recurrent mapping;
(ii) Major regional construction projects do not use basic mapping materials in planning, design, construction projects;
(iii) The use of basic mapping materials that cause serious accidents;
(iv) Profile of results.
Article 17
(i) Violations of the use of basic mapping funds;
(ii) Violations of the identification of units responsible for basic mapping projects;
(iii) None of the identification of results based on the provision of the organization;
(iv) No provision of a directory and a copy of the basic mapping results;
(v) There are other abuses of authority, provocative fraud, and sterilization.
