Article 1. To strengthen the management of urban roads and to fully perform road functions, to secure access to transport, to preserve the urban environment, to develop this approach in accordance with the relevant regulations such as the Urban Road Management Regulations of the Department of State and the Regulations on the Regulation of Municipalities of the State.
Article II, in the context of this urban area, requires the application of this approach to urban roads such as motor vehicles, non-mobil vehicles, human roads, public squares, street corridors, interior streets and bridges, tunnels, etc.
Road exhumation management of cities that have not been transferred to municipal administrations, such as East South-West, North-East, and the North-South Quarterly Line, is applicable to the Quick Road Management Regulations in the cities of Hiroshima.
Explicit management of the road to small residential and large-scale enterprises managed by municipal administrations is not applicable.
Article 3. Municipal administrations are administrative authorities responsible for the management of roads in the city and are responsible for the implementation of the scheme. Municipal and district administrations are responsible for the management of urban roads in accordance with the division of labour established by the Government of the city.
This approach is being implemented in collaboration with municipal administrations in line with their respective responsibilities.
Article IV, without the approval of the municipal administration and the public security transport administration, no unit or individual may exhumate urban roads.
Approval of the excavation of urban roads should reduce the impact on pedagogic and transport.
Article 5 confirms that there is a need to exhumate the urban roads, which should be reported to the municipal administration by 1 December of the next year by 1 December each year and also by the municipal planning authorities.
Municipal administrations should develop annual work plans for the excavation of urban roads, in accordance with the cumbency plans of the various line units and urban road conservation, maintenance and organization of work.
Article 6. New construction, alteration, expansion of urban roads and management lines should be synchronized, synchronized and should be accompanied by the construction of public line corridors based on technical norms of different types of routes.
Prior to the annual plan for the development of new construction, alteration and expansion of urban roads, the municipal administration should establish a coordinated conference system to seek the views of the relevant management units.
The municipal administration has developed an annual plan for the construction, alteration and expansion of the city's roads, which should be communicated to the relevant line units within 15 days of the date of the approval by the Government of the city of the road construction plan. The routing units should be reported to municipal administration within 60 days of the date of receipt of the notice and be implemented in an integrated manner with municipal administrations.
Article 7 municipal administrations should work on the excavation of urban roads in accordance with the annual work plan and the new construction, alteration and expansion of urban roads, in accordance with municipal administrations.
Article 8. Exploring urban roads and applying for clearance procedures by municipal or municipal administrations, which may be exhumed by the approval and legal payment of temporary occupancy fees for urban roads, exhumation payments and the receipt of the Exposure Road Licence.
The application for the excavation of urban roads, the approval of the form and the excavation of road permits are being developed and administered by municipal administrations.
Article 9 provides the following information to municipal or district municipal administrations for units or individuals applying for the excavation of urban roads:
(i) Explore the urban road application form;
(ii) The licensing of construction engineering planning and its annex, which are nuclearly issued by municipal or district planning authorities;
(iii) Explore the quality of the construction unit document;
(iv) Construction programmes;
(v) Other relevant information.
The exhumation of the urban road application form should include the duration and area of excavations. The construction programme should include elements such as construction plans, mechanical configurations, construction of wastewater emissions, residual treatment and on-the-safety.
As a result of the conservation, maintenance or renovation of the line, there is no need for the applicant to provide the construction engineering planning licence.
Article 10. Upon receipt of requests for the excavation of urban roads by municipal or district municipal administrations, an on-site survey, confirmation and review with municipal or regional public safety transport authorities, with approval or non-approval decisions within five working days. The reasons for non-ratification should be explained.
As a result of the exhumation of urban roads, the transport routes or sites of public car vehicles are to be adjusted or the municipal administrations should inform municipal transport authorities in a timely manner prior to the approval of the decision.
Article 11. Municipal and municipal administrations should introduce public start-up systems and receive social oversight.
The following matters should be made available externally:
(i) The extent of the clearance of urban roads in municipalities and municipalities;
(ii) Explore annual work plans for urban roads and new construction, alteration and expansion of urban roads;
(iii) Explore procedures, time frames, departments and contractors for urban road clearance;
(iv) The unit, location, scope, category and duration of the city's roads approved;
(v) Other matters that need to be made public in society.
More than 500 metres of car excavations and more than 1,000 metres of trajectories, exhumation units or individuals should be exhumed after 5 days from the date of publication by municipal or municipal administrations; excavations of less than 500 metres of cars and fewer than 1,000 metres of people, exhumation units or individuals should be made available after the date of publication of 2 days in municipal or district municipal administrations.
Article 12 municipalities approve the excavation of urban roads and should, at the request of the municipal administration, approve a comprehensive picture of the excavation of urban roads on a monthly basis and receive supervision and guidance from municipal administrations.
Article 13 does not authorize the excavation of urban roads:
(i) Applications for excavations during major public events such as the International Labour Day, the National Day, the spring, and China's Export Commodities Exchange;
(ii) The construction, alteration, expansion of the urban road to be completed, the delivery of urban roads that are less than five years or major renovations are completed for up to three years;
(iii) The same line is built on urban roads that have already established public line corridors;
(iv) To apply for excavations but not to provide legal documents or to provide information that is incomplete;
(v) The applicant has breached the relevant provisions of the urban road exhumation management and has not been renovated or failed to comply with the penalties.
(vi) Other cases under laws, regulations and regulations shall not be approved.
In the case indicated in subparagraph (ii) of the previous paragraph, the applicant shall apply to the municipal administration and provide the municipal administration with the information provided under article 9 of this approach and the reasons for the exhumation. Municipal administrations should be invited to the Government of the municipality for approval at 5 days of the request. Upon approval of the excavations, the applicant shall pay the city's municipal administration a threefold cost for the rehabilitation of urban roads.
Article 14. Municipal administrations require the early closure of the urban road construction work period for special reasons such as major social activities in the city or major engineering construction, resulting in the fact that the gateline units are required to make use of the new construction, alteration, expansion or urban road below five years after the completion of their work, may apply to the municipal administration and provide information to the municipal administration on the provisions of article 9 of this scheme and the reasons for the exhumation. The municipal administration was asked to approve the approval of the Municipal People's Government on 5 days after the request was received.
Article 15 requires the extension of the period of excavations or the expansion of the area of excavations due to special causes such as climate, geological conditions, and the applicant shall, prior to approval of the expiry of the excavation period, process an extension or an extended change procedure.
Municipal or district administrations, owing to major social activities in the city or major engineering construction and other special needs, need to change the “drilling Road Licence” and should be informed of the time, location and scope of the applicant's change; and, as a result of changes in time or area, the balance of the fees charged should be returned to the actual costs charged.
Municipal or district administrations are required to remove the Removal Road Licence as a result of urban construction planning and other special requirements, and should inform the applicant of the reasons for their dismissal and return all the costs that have been charged. The applicant has been invested and should be given some compensation.
The relevant units or individuals that have been exhumed should withdraw from the time period specified by the municipal administration.
Article 16, which lays down the trajectory under the urban road, may require urgent renovations, but must be accompanied by notification to municipal or district municipalities and public safety transport authorities and clearance procedures within 24 hours. For holidays, the procedures for the replenishment of the approval may be extended to the next working day.
Article 17 shall be subject to the following provisions:
(i) Exhumation of the approved construction programme, location, area, use and duration;
(ii) Carrying of road permits on the construction site;
(iii) Set up safety escorts, traffic orientations and roadblock alerts in line with uniform provisions and carry out perimeter operations;
(iv) The redundancy generated on the day was cleared within 24 hours;
(v) When the construction of wastewater is disposed of by sediment, it may be placed in the municipal drainage pipeline;
(vi) Sufficient routing lines, back-to-ground trajectory trajectorys, stress evasion of pipes, ablutions that cannot afford the pipeline, and the construction of construction required by the depth and quantity of planning.
Article 18 should be carried out during the bushing of transport; the excavations across urban roads should be carried out in advanced ways, such as the top-up technology; the vertical excavation of urban roads should be carried out in accordance with the characteristics of the various routes.

Article 21, in violation of this approach, provides that one of the following acts is changed by the time limit for the administration of integrated law enforcement services in urban areas and can be punished in accordance with the following provisions:
(i) In violation of article 8, it is not up to a maximum of 20,000 dollars to be fined for the rehabilitation of the urban roads, which have been exhumed by urban roads.
(ii) In violation of article 13, paragraph 2, not until the prescribed deadline has been approved for the exhumation of urban roads, imposing a fine of four to five times the cost of repair of roads in cities, but not more than $20,000.
(iii) In violation of article 16, a fine of 3,000 has not been brought to the approval process.
(iv) In violation of article 17, paragraph 1 (i), the overex area, the exhumation of urban roads, the imposition of warnings, and the fine of one to three times the cost of repairing urban roads beyond the partiality of urban roads, should not exceed $20,000;
(v) In violation of article 17, paragraph (iii), there is no uniform provision for security escorts, transport orientations and roadblock alerts, and a fine of 1000 for peripheral operations.
Article 2 shall be subject to liability as a result of the approval of units or individuals that exhumate the city's roads, the construction of a sub-standard facility and the local gateway facility.
Article 23: The Integrated Law Enforcement Department staff in the Municipal Administration and Urban Management are one of the following acts, which are restructured by their units or at the primary level, and may be criticized, briefed or administratively disposed of:
(i) In violation of article 10, there is no timely approval or approval of the exhumation decision for the reasons for the applicant;
(ii) In violation of article 12, no cases are required;
(iii) Approval of the excavation of urban roads in violation of article 13;
(iv) No administrative penalties are imposed under article 21.
Article 24 provides for increased urban and urban exhumation management, taking into account this approach.
