Article 1 provides for the regulation of the minimum living security system for the urban population and guarantees the basic life of the inhabitants of the city, in line with the State Department's Minimum Living Guarantee Regulations and the Minimum Living Guarantee Scheme for the residents of the northern province of the River, which is being developed in conjunction with this city.
Article 2, which has a permanent non-agricultural presence within the city's administrative region, and the monthly income of family members is less than the local minimum standard of living, may enjoy minimum living guarantees in accordance with this approach.
Article 3. Minimum living guarantees for urban residents are responsible for all levels of government.
The municipalities, districts (communes), the civil affairs sector is specifically responsible for the management of minimum living guarantees for urban residents in their respective administrations; the municipalities, districts (markets), the areas of finance, statistics, prices, audit, labour guarantees, etc., which are responsible, within their respective responsibilities, for the minimum living security of the urban population.
Street offices, communes (communes) are responsible for the specific management of minimum living guarantees for urban residents.
The Council of Community Residents (which includes the Commission of Residents or the Committee of Families, the Village People's Commission) is entrusted by the Civil Affairs Department and assumes the daily service of minimum living guarantees for the urban population.
Article IV Minimum living security regime for the urban population upholds the principle of government guarantees of integration with social assistance and encourages labour self-saving.
Article 5 Governments at all levels should strengthen the construction of minimum life-saving institutions for the urban population and ensure the requirements for work.
Article 6. The minimum living guarantees for the urban population are included in the financial budget by the same-level people, with exclusive management and dedicated funds.
Article 7 acts that violate the minimum living security of the urban population, any unit and individual have the right to complain to the civil service or other relevant departments.
Article 8. Minimum living security standards for urban residents are developed by the municipal, district (commune) civil service sector, with the same level of finance, statistics, prices, in accordance with the clothing, food, housing costs necessary for the basic life of the local urban population, with due regard to water, electricity, fuel (flamm coal) costs and the educational costs of minors, which are implemented by the Government of the current people.
When the minimum standard of living for the urban population needs to be adjusted, it is approved in accordance with the preceding paragraph.
Article 9. The family refers to social life organizations that are legally dependent, dependent and dependent on the facts of the law based on marriage, blood or adoption.
The family includes the following members:
(i) Marriages;
(ii) Parents or adult children who live together;
(iii) Adult children who are underage or who have no wage income at schools in the field are required to feed their parents;

Article 10. Income of family members includes the following income:

Article 11. The monthly income of family members is calculated on the basis of actual income.
(i) The actual income of active workers is calculated at the level of the standard salary of the user unit or the agreed labour contract;
(ii) The actual income of the person who is on board, is unemployed and receive a retirement fee, and who is on duty, is calculated in accordance with the relevant criteria published by the Government;
(iii) During the receipt of basic cost-of-living, unemployment insurance payments, there are other incomes, or self-employed persons, calculated according to the local minimum wage standards established by the province.
Article 12. Urban residents shall apply for minimum living guarantees and shall apply to the local community residents' committees and provide the following proof:
(i) Applications;
(ii) Family income certificates;
(iii) Other evidence relating to approval matters.
Article 13. The Community Residential Commission shall conduct an investigation into the applicant's family economic situation and the actual standard of living within seven days of the receipt of the request, and, after discussion by the resident representative, report to the street office or to the Government of the commune.
The street offices or communes (communes) will be completed within fifteen days after the request is received by the Government of the People's Government, and will be reviewed for approval by the provincial-level Government's civil affairs.
The Civil Affairs Department of the People's Government at the district level should take a decision within seven days to grant the application of the minimum living guarantee applicant. In accordance with conditions, the minimum living guarantee was granted to the residents of the city of Tangkoh; incompatible conditions, written notification and justification.
Article XIV provides for the granting of a guaranteed minimum living guarantee to the population, as follows:
(i) To grant full subsidies to urban residents with no household income, in accordance with the minimum standard of living for local urban residents;
(ii) Disparities for urban residents who have yet to have a certain income but whose family income is less than the minimum standard of living are paid in accordance with the minimum standard of living for local urban residents.
Article 15 does not enjoy the minimum guaranteed treatment:
(i) The actual standard of living of the family is clearly higher than the local minimum living standards;
(ii) The applicant and his family members refuse or do not cooperate with the minimum safeguards for the verification of the situation;
(iii) Jobs with labour capacity, unemployment and non-employed persons do not receive employment from labour services.
Article 16 residents of the town receive the minimum living security of the urban population for the month of their approval by the Civil Affairs Department, which guarantees the payment by the street office or the commune (communes).
Article 17 enjoys a change in the income of the family and should report on changes to the Council of the Communities.
Street offices or communes (communes) Governments should organize a review of the protection of the family in every quarter of the community dwellers' committees. Article 18 Street Offices, communes (communes) government or community dwellers' councils should establish, protect minimum-life guaranteed public service stations, sites, and organize at least one public interest activity or work per month.
In urban residents with labour capacity but not yet employed within the age of employment, public interest activities or work shall be organized on a regular basis by the Council of Community Residents in their place of residence during the minimum living security of the urban population.
The minimum living guarantee is free of charge for two consecutively non-participation in community public goods or work, and the elimination of its monthly guarantee.
Article 19
(i) The child's school attendance, the reduction and non-payment of contributions;
(ii) Removal from the hospital and the treatment of prostitutes.
Article 20 guarantees the minimum life of the population of the town by one of the actions taken by the civil service or the inspectorate, who is suspected of committing crimes and transferred to the judiciary:
(i) Without the consent of the family that meets the minimum living conditions of the urban population, or the intention to sign the consent of the family that does not meet the minimum living conditions of the urban population;
(ii) Restatements, venture guarantees;
(iii) Toys negligence, favour private fraud, or corruption, misappropriation, depression, and the payment of minimum living guarantees to the urban population.
Article 21 residents who enjoy the minimum living security of the urban population are one of the following acts, which are criticized by the civil affairs sector of the county-level people, recovering their emplaced security payments, and, in the event of harsh circumstances, pay more than three times the following fines:

Article 23 provides for administrative review in accordance with the law; administrative proceedings may be instituted in accordance with the law without approval of the Government's civil affairs department for the enjoyment of the minimum living security of the urban population or for the reduction of the decision to suspend the minimum living guarantee for the residents of the town.
Article 24 punishs the public security authorities in accordance with the Regulations on the Safety and Security of the People's Republic of China, which is suspected to have been transferred to the judiciary for crimes.
Article 25 districts (markets) may establish rules for implementation in accordance with this approach.
