Chapter I General
Article 1, in order to enhance the management of international tendering activities for electrical products, regulate the conduct of international tenders for electrical products, preserve the legitimate rights and interests of tendering parties, develop this approach in accordance with the provisions of the bidding law of the People's Republic of China and the Northern Province of the River for the application of tenders in the People's Republic of China.
Article 2 engages in international tendering activities for electrical products within the administrative region of the province and should be in compliance with this approach.
Laws, regulations and regulations regulate the management of international tenders for electrical products, as prescribed by them.
Article 3 The Authority for the import and export of electrical products set up is responsible for the specific management of tenders for international tenders for electrical products throughout the province.

Chapter III

Chapter IV

Article 24 shall evaluate the solicitation documents as required by the solicitation documents. More than two bidders are in compliance with the request for the solicitation documents, the CRIC should identify the lowest bidder as a successful candidate.
Article 25 The solicitationer or its solicitation agent shall, within 15 working days of the conclusion of the tender, report the bid to the Authority on the Import and Export of Electronic Goods by the State Department or the provincial power source import and export management body, and make a presentation on the designated media under the law. The presentation was 10 working days.
During the presentation period, the bidder or other relevant units and individuals who were not identified as successful candidates may be subject to a decision to maintain the results of the evaluation, to replace the bidder or to reorganize the bid, in accordance with the relevant provisions. There being no objection, in accordance with the relevant provisions, the President of the State Department for Foreign Economic Trade or the authorities of the Province's Foreign Economic Trade is invited to issue a letter of expression of the outcome of the international solicitation review to tenderers or their solicitation agents.
The bidder or its solicitation agent received a notice of the outcome of the international solicitation review and sent a letter of credit to the bidder.
After the determination of the middlemarker, the import of electrical products from outside the country should be carried out in accordance with the relevant provisions of the State.
Article 27 shall enter into a written contract based on the solicitation documents and the tender documents of the marker within thirty days of the date of the letter of assignment.
Chapter V Legal responsibility
Article 28, the solicitation, the solicitation body and the bidder and the members of the evaluation committee violate the provisions of this scheme and impose administrative penalties in accordance with the provisions of the bidding law of the People's Republic of China, the Northern Province of the River for the application of tenders law of the People's Republic of China and the International Toppropriation of Electrical Goods by the State Department's external economic trade authorities.
Article 29, Staff of the solicitation, the solicitation body and the bidder, and members of the board of the bid, misuse their functions, favour private fraud, and observation in the solicitation activities of the International solicitation of electrical products, are governed by the law of their offices, and criminal responsibility is held by law.
