In order to strengthen the safe management of road passenger transport, to maintain a road transport order and to secure passenger transport safety, and to develop this approach in line with relevant national provisions.
Article 2, this approach applies to the safe management of the transport of road passengers in the territorial administration.
The safe management of vehicles and rental vehicles in urban areas is not applicable.
Article 3 Governments at all levels should strengthen their leadership in the safe management of road passenger transport, coordinate measures to ensure the safety of passenger transport and prevent accidents in road passenger transport.
The above-mentioned public security authorities are the competent authority for road traffic safety (including district-level municipalities, subsidence) and the public safety management is responsible for the specific work of road traffic safety management in the current administrative region.
The relevant sectors, such as transport, should assist in the safe management of road passenger transport, in accordance with their respective responsibilities.
Article IV The operation of a highway passenger must meet the required qualifications. Individual vehicles that do not meet the required qualifications may not form an effective security management mechanism to engage in commercial highway passenger transport.
Article 5
The units or guest operators involved in the operation of the Highway shall organize monthly training and training of drivers for safety and security of transport.
Visitors and passenger operators should establish a safety complaints system for passengers and publish their complaints telephones and security monitoring telephones for public safety transport management in their operating locations and operating vehicles.
Any unit or person shall not refer to the operation that violates traffic safety provisions.

Article 7. The motor vehicle driver has one of the following cases, and no one year has been permitted to carry out the vehicle driving at the business highway:
(i) Because of the suspension of the driver's licensee, the driver's certificate has reached more than six months or has been duly recorded at 12 times;
(ii) The occurrence of heavy, special traffic accidents is more burdensome, or the full responsibility for a general traffic accident.
One year has been completed to apply for the driver of the operation of a road passenger vehicle, which should be reviewed by road safety management.
Article 8. Vehicles engaged in road passenger transport must be in line with the State's Safety Technical Conditions for motor vehicle operation and the relevant national, industrial standards to maintain a good vehicle. The following vehicles are prohibited for road passenger shipments:
(i) Transport vehicles, motor vehicles, trailers, farm vehicles and other safe technologies are not qualified vehicles;
(ii) No vehicle marked by a road transport operation licence or a passenger transport route.
The illegal conversion of passenger vehicles is prohibited. The transport sector does not authorize road passenger transport by law, which is dealt with by the public security, the transport sector separately and is not registered and inspected by the public safety transport management prior to the recovery of the former.
Article 9. Vehicles engaged in commercial highway passenger transport and more than 20 vehicles are required to conduct a motor vehicle safety technical test every quarter by the transport management; 19 are subject to a safety technical test for motor vehicle safety at every half of the year.
Visitors and passenger operators should insist on the routine maintenance of vehicles and the inspection of the vehicle. The passenger transport vehicles on the mountains and at three levels should also conduct a monthly test of the main machines, such as transformers, movables, and pre-conditional evacuations.
Article 10 vehicles engaged in the operation of a highway passenger shall be required to place the authorized number of loads at a visible location of the vehicle and to mark the passenger gallery route, the terminal point, the name of the driver and his photograph.

Article 11. Vehicles engaged in highway passenger transport are more than 400 kilometres and more than 600 kilometres of highway, and must be equipped with more than two drivers of the driver's driver of the vehicle driver of the operation. Article 12 Drivers and other crews engaged in the driving of motor vehicles at a commercial highway shall faithfully perform their duties to protect the lives and property of passengers and take effective measures to prevent and combat all criminal activities. Vehicles that do not provide security-prevention equipment may not be transported.
Article 13 contains strict bans on vehicle delivery, burial of passenger cargoes, and the goods accompanying the passengers must be properly placed without affecting the security of the person, and the safety link must be opened and the safety door (window) must not be installed and the garette or load of the beded.

Article 14. Highway passenger vehicles should be moved as soon as they reach a limited mark. Highway passenger vehicles should not exceed 60 km at the highest time when they reach a third or three-tier highway.
Article 15. When passenger vehicles are moved through their escorts, the driver shall be invited to drive the full vehicle and to move back to the vehicle. The passenger vehicles must comply with the relevant provisions through the intersection between roads and railways, tunnels and holes.

Article 16 Visitors' units and passenger operators should be responsible for the third-party liability for the duration of the effective delivery of the encumbered vehicle.
Article 17
Public safety transport management should perform carefully the inspection function of road passenger safety supervision, unimplementation of the safety responsibilities for road passenger transport, and the presence of passenger transport and passenger operators, which could send a letter of restatement and order for the duration of the time period.
Article 19 Public safety transport management should strengthen road traffic safety patrols, and measures should be taken to prevent traffic safety accidents in dangerous sections, tourism routes and the way forward.
Article 20 Drivers who operate a passenger vehicle violate this approach, with one of the following acts, fines of up to 200 dollars in the public safety and security management in the district and three sub-unitions:
(i) Be not in accordance with the driver's vehicle condition;
(ii) Overtime passenger vehicles;
(iii) In excess of the provision;
(iv) Authorize the transfer of road passenger vehicles to others;
(v) Travellers at non-road passenger vehicle stations in urban areas or at the road blocks for parking passengers.
Article 21, which exceeds the authorized number of passenger vehicles, is punishable by a fine of 50 per cent by the Public Security Transport Administration, which exceeds 20 per cent by a secretary of three quarters, exceeds 20 per cent of a secret score of six minutes, and is responsible for the transfer of passengers on the ground and for freight forwarding costs incurred by those who have been punished.
In violation of the provisions of this approach by passenger transport units or passenger carriers, one of the following cases is fined by more than 500-1000 dollars in the public safety management of the district:

Article 23 vehicles other than vehicles operated by a highway passenger shall be subject to strict compliance with the provisions of the road traffic safety management, and shall be punished in accordance with the provisions of this provision if there is a supermoval and forced ultra vires.
Article 24: The passenger vehicle driver or passenger transport unit, the passenger operator, in contravention of the provisions relating to transport management, is punished by the transport sector in accordance with the relevant provisions.
Article 25. The decision of the parties in respect of administrative treatment pursuant to this approach is not consistent and may be applied by law for administrative review or administrative proceedings.
Article 26 staff members of public security agencies have one of the following acts, which are administratively disposed of by their units, which constitute a serious circumstance and constitute a crime and hold criminal responsibility under the law:
(i) In violation of the provision of self-authorization of drivers who do not meet the conditions of driving road passenger vehicles to carry out vehicle drivers of road passenger vehicles;
(ii) The failure to perform vehicle test responsibilities, resulting in the operation of road passenger shipments by vehicles that do not meet the security technical conditions, resulting in higher transportation accidents;

(iv) The finding that there is a lack of security in the roads and the lack of timely reporting or rectification, leading to major traffic accidents;
(v) Other abuses in the safe management of road passenger transport, negligence and provocative fraud.
Article 27 of this approach was implemented effective 1 May 2003.
