Chapter I General
Article 1, in order to strengthen the safe management of the transport of vessels in the town, to maintain a water transport order and to guarantee the lives and property security of the people, to develop this approach in the light of the National People's Republic of China Road Safety Regulations.
Article 2 communes (communes) engaged in navigation, parking and operating in river waters within the territorial administration of the province should be respected.
The approach refers to passenger vessels (communes) in the commune (communes) region, which are engaged in five kilometres of short-range transport.

Chapter II Security responsibilities
Article IV. Article 5

Article 6

(v) To investigate, under the law, a safety accident on the transport of passengers (communes).
Article 7
(i) The establishment, maintenance of villagers' committees and communes (communes) ship safety responsibilities for the safe management of transport by shipowners or operators, and the enforcement of the responsibilities for the safe management of transport at the commune (communes);
(ii) Selection, archaeological (commune) passenger transport safety managers;
(iii) To urge all shipowners or operators to comply with laws, regulations and regulations relating to water safety;
(iv) Problems in the safe management of the transport of boats through the timely reporting to the commune and local maritime administrations.
Article 8
(i) To promote water safety laws, regulations and regulations, implement on-site monitoring management, maintain the transport order of communes (communes) and end water traffic violations;
(ii) To urge all shipowners or operators to conduct ship registrations, ship tests and shipfarers training, vetting matters;
(iii) Timely reporting to the commune (communes) the Government of the People's Government on the safe management of ship traffic to assist local maritime administrations in monitoring management.
Article 9
(i) The establishment and sound management system for the safety of transport of vessels;
(ii) The availability of suitable vessels to maintain a good technical position;
(iii) The provision of a shipman with a corresponding certificate of due diligence or other appropriate documents, and the strengthening of transport safety education for crews;
(iv) The timely elimination of the safe concealment of the movement of boats through the town.
Chapter III
Article 10
(i) The ship inspection body accredited by the Maritime Authority shall test and hold a qualified ship test certificate;
(ii) The procedures for the registration of vessels under the law and the possession of a ship registration certificate;
(iii) The staffing of vessels in line with national requirements;
(iv) The necessary information on navigation.
Article 11 communes (communes) should be equipped with safe equipment such as life-saving, firefighting, and security columns on both sides of the ship. Mobile ships should be equipped with human help vehicles.
The use of cement ships as communes is prohibited.
Article 12
(i) The age of 18 to 60 years for men, the age of 18 to 55 years for women and the physical health;
(ii) The right use of various types of fire, life-saving equipment on ships;
(iii) Professional training in the transport safety of passenger ship crews in the town (communes), with the qualifications of the Maritime Regulators Examination, obtaining the corresponding certificate of assignment or other appropriate documents.
Chapter IV
Article 13 communes (communes) should comply with the rules of ship navigation, avoidance and signals, in accordance with the State's provisions for identifying the vessel's name or identifiers, loading or delivery, safety concerns.
communes (communes) may not go beyond the approved route of navigation and shall not be navigationed in harsh weather conditions, such as wind, grace, snow and storm. The communes (communes) that do not have night-to-air equipment may not be shipped at night.
Article 14.
Non-signable vessels shall not be transported. Non-mobile vessels may not carry vehicles, trawlers and farmer motor vehicles.
Article 15. When the communes (communes) are parked by the shipowner or operator, the ship shall be held by the ship to be anchored, anchored, preventing the diversion of the ship or by others from being opened.
Article 16 prohibits the placement of cables in waters that have been shipped.

Article 19 communes (communes) operators should make public indications at the crossing point, indicating the following:

(ii) The name of the operator and the security of the producer;
(iii) To approve the establishment of a body at the crossing level;
(iv) Local maritime administrations and communes (communes) government supervision, rescue telephone numbers.
Article 20 communes (communes) are subject to traffic accidents by boats and are treated in accordance with the provisions of the Transport accident approach to water in Anguéa.
Chapter V Legal responsibility
Article 21, in violation of this approach, provides that communes (communes) are not equipped with shipowners in accordance with the State's provisions, and are subject to a fine of up to 1,000 ship owners or operators; that shipowners are not later renovated and that the ship is stopped.
Article 22, in violation of this approach, provides that persons who are not subject to the examination and receive a certificate of due diligence or other appropriate documents have been engaged in communes (communes) for passenger ship flights, who are responsible for their immediate departure by the local maritime management body at the district level for a fine of up to $500 for those directly responsible and fines for all shipowners or operators.

(ii) Use cement ships as communes (communes);
(iii) Overload transport;
(iv) Transport of non-significant vessels;
(v) Non-mobile vessels carry vehicles, trailers and farmer motorcycles.
Article 24, in violation of this approach, provides for the clearance of cables by the local maritime management body at the district level, which is responsible for the removal of the deadlines; the late demolition, and the application by the local maritime management authorities above the district level for the forced removal of the People's Court, with the cost borne by the cable owner.
Article 25, in violation of this approach, provides that in one of the following cases, persons responsible for the safe management of the transport of vessels by the communes (communes) and other persons directly responsible for the management of the transport of vessels are treated in accordance with the law; and that serious water traffic accidents or causing significant loss of public property, State and people's interests to be held criminally liable under the law:
(i) No approval based on statutory security conditions;
(ii) Non-implementation of oversight inspections on security matters for approval;
(iii) It is found that communes (communes) that do not have security conditions or that passenger vessels are not dealt with by law in a timely manner without the authorization of the vessel's transport;
(iv) Other circumstances in which communes (communes) are not legally responsible for the safe management of shipping.
Annex VI
Article 26 The provisional approach to the safe management of ship transport in the town of Angué Province, which was issued by the Government of the people of the province on 6 May 1989 and revised on 25 December 1997 by the Government of the People of the province, was repealed at the same time.
