In order to further the fight against drug trafficking, to strengthen the fight against drug abuse, to save drug addiction addicts, to maintain social security and order, and to make the following decisions, in accordance with the National People's Congress Standing Committee Decision on Drug Control and the State Department's coercive drug control approach:
A person who unlawfully absorbs and injects drug addiction within the province's administrative region shall be subject to forced removal by law; forced evictions and injecting drugs are subject to labour rehabilitation, and forced evictions in labour rehabilitation.
Despite the Government's leadership in the fight against drug abuse, measures such as treatment, labour and education have been taken in the form of a combination of treatment, labour and education, the continuous reduction of social abusers, the eradication of drug abuse and the achievement of the goal of creating “intoxicity”.
iii. Expand the capacity of drug-recovery sites. Governments of municipalities, districts and self-governing districts must establish mandatory drug control institutions tailored to the needs of local drug abusers, in accordance with the number of local drug abusers. Registration of drug users in more than 1,000 municipalities, districts, self-governing areas should be established to accommodate more than 60 per cent of the total number of drug-recovery farms of thousands of people, which should reach 50 per cent of the total number of registered drug users in the local registry; registration of more than 200 drug users, municipalities, districts, self-governing districts with tens of thousands of people, and their hosts should reach 60 per cent of the total number of locally registered drug users; and registration of drug users in the cities, districts, self-governing areas below 200 persons.
As approved by the Ministry of Public Security, municipalities, districts and self-governing districts may also organize compulsory drug control institutions in accordance with the provisions of the Social Forces.
The provincial labour correctional institutions must expand the size of the prison staff and ensure the need for the rehabilitation of drug abusers.
Governments at all levels are required to actively raise the basic cost of living for drug victims. Drug abusers are burdened by themselves or by their families for living and treatment. The Government accepts social donations and allocates the basic cost of living for those who are forced to defuse and ensures that the drug is carried out successfully.
The mandatory drug control institutions shall not be denied access to drug users who have been decided to be forced to dedicate, for example, for reasons such as insufficient funding; the labour correctional body shall not deny access to drug users who have been decided to relocate.
V. The provincial health sector has organized medical personnel to form a volunteer medical workforce and to adopt a rotational approach to support forced drug recovery. Forced drug control and labour correctional institutions must be sent to specialized regional recovery and must not relocate them to society. Health, pharmacies, public security rigorously implement non-profit drug de-drug treatment measures, and drug abusers have offered to register and adhere to drug treatment protocols and receive medical assistance from Government-supported drug-dependent treatment agencies.
The duration of compulsory drug control is six months, in accordance with the principles set out in the State Department's forced drug control approach, and the period of up to 1 year for the period of time for drug addiction is still pending.
The period of labour rehabilitation for the re-investment of persons must not be implemented in practice for less than two years. After the completion of the labour corrections, the actual execution period shall not be less than three years, but not more than four years.
After the expiry of the drug addiction period in the provinces where drug abuse is compulsory, therapeutic is being returned immediately.
All-provincial employment, participation in the military, promotional examination and detection of toxicity. The medical sector must report the registration of the public safety authority. Public security authorities conduct screening of drug abuse suspects in policing.
Enhanced coaching. Community gangs have been implemented in order to prevent their reinvestment and retrospect. The society is committed to helping those who are forced to defuse drugs without discrimination.
