Article 1
In order to strengthen the construction and management of natural protected areas of beach birds, to protect birds and their natural environment of survival, this approach is developed in accordance with the provisions of the Regulations of the People's Republic of China on the Conservation of Nature and relevant laws, regulations and regulations.
Article 2
This approach refers to the natural protected areas that are known to beached in Oriental birds (hereinafter referred to as protected areas), which are meant to protect species of birds and their natural environment of subsistence, the Government of the Shanghai City (hereinafter referred to as the municipality of the city) for the purpose of granting special protection areas to be identified in the beach east.
Article 3
This approach applies to the planning, construction and management activities of protected areas.
Article IV (Management)
The Shanghai City Forestry Authority (hereinafter referred to as the Urban Agroforestry Authority) will be responsible for the development of protected area planning, the construction of protected areas and related management activities with the Hangger Government. The High-level Territorial Reserve Management Service (hereinafter referred to as the Protected Area Management Service) which is affiliated to the Urban Agroforestry Authority is responsible for the day-to-day management of protected areas.
The Environmental Protection Authority of the Shanghai City (hereinafter referred to as the Urban Environment Agency) is responsible for the integrated management of protected areas, providing guidance and oversight for the environmental protection of protected areas.
Other relevant administrative departments in the city should work together for the management of protected areas in accordance with their respective responsibilities.
Article 5
The construction and management of protected areas should be aimed at protecting the species of birds and their natural environment of survival, the implementation of scientific planning, subsector control, dynamic protection and the proper handling of relationships with local economic construction and the production, living of the population.
Article 6
The Urban Agroforestry should organize environmental impact evaluation, including through the planning sector, in accordance with the needs of the natural environment and protection of species of birds, with the development of protected areas-building and development planning in conjunction with the Government of Minang and the relevant administration sectors, and be integrated into the national economic and social development plans of the city, as approved by the municipality.
The Protected Area Management Service should develop an annual control plan for protected areas relating to the resources of birds and the natural environmental protection, report on the implementation of the approval of the LAA and report on the IEA reserve.
Article 7
In accordance with the different requirements for the management of species of birds, protected areas are divided into three functional areas of the core, buffer zone and experimental areas.

Article 8
Adjustments to the regional scope of protected areas and area functions should be based on the actual situation of changes in species of birds, such as beach sludge and vegetation, to be approved and made public by the Municipal Agroforestry Bureau, in coordination with the Natural Protected Areas Assessment Commission, following the evaluation of the natural protected areas assessment committee, and recommendations for approval by the Municipal Environment Agency.
Article 9
The Urban Agroforestry shall establish regional boundarymarks in accordance with the regional scope of protected areas approved and published by the municipality and the functional areas of the region.
Article 10
No production facility shall be established in the core area and in the buffer zone.
The experimental area shall not build a contaminated environment and destroy the production facility. The facility has been established and its pollutant emissions should be lower than the emission criteria established by the State and the city.
Article 11 (Pervention of persons entering protected areas)
The number of people entering the core area, the buffer zone is controlled.
Between September and April of the following year, the Protected Area Management Service has taken envelope management measures for the core area, the buffer zone, and has prohibited access to the core area and buffer zone by any person, in addition to scientific researchers and relevant managers who need to enter.
In accordance with the approved annual control plan, the protected area management shall determine the number of persons who have entered the core area on a daily basis for the periods of peaks of movement of birds and non-removal peaks and the number of buffer zones, as approved by the Urban Agroforestry Authority, which is published in late August each year.
Article 12
Written requests should be submitted to the Protected Area Management Service in advance for scientific research observation, investigations or activities in the buffer zone in the core area for scientific research, teaching internships and mark collection, and for overseas organizations or individuals to enter protected areas for scientific research. The written application includes the following:
(i) The basic situation of the applicant;
(ii) The time, content, size, size, scope and use of related equipment;
(iii) The name and quantity of the animal or the name of the fauna.
The Municipal Agroforestry or the Protected Area Management Service shall make approval decisions within 10 working days of the date of receipt. Upon approval, the Protected Area Procedural Procedural Proceeds, which involve the arrest of the animal or the collection of heralths, should also be given the corresponding hunting or collection of documents; it does not agree that written notices and reasons should be given.
The protected area management considers that the scientific research activities carried out by the applicant are valuable for the protection of bird resources, and may enter into relevant agreements with the applicant, agree on the location and use of scientific findings.
Article 13 (Pervention)
The following acts are prohibited by any unit or individual in the area of protection:
(i) The unauthorized entry into the core area, the buffer zone;
(ii) The use of species of birds, such as poisoning, webcasting, or access to protected areas by means of hunting birds;
(iii) Damage, damage or unauthorized movement of protected area markers and protection facilities;
(iv) The introduction of alien species that cause or may cause serious harm to species of birds and their natural environment;
(v) Other activities that undermine the natural environment.
Article 14.
The provisions of protected areas should be adhered to in order to prevent the entry of protected areas, such as drought, or disaster weather, which affect emergency avoidance. After the elimination of the relevant circumstances, it should be immediately withdrawn from protected areas.
Article 15 (Perace management)
Public security authorities in protected areas may maintain the security order in protected areas in accordance with the need to establish public security offices in protected areas.
Article 16
Funding for protected areas is derived from:
(i) Specific funds allocated to finance;
(ii) Endowment of accepted domestic and international organizations or individuals;
(iii) Fund mobilization by other means permitted by the State.
Article 17
Units and individuals that make significant achievements in the protection, construction, management and related scientific research work in protected areas should be recognized or rewarded.
Article 18
In violation of this approach, construction of project facilities in the pilot area exceeds the standard emission of pollutants by the environmental administration, in accordance with the relevant laws, regulations and regulations.
Article 19
In violation of this approach, the destruction, destruction or unauthorized movement of protected areamarks and protection facilities are punishable by the Protected Area Management Service to restore their original status or to compensate for the loss, and may be fined up to $50 million in accordance with circumstances.
Article 20 (Legal responsibility for hunting birds)
In violation of this approach, the use of hunting species such as poisoning, webcasting or hiding in protected areas is punishable by a fine of 10 times the value of hunting, hunting tools and the proceeds of the law, which is equivalent to 8 times the value of hunting, with no fines of the number of huntings, which are fined below the amount of 2000 yen, and a fine of 10 times the national focus on the protection of species of birds, with no hunting material and a fine of less than 1 million; and a criminal liability under the law.
Article 21
In violation of this approach, unauthorized access to the core area, buffer zones or other activities that may affect the natural environment prevailing on the basis of survival of birds is ordered by the Protected Area Management Service to put an end to the offence, forfeiture the proceeds of the conflict and impose a fine of up to $50 million, for damage to the natural environment of protected areas, with the responsibility of the Protected Area Management Service for the recovery of the status quo or compensation for losses, and fines of more than 300 million dollars.
Article 2 (Actual date of application)
This approach was implemented effective 1 May 2003.
