Article 1 provides for the development of new types of wall materials, the promotion of construction festivals, the protection of land resources and the ecological environment, and the development of this approach in line with the relevant provisions of the State.
Article II refers to new types of wall material referred to in this approach, which refers to heat, quality, intensity, environmental protection and improvement of construction functions, and to the State's related standard materials.
Article 3. The local people's governments at the district level should strengthen their leadership in the extension of the application of new wall materials, encourage and support the development of new types of wall materials, limiting the production and use of bricks.
Article IV. The local people's Government is responsible for the restructuring, planning guidance and monitoring of the application of new types of wall materials in this administrative area, in the sector responsible for the renovation of materials and the management of buildings (hereinafter referred to as the replacement management body) for the management of new wall materials.
In the relevant sectors such as finance, land, agriculture, planning, environmental protection, quality technical supervision, taxation, the extension of applications should be carried out in line with their respective responsibilities, in line with their respective responsibilities, with the conversion of administrative authorities and their walls to the Authority.

Article 15. Article 20, in violation of article 14 of this approach, provides that the use of bricks is changed by an administrative authority established by the local people's Government at the district level, which cannot be converted to a fine of up to 5 per cent of the works.
