Article 1, in order to strengthen hydrological management, accurately and in a timely manner, provides for the rational development of water resources and, in accordance with the relevant provisions of the State, to develop this approach in the light of the actual state.
Article 2 activities such as the construction and management of hydrology networks within the territorial administration, water resource monitoring, hydro-hydro information and forecasting, water resource surveys and evaluation should be adhered to.
Article 3
The water administration authorities of the municipality, the city's municipality and the communes are guided by the hydrological work in this administrative area.
The Provincial Hydrographic Agency has implemented specific management of hydrology throughout the province.
Article 4
The Government and the authorities concerned shall, in accordance with the relevant provisions of the State, arrange a proportion of the costs for hydrological purposes in the context of specific water resources.
Article 5
Hydrological planning should seek the views of the peoples of the municipalities concerned, in line with integrated watershed planning and regional integrated planning.
Article 6 National Basic Hydrographic Network, established by the Provincial Government's Water Administration in accordance with the National Unity Planning Organization and administered by provincial hydrological institutions. The Local Hydrographic Network, which is coordinated by the Provincial Government's Water Administration, has been established and managed by the provincial hydrological institutions.
The establishment, relocation, modification and withdrawal of hydrology stations are governed by national procedures.
The water engineering units, such as Article 7, medium- and medium-sized hydroelectric plants, must be constructed with hydrological tests, postal facilities or specialized hydrology stations, which are used by provincial hydrological institutions when they are eligible.
The hydrological automated bathymetric system developed by the Water Engineering Management Unit should establish a link to the transmission of hydrological information to the people's Government with the command of the movement control authority.
Article 8 Hydrographic institutions, hydrology stations and water engineering units with hydrological observation operations should ensure the quality of the results in accordance with national technical standards.
Water, rainfall, groundwater observation points established by hydrological institutions may be delegated to units or individuals. Authors should comply with the relevant provisions of hydrological management.
The Government's water administration authorities should organize hydrological institutions, hydrology stations to monitor water quality in water functional areas. It is important to report in a timely manner on the governance measures taken by the Government of the people concerned and to inform the executive authorities of the environmental protection of the environment, when the aggregate emission of pollutant substances exceeds the control targets.
Article 9. Provincial hydrological institutions should establish a province-wide hydrological database and be responsible for the collection, collation and review of hydrological information throughout the province.
Hydrographic stations and water engineering units with hydrological observation operations should be integrated into the monitoring of hydrological water resources in accordance with the technical standards established by the State and compiled by the annual hydrological institutions. Monitoring of hydrological water resources that are not compiled by the provincial hydrological bodies shall not be made available to other units or individuals.
Article 10 Hydrographic institutions, hydrology stations and water engineering units with hydrological observation operations must be collected, communicated, sent to hydrological information and forecasts in a timely and accurate manner, in accordance with the requirements of the provincial people's Government's drought-affected drought command and water administration authorities.
Hydrographic institutions are involved in the prevention of drought control by the current people's Government against the drought-stricken command.
Article 11. Hydrographic institutions, radio administrations and communication sectors should be closely coordinated to ensure that hydro-communication networks are accessible and that information and forecasts are delivered in a timely manner.
Article 12. Hydrographic institutions and other units consistent with the conditions established shall engage in hydrological water survey and evaluation activities, which shall be certified in accordance with the relevant national provisions. The watersheds in the city or the regional survey and evaluation of hydro-hydro resources are assumed by the provincial Government's water administration authorities by hydrological institutions with a rank certificate.
In reviewing water engineering planning and design, more than communes and their relevant sectoral organizations, hydrological institutions should be informed of the participation of hydrological institutions in the conduct of the hydrographic aspects of water works.
Article XIV Hydrographic institutions should perform regular hydrological and hydrological calculations in accordance with national technical standards and ensure the quality of hydrological calculations.
In the province-wide or basin-wide hydrological calculations are carried out by provincial hydrological institutions, and their hydrological calculations are organized in accordance with the management authority of the Government's water administration authorities.
Article 15. The scope of the protection of hydrological tests, laboratory facilities, meteorological observation sites, by hydrological institutions, based on the following criteria and the actual needs of programmes to seek the views of the relevant sectors, the Government of the people of higher-level districts reviews the approval of the announcements and establishes signs:
(i) The range of protections in the Quaid River: 20 metres away from the bathy River to the top of the two shores of the rivers, from 20 metres above the surface of the bathymetry, to 1 times the top of the two shores of the river, and from 20 metres above the surface of the buoy buoys, to the top of the flooding of the two shores.
(ii) Scope of inspection facilities and meteorological observation protection: 10 metres around the laboratory facility; 15 metres around meteorological observation sites.
Article 16 prohibits the following acts affecting hydrological tests, within the framework of hydrology tests, testing facilities, and the protection of meteorological observation sites:
(i) The cultivation of job and high-tit crops;
(ii) Renovation (construction) construction, storage material;
(iii) Reaching, exhuming, storing, dumping of garbage wastes and discharge of wastewater;
(iv) Resistance of ships, rotates;
(v) The routes.
Article 17 Hydrographic institutions should strengthen the construction, maintenance, protection and management of hydrological facilities. Any unit and individual have the obligation to protect hydrological facilities.
Expropriation or destruction of hydrological instruments, symbols, cables, corridors, metrics, terminals, sites, communications facilities are prohibited. It is prohibited to crowd out or interfere with hygienic levies, trusts.
Article 18 does not build work that has an impact on hydrological tests in the context of the downstream identification of hydrology stations. As a result of the need for national or local focus engineering construction, the construction unit should consult with the provincial hydrological bodies or their designated counterparts prior to the construction of the project, without consultation of the programme, and the departments concerned may not approve the design; the need for the removal of hydrological plants or remedial measures for hydrology stations, with the cost borne by the construction units.
Article 19 Hydrographic Testers should comply with the water traffic management rules when they operate in the naviaway, hiding warning signs, evading to vessels and sequestration.
Article 20 Hydrographic institutions, hydrology stations, according to the relevant provisions of the State and the province, may engage in reimbursable services for hydrology.
Article 21, in violation of this approach, provides that one of the following acts is warned by the hydrological institutions entrusted by the Provincial Government's water administration authorities, that the time limit is rectified or remedial, may be fined up to €200 million. This is a business activity and may be fined by more than 100,000 dollars.
(i) The unauthorized establishment, relocation, conversion, removal of hydrology stations or the establishment of specialized hydrology stations, in accordance with the provision for the establishment of hydrology tests;
(ii) Non-integrated or denied access to water resources monitoring information;
(iii) In the context of the hydrological tests, testing facilities and the conservation of meteorological observation sites, the conduct of hydrological tests;
(iv) The design of forced construction works that affect hydrological tests without approval.
Article 2 of the Act on Water in the People's Republic of China and the Hygiene Act.
Article 23, Staff of the Water Administration and Hydrographic Institutions, who play a role in the management of hydrology, abuse of authority, provocative fraud, corruption and the misappropriation of hydrological funds, is governed by law, and criminal responsibility is held by law.
