Article 1 provides for the development of this provision in accordance with article 62 of the Vilhan Urban Planning Management Scheme to strengthen the management of urban municipalities, public works and other engineering facilities.

Article 2

Article 3 builds urban, public and other engineering facilities in the urban planning area of this city, in line with urban planning and relevant national norms and requirements under this provision.

Article IV builds construction works with more than 30,000 square meters, which should be based on the conditions of external municipalities. There is also a need for engineering to be designed in the area where the ground is vowed.

Article 5 Cross-border approaches and net airways in urban roads should be in line with the requirements of annex 1 to the present provision (the Urban Roads and Railway Crossing), annex 2 (Renewable Airways for Urban Roads and Railways).

The safety distance between the railway line, the railway telecommunications trajectory and urban buildings (consistency, bottom-up) should be in line with the requirements of annex 3 to the present provision (As between the building and railway safety).

Article 7. A net range of the minimum level between the arsenal line and its urban buildings shall be met in accordance with the requirements of Annex 4 to the present Article, paragraph 4, “Regulation of the minimum level between the trametery line and its buildings”, Annex 5 (the minimum vertical break between the trajectory line and its intersection with the buildings).

Article 8 provides for the construction of urban roads in urban planning areas, in accordance with national standards on urban roads, and should strictly control the placement of roads and vehicles.

Article 9 builds urban, public and other engineering facilities using the shoreline of the urban River waters, and should be guided by the deep water, water-bundance required by urban planning, ensuring flood protection and increasing urban-rural space principles.

Article 10 provides for new construction, alteration of the city's freight area, and the municipal urban planning authorities shall determine their territorial waters, land area, in accordance with the needs of ports, water administration authorities, in accordance with the overall urban planning, urban flood planning and port administration planning, as well as at least shores, ship shipments, cargo sites (strips), pipelines, loading, storage, evacuation ports. The parking lot (coup) established for the building shall be in accordance with the following requirements:

Article 14. The number of parking parking parks for buildings should be determined in accordance with annex 6 to the present provision (the indicators for the construction of parking parks for various buildings).

For the construction of parking lots (coup) in the buildings, motor vehicles are calculated using small cars, and non-moil vehicles are calculated using their own vehicles, and the conversion factor for all types of vehicles should be in line with the requirements of Annex 7 of the present provision (A vehicle conversion factor).

Article 15. Road traffic signs, road lights, electrical feeds cannot be used for motor vehicles and non-modile vehicles. The greenization of the roads must not affect the safety of road vehicles.

Article 16, vehicle stations, terminals, airports and a large number of places of mass circulation, tourist landscapes should be installed at passenger freight rental sites. The newly constructed cityowners and the second dry tunnels should establish a seaport parking station.

Article 17, without review by the Water Administration authorities of consent and approval by the Urban Planning Administration, the existing fire and water protection walls may not be new gates.

The various urban gates should be established along the urban planning paths. In the context of the new urban road, the various routes should be built in parallel with the roads. There should be a planned shift in the trajectory line affecting urban landscapes in the existing urban areas.

The heat line for heating facilities should be pushed into the land through urban roads.

Article 19 covers the urban gate line, which should be guided by the principle of a pressure line that allows for a no-pression line, a routing line and a temporary line for permanent management. The level of the line and the net vertical separation should be in line with the requirements of Annex 8 of the present provision (a net separation between the full-scale engineering line and its minimum level of buildings), annex 9 (the minimum vertical break of the line below) shall not prevent the adoption of the neighbouring line and endanger public safety.

Article 20 provides for the establishment of a temporary gateway due to urban construction or production and the need for life. The use of the temporary line should not exceed two years, and should be dismantled by itself; the use of extensions must be resubmitted by the urban planning administrative authorities within three months prior to the expiration of the period, and the procedures involved.

Article 21 prohibits the garnering of buildings on the urban gates, drainage, cover coverage of the nodule; the prohibition of the garage of buildings in the beach and waters in the river basin area; the exhumation of sand, the intrusion operation and the obstruction of security in the legal, regulatory and regulatory areas.

Article 25 Field positioning lines and test lines for urban municipalities, public utilities and other engineering facilities are determined by the urban planning administrative authorities in accordance with urban road coordinates, control of high-range and linear maps.

Article 26 In three months after the completion of the municipal, public and other engineering facilities project, construction units or individuals should have completed manuals and relevant information on the application of the Urban Planning Administration for the planning of inspection. Article 27 provides for interpretation by the urban planning administrative authorities.

Article 28 provides for the operation of 18 June 2003.
