In order to enhance the overall quality of the primary and secondary school teachers, adaptation to the need for basic education reform and the full advancement of quality education is required, and in accordance with laws such as the Education Act of the People's Republic of China, the People's Republic of China Teachers Act, the establishment of this provision is based on the practice of the self-government area.
Article 2
This provision refers to primary and secondary school teachers, special educational institutions, general primary and secondary schools, adult secondary education institutions, vocational secondary schools and other educational institutions.
Article 3. Primary and secondary teachers continue to educate for the purpose of raising the political and operational quality of teachers.
Article IV The continuing education of primary and secondary school teachers should uphold the principles of integrated planning, classification guidance, teaching, integration, quality and effectiveness.

(i) Develop policies, management approaches and planning for primary and secondary teachers in self-government zones;
(ii) Develop curriculum plans for continuing education for primary and secondary teachers and organize translation, validation and selection of educational materials;
(iii) Accreditation of primary and secondary teachers to continue education training institutions;
(iv) Organizing training for teachers in primary and secondary schools and training institutions to establish and improve training networks for primary and secondary teachers;
(v) Guidance, inspection and evaluation of continuing education for primary and secondary teachers throughout the region.
Article 7. The executive branch of the allies' executive branch, the municipality of the communes, the Government of the Royal District and the Education Administration of the Government of the People's Education in the Self-Autonomous Region, is responsible for continuing education of primary and secondary teachers in the present administration.
Article 8. Continuation of education for primary and secondary teachers is divided into the following types:
(i) Training of new teachers;
(ii) Training of teachers;
(iii) Training of core teachers;
(iv) Continuation of education;
(v) Other types of training.
Article 9. Primary and secondary teachers continue to be educated, each of which is a training cycle. During each training cycle, the training time for new teachers is not less than 120 years, and teacher training hours are not less than 240.
Primary and secondary school teachers who participated in continuing education can be free from participating in training on the same other components during the same period.
Article 10 Teacher training institutions at all levels and the General teacher colleges are the primary training base for primary and secondary teachers. Integrated higher schools, non-masterical higher schools and other educational institutions should be actively involved in continuing education for primary and secondary teachers.
Article 11. Teacher training institutions at all levels should work in conjunction with institutions such as schools, education studies and ITU education.
Article 12 Small schools should have plans to organize teachers' participation in continuing education and to organize a number of forms of teacher induction training.
The heads of secondary schools are the first responsible for continuing education for teachers.
Article 13 provides for the integrated management of primary and secondary teachers in the current administrative area and the development of policies and management approaches consistent with this provision.
Article 14. Primary and secondary school teachers continue to fund the provision for education, with government, schools and teachers having shared cost-sharing mechanisms.
Primary and secondary school teachers continue to provide for specialization in educational careers, with the same level of financial allocation, which is managed by the Government's education administration at the flag level and cannot be stopped or diverted.
The executive branch of education at all levels should, in accordance with the terms of funding, arrange for the continuation of primary and secondary education teachers in the total salary of primary and secondary school teachers each year from the annual education cause and not less than 15 per cent from urban education fees.
The Government's education administration at all levels should arrange specific funding for the training of stereotyped teachers.
Article 15 participates in primary and secondary school teachers who continue to be educated, enjoys the wages and benefits provided by the State during the course of the study, pays or reimburses in accordance with the relevant provisions of the school location.
Article 16 provides for the continuing education of teachers in secondary schools organized by the enterprise cause unit, social groups and other social forces, which are jointly assumed by schools and teachers.
Article 17 Training institutions that do not meet the standards set by national and self-government zones may not be tasked with teacher training tasks, and training tasks for primary and secondary teachers on the ground can be assumed by different training institutions.
The Government's education administration at all levels should strengthen the building of teachers in primary and secondary teacher training institutions, in accordance with the principle of professional integration.
The Government's education administration at all levels should give priority to continuing education for primary and secondary school teachers in ethnic minorities and remote areas, the establishment of special funds for training teachers in ethnic minorities and remote poor areas, and the provision of financial support for the translation and publication of language materials for ethnic minorities.
Article 20, the education administration of the people at all levels should be able to continue to educate primary and secondary school teachers on scientific research and to build regional primary and secondary teachers to continue their education networks.
Article 21 Governments at all levels should strengthen the supervisory assessment of continuing education for primary and secondary teachers.
In article 22, elementary and secondary teachers continue to educate the certificate system.
Senior secondary school teachers continue to be awarded by the Education Administration of the People's Government of the Autonomous Region, and the certificate of continuing education for primary and primary school teachers is reviewed by the Executive Office of the League of Arab States, the Government of the Municipalities of the Region and is issued by the training agency.
The performance of the examination of primary and secondary school teachers continues to be an essential condition for the selection and promotion of teachers, and the performance of the examination presented by the non-qualified training body is null and void.
Article 23 does not carry out training institutions for primary and secondary teachers to continue their education under this provision, which are vested in the education administration in order to change or stop their continuing education activities for primary and secondary teachers.
Sub-primary schools that do not carry out teachers' continuing education under this provision are criticized by the Education Administration for its main heads and other direct responsibilities.
There is no justification for attending primary and secondary school teachers who continue to be educated, who are obliged by the schools to change, refuse to change and eliminate their eligibility to participate in the post of teachers or to promote them.
