In order to guarantee the growth of compulsory education inputs and to promote the development of compulsory education, the provisions of the relevant laws, regulations and regulations, such as the People's Republic of China's Education Act, are formulated in the context of the current city.
Article 2 provides for the financing, use and management of compulsory education in all jurisdictions of this city.
Article 3 refers to the provision of general secondary, primary and special education schools (hereinafter referred to as compulsory schools) for the State to be funded by law.
Article IV. Governments at all levels should establish a system for raising compulsory education in a variety of channels with financial allocations, in accordance with the principle of hierarchy-based management, division of labour, and guarantee stable sources of compulsory education and progressive growth.
Article 5
Government education authorities at all levels are specifically responsible for the implementation of the organization under this jurisdiction; other departments should work within their respective responsibilities.
Sources of compulsory education inputs include:
(i) The financial allocation of all levels of the people's Government, including, inter alia, the funding allocated to the annual budget of the people at all levels, the central, provincial and municipal transfers of funds for education, the provision of education and the provision of local education supplemental fees for compulsory education;
(ii) Carry fees paid by students;
(iii) Endowment of social forces and individuals;
(iv) Other funds permitted by law, legislation and regulations.
Article 7. Use of compulsory inputs:
(i) Staff requirements;
(ii) Public applications;
(iii) Construction and maintenance costs;
(iv) Grants for assistants and students in difficulty;
(v) Acquisition of equipment;
(vi) Other expenditures permitted by law, regulations.
Article 8.
The proportion of the increase in the funding allocated to compulsory education at all levels should be higher than the increase in fiscal recurrent incomes, and the progressive growth in the education cost of the number of students in school, ensuring that teachers' wages and the per capita public use of students increased.
Public applications are governed by the standards established by provincial governments.
Article 9. The local tax authorities are charged in full accordance with the law and are managed in an integrated manner by the educational authorities, mainly for compulsory education.
Article 10 Governments of municipalities and districts, districts and districts (markets) should establish and gradually increase the dedicated funding for education, focusing on the promotion of compulsory education in poor areas, ethnic minorities, special education schools.
Article 11. Governments of municipalities and districts, districts and counties (markets) should arrange a proportion of and a certain amount of funding for the construction and renovation of school premises.
Article 12. Governments of municipalities and districts, districts and counties (markets) should properly raise the proportion of the provision for the maintenance of compulsory school premises, in accordance with the annual increase in tax maintenance in urban areas.
The Government of the people at all levels should strengthen the regulation of the salaries of teachers in compulsory schools by establishing a “female pay pool” in accordance with the provisions to ensure that the salaries of teachers are not lower than the average salary levels of local civil servants and are paid in full and on time. The salaries of teachers in difficult areas, districts (markets) are not lower than the prescribed standard salary.
The salaries of teachers in rural education schools are managed in an integrated manner by the people of the district, the city.
Article 14. Governments of municipalities and districts, districts and counties (markets) shall guarantee payment in full, in accordance with the relevant provisions, of the insurance premiums, medical insurance expenses and unemployment insurance premiums for school teachers.
Article 15. Education authorities in the city and district, district (community) are included in the Government's financial budget, in accordance with the annual budget for compulsory education, teachers, the need for compulsory education development and the relevant policies.
Article 16 provides for compulsory education and shall be earmarked, and no organization or individual shall be intrusive, chewing and misappropriation.
Article 17
The Government's audit department should strengthen monitoring of the use and management of compulsory education.
Article 19, in violation of article 15 of the present article, does not provide for compulsory education in accordance with the budget, shall be allocated by the same-level people's Government for a period of time; in the case of serious circumstances, to the competent and other direct responsibilities directly responsible, and shall be treated in accordance with the law.
Article 20, in violation of article 16 of the present article, intrusive, chewing, diversion of compulsory education inputs, is transferred by a superior administrative body to default, chewing, misappropriation of compulsory education, and to administrative disposition by law by the competent person responsible for direct responsibility and other direct responsibilities, which constitutes a crime, and to hold criminal responsibility in accordance with the law.
