Article 1 provides for the establishment of a housing social security system in the city, the improvement of the housing supply system, the resolution of housing issues for the lowest-income families, the regulation of affordable housing management in cities, and the development of this approach in the light of the State Department's announcements on the further deepening of the reform of the urban housing system.
Article 2 refers to the Government's provision of general housing that is of a social security nature to families that meet the minimum standard of living for the urban population.
Integral housing is provided with rental subsidies, rent relief and physical distribution.
(i) Rental subsidies refer to the payment by the Government of rental subsidies to the beneficiaries of the affordable housing subject to the prescribed standards, which are granted their own rents.
(ii) Rental relief means public housing within 60 square meters of affordable housing and the implementation of affordable housing rental standards.
(iii) In-kind leases, which refer to the Government's provision of affordable and affordable general housing to the subject of affordable housing.
Article 3. This approach applies to affordable housing management in the city area.
Article IV Banguan City Housing Authority is the administrative authority for affordable housing in the city and is responsible for the management of affordable housing in the city.
Article 5
(i) Funding earmarked for financial allocations;
(ii) Removal income for part of the premises;
(iii) The value-added portion of the public deposit;
(iv) receive social donations and funds mobilized through other channels.
Funds raised under the preceding paragraph are earmarked for the construction and rental subsidy of affordable housing.
Sources of affordable housing:
(i) Removal of former premises in line with the standards of affordable housing;
(ii) A housing facility that is already rented by the lowest-income households to meet the standards of affordable housing;
(iii) The Government of the city invests in the construction or purchase of affordable housing;
(iv) Social housing that is in line with the standards of affordable housing.
Article 7. Construction of affordable housing implements preferential policies for affordable housing.
Article 8. The area of affordable housing is under strict control over 65 square meters, and construction standards are not higher than affordable housing. Every household with a minimum income can only rent a set of affordable housing equivalent to the resident population.
Article 9 Family authorized by the Civil Affairs Department to enjoy minimum living guarantees may apply for affordable housing in accordance with the following conditions.
(i) The applicant shall have a permanent household at the home of the city, where the household housing is located below 12 square meters or the families, maiming, unaccompanied and deprived of the labour capacity.
(ii) The applicant shall have a resident of five years at the residence of the city's urban dwellers and more than five years after the actual residence in the city, with the relocation of other members of the household to the city for more than two years, and the public housing construction area currently rented by the family is below 60 square meters.
(iii) In households that apply for rental subsidies, the applicant shall have a resident of five years for the city's urban occupants and exceed five years for their actual residence in the city, and other members of the household have moved to the city for more than two years without the benefit-sharing policy and have no housing to date.
Article 10 The applicant's application for the inadequacy of housing shall be registered at the house of the present place of residence or at the location of the household and shall submit the following information:
(i) An application form for affordable housing;
(ii) The minimum livelihood security certificate for the inhabitants of the city of Sichuan;
(iii) Individual identity cards, family members;
(iv) The housing situation shown by the husband's unit or the street office or the municipal housing system reform office.
Article 11. The Municipal Housing Authority shall complete the review within 30 days of receipt of the information submitted by the applicant and, where appropriate, make a declaration of no objection within ten days.
The registered applicants are determined by the Municipal Housing Authority, in accordance with the degree of housing hardship and the order of registration, and in accordance with the scale of the subsidized funds and the conditions of the profitable rental.
Article 12 Employees who are granted in kind shall enter into lease contracts with the Municipal Housing Authority for the Integrity rental of Housing in the city of Sichuan and for the processing of lease procedures. The granting of relief was re-established by the Municipal Housing Authority for the recovery of its original rented public housing rental certificates and the re-exploitation of the Integrable Housing Leas lease contract in the city of Sichuan and the processing of lease procedures.
The same criteria for rental housing standards and for rental housing rental payments are the same. The rental standards are established annually by the municipal price administration authorities and are reported to be implemented after the approval of the Government of the city.
Article 13 households that receive rental subsidies shall enter into housing rental contracts with the rental of the home and receive rental subsidies upon presentation of the municipal housing administration.
The rental subsidy rate is established annually by the Municipal Housing Authority with the price, the financial administration authorities, and is reported to be implemented after the approval of the Government of the city.
Article XIV establishes a dynamic management system for affordable housing. The Municipal Housing Authority should approve an annual per capita income for households with affordable housing, in conjunction with the civil administration in the city of Galichuan. Family income for affordable housing exceeds the minimum income for the current city's inhabitants, the suspension of rental subsidies, the recovery of rented homes or the improvement of rental standards for granted housing.
Article 15. Tens of integral housing deaths or evictions require the continuation of leases by family members of the same household, which should be re-produced, subject to review the conditions of integrity rental housing and the continuation of the lease procedure.
Article 16 shall not alter the structure, facilities and use of rented homes.
Article 17 shall not transfer or sequestration of rented housing. In violation of this provision, the municipal housing authority is responsible for the return of its premises.
Article 18 In violation of this provision, rents were recovered by the Municipal Housing Authority, with a fine of more than 300,000 dollars.
Article 19 In the absence of a real declaration of family income, the difference between the rental of goods and the rent of the integrable rent was charged by the Municipal Housing Authority with a fine of up to $500,000.
Article 20, Staff of the Municipal Housing Authority, who play a role in the management of integral housing, abuse of authority, provocative fraud, are subject to administrative disposition by law; and constitute a crime and hold their criminal responsibility under the law.
Article 21, this approach has been implemented effective 15 October 2003.
