In order to strengthen the management, protection and utilization of the city's urban construction archives (hereinafter referred to as the city's construction files) and to fully play the role of the city's construction archives in urban planning, design, construction and management, to promote social and economic development in my city, and to establish this provision in line with relevant national laws, regulations and regulations.
Article 2. This provision applies to the collection, delivery, receipt, collation, maintenance, utilization and management of the archives established in the city's administration area.
The present provision refers to the historical record and relevant information on the various forms of physical features such as the planning, design, construction and management of cities and townships, which are directly developed in various languages, maps, maps, voices, etc.
Article III. Municipal and district, and district governments should integrate the development of the city's Archives and the construction of the city's Archives into national economic and social development planning, gradually scaling up inputs into the construction of archives in the city, and ensure that the construction of archives, staffing and funding are adapted to the development of the Archives in the city.
Article IV. The Urban Planning and Land Resources Authority is responsible for the management of the entire city's Archives under the supervision and guidance of the City Archives Authority and is responsible for the day-to-day management of the city's Archives, collection, collation, custody and development of the urban Archives.
Sectors established by the Regional, Dealal and Seizure Economic Technology Development Zone, the Zencourt Bank, the Zenin New Technologies Industrial Parks Committee are responsible for the management of the Archives in the city.
Article 5 Urban Archives should receive the scope of the city's construction archives:
(i) Architectures for various cities:
Industrial, civilian construction works;
Urban infrastructure works;
Public infrastructure works;
Transport infrastructure works;
The construction of gardens and the construction of winds;
Construction of facilities, such as urban hosting, sanitation and environmental protection;
Urban fire prevention and counter-attacking works;
In the case of defence, military engineering files, the gateway to the location of hidden works, in addition to the military ban and military management areas.
(ii) The operational management and operational technical files developed by the various professional management agencies of the construction system (urban planning, land, survey, design, construction, construction, treasury, gardening, ventilation, urban sanitation, environmental protection, municipalities, public use, housing, human protection, etc.).
(iii) Documentation relating to urban planning, construction and management approaches, policies, regulations and plans, scientific research results and basic information on the historical, natural and economic aspects of cities.
(iv) Other parking files with conservation values.
The specific scope of receipt of the urban Archives is determined by the Urban Planning and Land Resources Bureau with the City Archives.
Article 6
(i) The integrity, accuracy, system of archival material, consistent with the standards of quality of the country and the city;
(ii) The construction of the works map, in line with the engineering entity, and the completion of the works map, which was completed;
(iii) The preparation of the completion of the various pipelines should be based on the results of the completion survey;
(iv) The national and present city-focused works, large-scale public construction, infrastructure construction projects should also be sent to the relevant electronic archives and audio-visual files in conjunction with the presentation of paper quality files.
Article 7. Surveys, design, construction and treasury units, starting with the construction line, should prepare construction of engineering archives, synchronize the collection, preparation and construction of engineering archival materials and transfer to construction units as required.
Article 8. Construction works are governed by an archival pre-registration system. In the event of a licence for construction work planning, construction units must proceed with the pre-registration of archives, complete the construction of the engineering archives registration form, and sign the construction of the post of responsibility. No nuclear construction engineering planning permit is granted without pre-registration procedures.
Article 9. The construction units shall, within 30 days of the construction of engineering planning, be brought to the City Archives Management Service for pre-selection construction of engineering files. The Urban Archives Management Service shall, after pre-qualification receipts of the Engineering Archives within two working days, obtain engineering clearance certificates from the construction units for pre-engineering certificates to the municipal or district planning administrative authorities for the construction of engineering planning.
The construction units should be sent to the Urban Archives in a timely manner, following the completion of the construction work.

Article 16 provides that citizens, legal persons and other organizations take advantage of the city-building archives open to the Urban Archives, which should have legal documents and pay expenses in accordance with the relevant provisions.
The Urban Archives should be provided without compensation, using the present unit or its own creation, delivery, donation, and storage of the city.

Article 19 undermines the destruction, loss, alteration, falsification, unauthorized selling or transfer of the city's construction archives, which are governed by the law by the municipal or district, and district archives.
Article 20 provides that construction units are not transferred to the Urban Archives for the construction of the engineering archives by prescribed time and scope, and are subject to a fine of up to 10 million dollars under the law by the Municipal Planning and Homeland Resources Authority, which imposes a fine of up to 5 per cent of the unit's direct responsible strength.
Article 21, Construction of archival management staff in the city, abuse of authority,ys of negligence, disclosing of the state secrets in the construction of archives in the city, is governed by the relevant laws, regulations and regulations, and criminal liability is brought to justice by law.
