Chapter I General
In order to further strengthen monitoring of the production of security, to establish and maintain a safe production accountability system, to establish and improve mechanisms for the safe production control of the archaeological and administrative responsibility, to fundamentally prevent the occurrence of heavy security production accidents, and to develop this approach in line with the People's Republic of China Security Production Act and the relevant laws, regulations and regulations, in conjunction with the realities of my city.
The second approach applies to the management of safety-production administrative oversight between the Government of the people at all levels of the city, including the Regional Commission for the Development of the Industrial Development of the Acquistomary High-Level New Technologies, the Safety Production Committee, the Safety and Productive Monitoring Administration, and the management of the executive branch's safety and production supervision of units and individuals engaged in productive activities. The laws, regulations also provide for fire safety, road traffic safety, water safety, railway and civil aviation safety.
Article III governs the management of safe production by upholding the “safety first, prevention” approach and by applying the principle of integration of territorial management and sub-sector management.
The management of safety production is governed by the executive head, with the overall responsibility of the people at all levels for the management of safe production in the present administration; the primary responsibility for the production of business units is vested in the overall responsibility for security production activities within this unit.
The management of safe production controls is clearly responsible for strengthening oversight, strict examination, accountability and accountability as a measure of administrative oversight management, industrial management, social oversight, and the safe production operation system for the compliance of the production units.
Article IV imposes a vetting system with regard to the management of safe production oversight in the administration.
Chapter II Oversight management
Article 5 Governments at all levels and relevant sectors are required to establish a committee on safe production to guide the coordination and resolution of major issues in the region and in the area of safe production. The productive units should designate specialized agencies specifically responsible for the safe production of this unit and be equipped with the safety and production manager in accordance with the law.
Article 6. The Government of the people at all levels and its relevant departments are to follow up on national laws, regulations and regulations relating to safe production and to incorporate the management of safe production in important calendars.
The productive units should establish an internal security production management system, in accordance with legal, regulatory and regulatory provisions, and implement measures related to safe production.
Article 7. Governments at all levels, safe production monitoring authorities are required to establish a system for the management of safe production oversight; security production responsibilities are to be signed at the level of level, and the executive branch with the safety and productive management responsibilities at the location, and security production responsibilities should also be established within the productive units.
Article 8. Governments at all levels are required to develop emergency relief scenarios for serious security accidents, in conjunction with the security production conditions in the current administration area, and to submit cases to the Government of the people at the highest level, where serious security accidents occur, to organize relief and rehabilitation efforts, to minimize damage and losses.
Article 9. The Government of the people of the flag district will convene a conference on the prevention of serious security accidents every quarter to study the deployment of safe production in the region. The relevant departments and the lower-level people's governments are to seriously implement specific measures in the sector, in accordance with the decisions of the Conference.
Article 10. The Government of the people of the flag District is to establish and maintain a system of inspections for the safe production of large-scale inspections, the security production notification system, lead the regular inspection system, focus on hidden and dangerous source control systems, and the safety education training monitoring system.
Article 11. The Government of the People's Republic of the flag District, the relevant authorities, including major holidays, shall conduct periodic inspections of safe production within the Territory, establish a inspection team with the participation of relevant experts, engineering technicians, with conditions for the participation of registered security engineers, and the inspection process and results are documented. The security situation identified in the inspection is subject to the timely issuance of a letter of time.
Article 12 Integrated Monitoring Management of Safety Production is expected to conduct an analysis of security production in the Territory every month and to provide analyses and advice and proposals for timely reporting to the Committee on the Safety of the People's Government.
Article 13 Production operators should register major hazardous sources of this unit, conduct regular testing, assessment and monitoring, and take appropriate security measures in a timely manner. Safety conditions and security evaluation should be carried out in accordance with the relevant provisions of the State.
As previously provided, the administrative authorities responsible for the management of safe production should be provided to the location.

Article 16 Main heads of productive units, safe production managers and special operating personnel must be given evidence in accordance with the relevant national provisions for safe training and security-related production knowledge and management capacities associated with the production operation undertaken by this unit.

Article 20 requires trade unions at all levels to perform their safety and production duties in accordance with the law and to organize the participation of workers in democratic management and democratic oversight in the production of this unit.
Article 21 promotes industrial safety self-regulation, security evaluation organizations and development, and encourages them to participate actively in the identification and evaluation of dangerous sources and to provide services for safe production and oversight management.
Chapter III
In accordance with the goal of annual security production responsibilities issued at the beginning of the year, the commune Government conducts an annual review of the population and the relevant sectors of the flag district; the Government of the people of the flag area oversees the Government of the lower-level population (communes, Suwood, street offices) and the relevant sectors.
Article 23 provides the following modalities for the safe production of the nuclear engineering work:
(i) Hearing reports on the performance of security production duties by the object of the examination and on the conduct of safe production;
(ii) Access to information on the original records, legal instruments, text materials, etc. of the performance of the safety-productivity duties and the conduct of safe production by the objecting party;
(iii) A sample of field safety production;
(iv) To invite relevant departments or experts to assess if necessary.
Article 24 Government of the communes' government's assessment of the safety and production of the lower-level people and the relevant sectors, including the leadership's annual performance appraisal objective, which is one of the basis for the leadership's performance.
Article 25 brings administrative responsibility to the responsible person in accordance with the provisions of the relevant laws, regulations and procedures for areas, sectors and units that do not fulfil the responsibility for the monitoring of safe production.
The occurrence of heavy security accidents is based on the provisions of the Department of State Order No. 302 and Order No. 114 of the People's Government of the Interim Mongolian Self-Government Zone (the administrative disposition includes notification of criticism, warning, excessive, depressed, downgrading, removal).
A general security production accident should be held accountable for administrative responsibility, with the Integrated Monitoring of Urban Safety Production, which is presented by the IMS to handle the inspection department.
The occurrence of a safe production accident constitutes an offence punishable by law.
The productive units and their associated personnel are subject to administrative penalties in accordance with the Code, administrative regulations, sectoral regulations, national standards, industry standards and protocols relating to safe production in the production operation.
Chapter IV
The Governments and the relevant sectors of the 26 flag districts should, within three months of the date of entry into force of this approach, establish rules for the implementation of the rules on the basis of this approach, report on the comprehensive management of the safe production of the people at the top level.
Article 27 is implemented effective 1 December 2003.
