Article 1 establishes this approach in conjunction with the relevant laws, regulations and regulations, in order to put an end to the violation of the law of the superman and the super-limited vehicles, to protect the safety of the person and property and to guarantee the safety of the roads.
Article 2 units and individuals engaged in road passenger and cargo transport activities in the administrative region of the province (hereinafter referred to as transport operators) should be respected.
Article III of this approach refers to vehicles where the actual number of passengers exceeds the authorized level of delivery.
The above-limited transport vehicles referred to in this approach are vehicles on the road and have one of the following conditions:
(i) The overall high altitude of the vehicle cargo ranges from more than 4 m2 to the ground (a total high container vehicle fleet from over 4.2 m);
(ii) Over 18 metres of the total length of the vehicle;
(iii) Over 2.5 mmetres of the overall breadth of the vehicle;
(iv) The total quality of single vehicles, semi-sixed vehicles, over 40000 kilograms of the entire walled vehicle, and the overall quality of container and semi-sealed vehicles over 46000 kg;
(v) The quality of the vehicle axes is more than 6000 kilograms of the single axes (a single creed creat per dose), 10000 kg of the single axes (one of the two doses) and 10000 kg of each of the two axes (a single creat, two tyves each side), 14000 kg of the average of 18000 kg of the two axes (one of each creat) and 1 kg of each of the three kg of the veters (2000).
The State provides for the size of the vehicle, the overall quality of the vehicle and the standard of the quality of the axes.
Article IV. The public security and transport sectors should be responsible for the management of ultra vires and ultra-port vehicles, based on the division of duties.
The sectors, such as UNCTAD, finance, prices and business administration, should be managed in accordance with their respective responsibilities with respect to the transport of vehicles to the road.
Article 5 Visitors should sell tickets and vouchers in accordance with the passenger vehicle's delivery schedule.
Visitors may not be allowed to travel outside passenger stations (points) and not to be overloaded. Visits are prohibited on the Highway and its service areas.
Article 6. The public security and transport sector should enhance the inspection of the excess transport vehicles and carry out passenger separations for more than 20 per cent of the vehicle that exceeds the delivery. The cost of passenger penetration is borne by responsible passenger stations or transport operators.
Article 7. The transport sector should establish detection equipment and loading sites at highway rates, major national routes, and provincial meals and traffic inspection stations to carry out ultra-port vehicle inspections. In addition to items such as the non-disintegration of transport, it is essential that the cost be borne by the transport operator.
A vehicle containing items such as the non-disintegration must be transported over time, and its carriers should make written requests to the transport sector in accordance with national provisions and be allowed to move forward with the approval and adoption of protective measures such as the solid bridge.
Article 8 imposes a metric-fledged premium system for a metric-kilocated and unloaded and axes not exceeding the criteria, but also over-portable transport vehicles. Specific charges are developed by the provincial price sector with the provincial finance and transport sector.
Article 9 has the following secondary roads and bridges that limit the requirements of the payload, the overall quality of the vehicle or the axes of the goods transport vehicles that exceed their prescribed standards.
No units or individuals shall be in conflict with the law and be converted to transport vehicles.
The authorities shall not issue vehicle numbers, route, road transport documents or, through regular tests, for the purposes of the law, the market and enterprise for the conversion of transport vehicles.
Article 11. Drivers engaged in the transport of commercial passengers must have more than two years of safe driving experience and be eligible for business road transport.
More than 400 kilometres alone, more than 600 kilometres of passenger transport vehicles for a highway, must be equipped with more than two drivers.
Article 12. The transport sector should establish road signs, mark lines, in accordance with national standards, to strengthen road conservation management and to secure vehicle safety.
In carrying out road conservation, maintenance operations, transport safety controls should be put in place, by providing for early warning signs and instructions to circumvent routes.
Article 13. The public security sector shall be subject to traffic safety violations, such as the supervision of ultra vires and the absence of evidence of driving, the imposition of restrictions, the prolonged occupation of ultra vires and secret parking.
Article 14. Transport of vehicles is transported by the transport sector or by the public security sector, in accordance with their respective responsibilities, to the transport operator, which causes road damage and is liable under the law of the transport operator. More than 20 per cent of passenger transport vehicles are criticized by the transport sector and processed in accordance with the following provisions:
(i) Between 20 and 50 per cent of the excesses and the end of the operation for one month;
(ii) Between 50 per cent and 80 per cent, and to stop the operation of three months;
(iii) Between 80 and 100 per cent of the excesses and the end of the operation for six months;
(iv) More than 100 per cent of the above-mentioned personnel, and one year of operation.
Transport operators do not have passenger transport conditions, and the transport sector shall remove their operational qualifications by law.
Article 15. The security liability accident of a superman and a supra-modal transport vehicle is punishable by law by the public security sector for the driver and is processed by the transport sector in accordance with the following provisions:
(i) Death of more than three persons, reducing one qualitative level of management for one year;
(ii) The death of more than 10 people, which reduces one qualitative hierarchy of two years;
(iii) The death of more than 10 people and the reduction of two qualitative levels of management for two years.
Drivers who died as a result of a security liability accident were removed by the transport sector from their operational road transport.
Article 16 operators have one of the following conditions within one year of operation, which is nuclearly reduced by the transport sector's length of operation of their transport routes and discontinued their applications for new transport routes and transport vehicles within one year:
(i) The accident of more than one specific security responsibility;
(ii) The occurrence of more than two major safety liability accidents;
(iii) Incidence of an unusually high number of transport vehicles affiliated.
In violation of the provisions of this approach, passenger freight stations have resulted in overloading of passenger transport vehicles, which, in addition to the cost of sub-movals, are advised by the transportation sector on the basis of the circumstances or decreases in the level of stations.
Article 18 rejects, prevents law enforcement officials from inspecting the handling of ultra vires and transport vehicles and punishes the public security sector in accordance with the provisions of the Law on the Safety and Security of the People's Republic of China; constitutes an offence punishable by law.
Article 19 Public security, transport sector and other relevant departments have one of the following cases and administratively disposed of persons responsible for direct responsibility, in accordance with the law; constituted criminality by law:
(i) The discovery of the occurrence of a serious security liability accident caused by the failure of a superman, a supramodal transport vehicle to deal with the incident, as prescribed by this approach;
(ii) Issuance of vehicle number, pass, road transport certificate or regular inspection for the violation of scripts, conversion vehicles;
(iii) The failure to perform other statutory responsibilities under the law has serious consequences.
