Article 1 guarantees public-private property and civil safety, preserves social stability and develops this approach in line with the relevant legislation.
Article 2
Article 3. This approach refers to the preventive and suppression of violations by scientific and technical means such as the use of technical products, facilities and the maintenance of public safety activities.
The approach refers to technical defence products that are used for technic activities, with specialized products such as intrusion, defence, theft, defence, damage, and fire prevention.
This approach refers to a security-prevention system for the integrated use of technic products and other related products for the purpose of maintaining public safety in society, including the provision of police, television surveillance, communications, access control, fire control, safety inspections and equipment.
Article IV. Article 5 Public security authorities are the competent authority for public safety technology protection. Relevant sectors such as quality technical supervision, construction, business administration should be managed within their respective responsibilities for public safety technology.
Article 6 encourages and supports the promotion of the use of advanced technology defence products, technic facilities to raise awareness of public safety for all.
Article 7. Technician products, facilities use units should establish systems for the protection of public safety technologies, implement preventive measures, combine technical preventive and human-protection, and enhance safety prevention capacities.
Article 8: The following places, units in which they are located shall be equipped to meet the technical defence products or technical facilities:
(i) Significant political venues, organs, as determined by public security authorities;
(ii) Location of rooms, premises (cobanks) covering national secret documents, information, high-technical results;
(iii) The location of hazardous items such as flammable, prone, poisonous, radioactive substances, national drug control, bacteria;
(iv) Arms, ammunition banks (contrajections);
(v) The location of radio TV, communications hub, water supply, electricity, heating, scientific research, military work, etc.;
(vi) Where financial institutions belong to the treasury, the place of operation, the shipment of the bank, the sale of gold, silver and jewell, etc.;
(vii) museums and places of stereotype, collection of important materials;
(viii) Public places where long-range vehicles, fire blocks, trade markets and stores require preventive measures for public safety technologies;
(ix) The three-sizen gallery (hosting);
(x) Other places and places of public safety preventive measures required by States and provinces.
The State's technical defence requirements for special places are set out otherwise.
Article 9 concentrates on cash, tickets, securities, precious items, storage of high-function commodities, storage of important goods, places of residence, and all persons or competent units shall, under the guidance of public security agencies, be subject to public safety technology preventive measures.
