Chapter I General
Article 1 establishes this approach in order to guarantee the minimum life of the urban rural hardship population.
Article 2 allows rural villagers who have a permanent rural household in the city's administration, who have a per capita income below the rural minimum standard of living, to apply for rural minimum living guarantees in accordance with this approach.
Article 3. The implementation of the minimum living security regime for rural residents shall be guided by the following principles:
(i) To guarantee the principle of minimum living;
(ii) The Government guarantees a combination of social assistance and encourages the principle of self-sustainability;
(iii) The principle of territorial management;
(iv) The principles of openness, justice and equity.
Article IV provides for the minimum living security of the rural population to be held accountable to all levels of government.
The municipalities, districts (communes), the civil affairs sector is specifically responsible for the management of minimum living guarantees for rural residents in their respective administrations; the municipalities, districts (markets), the areas of finance, statistics, prices, audit, labour security, etc., within their respective responsibilities, are responsible for the work of the rural minimum living security.
The Government of the commune (communes) is responsible for the specific management of minimum living guarantees for rural residents.
Villagers' committees should be elected by villagers' representatives meetings to undertake and manage basic work such as minimum living guarantees, day-to-day management and services for the villagers.
Chapter II Guarantee standards and secure funds
Article 5 Minimum living security standards for rural residents are developed by the municipal civil affairs sector with the same levels of finance, statistics, prices, in accordance with the clothing, food costs necessary for the minimum living of the rural population in my city, with the approval of the municipal people's Government. Chapter III

Article 11. The calculation of per capita income for family members:

Chapter IV Application, approval process
Article 12. Rural residents shall apply for minimum living guarantees and shall submit an application to the Local Villages Committee in January of each year and provide the following proof:
(i) Applications. The basic situation of family members and the basic conditions of life should be identified, leading to poverty.
(ii) Family certificates. This includes a household identification card and a photocopy.
(iii) Other evidence relating to approval matters.
Article 13, the Villagers' Commission has verified the applicant's family economic situation and the actual standard of living within 15 days of the receipt of written requests and, after the adoption of the village low-insurance review panel discussion, the Government of the communes (communes) has been reviewed and made public statements in the village public column.

Chapter V

Article 16

Article 17 Changes in the per capita income of households with rural minimum living standards should be reported to the Village People's Committee on their own initiative.

Chapter VI Oversight management

Chapter VII
Article 21 districts (markets) may set up rules based on this approach.
