Chapter I General
Article I, in order to clarify the responsibility for safe production, to prevent and reduce accidents in production, to guarantee the lives and property security of the people, to promote economic development and social stability in the State, and to develop this provision in the light of the relevant laws, regulations and regulations, such as the People's Republic of China Security Production Act.
Article 2
Article 3. Governments, relevant ministries of government and productive operators at all levels should follow the “Security First, Prevention-Ownership” approach, establish the responsibility for sound safe production and strengthen safe production management.
Article IV Governments, relevant government departments and productive units at all levels should strengthen the leadership of safe production, encourage scientific and technical studies in the area of safe production, promote advanced technology and management experience, and increase the level of safe production.
In researching key policies, measures and measures for the development of safe production at all levels of the people's Government and its relevant sectors, the same trade unions should be involved and heard.
Article 5 states that the Government of the city, district, district (market) has established a Security Production Committee responsible for organizing, coordinating and guiding the management of safe production within the jurisdiction.
Article 6. The principle of integrated oversight management and sectoral oversight management under the leadership of the Government.

Article 7. Article 8. Chapter II
Article 9. Governments of all levels of the population (with the offices of the streets, with the same) are responsible for leading security production in the region. Specific fulfilment of the following responsibilities:
(i) Advocate and follow up on laws, regulations, regulations and national approaches, policies on safe production.

(iv) The establishment of a reporting, processing, monitoring system for major accidents; the organization of division of labour, in accordance with the security conditions in the region, of strict inspection of production units, premises and equipment, facilities that are vulnerable to major production accidents; and the discovery of hidden security accidents should be subject to immediate exclusion;
(v) The establishment of emergency relief systems for major production safety accidents in the region.
(vi) When a major production security accident occurs in the region, the rescue is organized in a timely manner and reports on accidents to the Government and the relevant sectors, are well-established and accident investigation.
(vii) To support and promote compliance by all relevant departments with their safety and productive management responsibilities under the law and to coordinate and address key issues arising in the management of safe production.
Article 10. Safety and productive management at all levels is responsible for the integrated monitoring management of safe production. Specific fulfilment of the following responsibilities:
(i) Implement laws, regulations, regulations and guidelines on security production, integrate safe production in the region, organize or participate in the drafting of local legislation, regulations and policies on safe production. Analysis and forecasting of the security production situation, publication of safe production information and development of safe production planning.

Article 11. Article 12. The main heads of all levels of the people's Government and their relevant sectors are the first responsible for the safe production of responsibilities that are fully leading to safe production in the region. People's governments at all levels and heads of their respective departments in the management of other operations are directly responsible for security production within the scope of the work.
Article 13

Article 14. The Governments of people at all levels and heads of their relevant departments shall perform the following duties:
(i) To follow up on laws, regulations, regulations and other relevant provisions relating to safe production.
(ii) Regularly organize safe production inspections in the relevant sectors, and the supervisory units restructure the major production safety accidents and prevent the occurrence of major security accidents.
(iii) Regularly presided over meetings to hear reports on industrial security production, to undertake a comprehensive study on safe production, to provide timely and comprehensive analysis of advanced experience and to address the problems of safe production.
(iv) To urge the relevant departments to develop major production security accident emergency relief scenarios and to establish a accident response system.
(v) When a major production safety accident occurs within the scope of the mandate, it is timely to go to the site, with specific responsibility for organizing investigations into rescue and accidents.
Article 15. The Government of the people at all levels and its heads of other departments shall perform the following duties in the management of safe production:
(i) The implementation of laws, regulations, regulations and guidelines on safe production.
(ii) To be responsible for the safe production of the managed work, to study in a timely manner the salient issues in the area of safe production in the management process, to develop the rehabilitation, precautionary measures that are hidden by major production accidents, and to monitor the implementation of major production safety accidents and preventive measures.
(iii) Deployment, inspection of the safety aspects involved in the management process.
(iv) In the event of major production safety accidents within the scope of the management process, a timely departure from the site and organization of rescue and accident processing.
Chapter III

(iv) Regular analysis, research, probation, inspection of the security production of the unit, implementation of corrective measures and timely elimination of the accident.
(v) In the event of accidents in the production of security, the Unit reports promptly, if fielded to the management and the relevant Government departments in the area of safe production and immediately organizes rescue.
(vi) Organizing investigations, analyses, dealing with production safety accidents, developing improvement measures and organizing implementation. Security production is reported regularly to the General Assembly or to all employees.
Article 19 State assets authorize operators to have the following management responsibilities for the safe production of the various productive units of the system:
(i) Conduct regular security production inspections and promptly identify significant security features in the various production units of the system and promote their rehabilitation.
(ii) A comprehensive understanding of the safe production of production units in the system, the timely reporting of accidents and participation in the investigation of accidents.
(iii) Encourage the production units of the system to carry out technical innovation and technological upgrading to improve the safety conditions of production in operating places; and promote the implementation of safety facilities and subject engineering in the context of new construction, alteration, construction projects, while at the same time construction, production and use.
(iv) Conduct regular security production promotion education, strengthen the system's awareness of the safety responsibilities of the heads of production units and employees and increase the level of safety operation.
Chapter IV
Article 20 Safety production is subject to the objective management responsibilities and is included in the responsibilities for the management of administrative objectives at all levels.
Article 21 Governments of the urban, district, and district (market) shall enter into a safe production objective management letter with the relevant departments and the lower-level people's governments, and the relevant government departments shall enter into a safe production objective management letter with the productive units of the industry and implement the management responsibility of the safety production objective.
The responsibility for safe production is governed by the following provisions:
(i) The security production of the relevant sectors and territories of the city's people's government, the city's government is responsible for the conduct of a study by the municipality's Government, or by the city's Government, the supervision of safe production in the city;
(ii) Security production in the relevant sectors and townships of the Government of the People's Government, the street offices are carried out by the Governments of the various districts, districts (communes) who are responsible for the conduct of inspections or by the authorities of the district, district (market) and the government of the people entrusts the same-level security production monitoring authority;
(iii) The safe production of the productive units is to be carried out by the relevant government departments that have signed safety-production targets management responsibilities.
Article 23 Departments responsible for the safe production of responsibilities are subject to inspection, evaluation and observation of the completion of the safety-productivity responsibilities of the archaeological units, based on regular oversight inspections.

The responsibilities for safe production of persons at all levels of the people's Government or the Government concerned are not suffice and are criticized by the same-level people's Government or by the top-level people's Government; they are not qualified for two consecutive years and are governed by the law by the relevant authorities.
Chapter V Accountability for safe production
In accordance with the administrative inspection law, the inspectorate carries out monitoring of the responsibility for the management of safety oversight by all levels of the people's Government and the Government and its staff. To those responsible for violations of this provision, administrative action is taken in accordance with the law.
Article 28, the main heads of the relevant sectors of the population and the Government, or other direct responsibilities, provide administrative disposal in accordance with the relevant provisions of major fire accidents in the region, traffic safety accidents, construction safety accidents, civilian explosive items and chemical dangerous accidents, mine safety accidents, and protection of major production safety accidents such as accidents in mines, misconduct, malfeasing or leading responsibilities, in accordance with the relevant provisions, and criminal responsibility.
The major production safety accident standards are determined in accordance with the relevant provisions of the State, to be implemented in accordance with the relevant provisions of the Department of State.
Article 29, after the occurrence of major production security accidents, conceals misstatements, false reports, delays or, in any way, impedes, interferes in accidents investigations, and administrative dispositions of the principal heads of government and the relevant authorities, as well as those responsible.

Article 31 of the Code of Safety Production, which is in violation of laws, regulations, regulations and regulations relating to safe production, shall be subject to administrative sanctions under the law and shall be punished by the security production supervision management or other relevant administrative authorities in accordance with the provisions of the Law on Safety of the People's Republic of China or other relevant laws, regulations and regulations.
Article 32, the safety and productive inspector, who play a role in the management of safe production, abuse of authority, provocative fraud, is governed by the law by the competent authorities and the inspectorate, which constitutes an offence and is criminally liable by law.
