Chapter I General
Article 1 promotes the development of the cause of education in order to encourage donations, regulate donations and grants, protect the legitimate rights and interests of the donation, grant units and beneficiaries, and develop this approach in the light of the provisions of the relevant laws, regulations.
Article 2
Article 3. Governments at all levels should support and encourage contributions.
Article IV shall contribute to the financing of schools on a voluntary and non-reimbursable basis, prohibiting the payment or conversion of assessed contributions. It was not possible to do so as to do so.
Article 5
Article 6. The donation of property by the donor shall be used for educational purposes and shall be subject to tax incentives in accordance with the relevant provisions of the State.
Chapter II Grants and grants
Article 7. The donation of property by the donor may enter into a grant agreement with the grantee on the types, quality, quantity and use of the donation property.
Article 8. The donor's education projects that are donated can be celebrated.
The education engineering project, which is funded by the donation or funded by more than 70 per cent, may propose the name of the project, with the consent of the Government of the people at the district level where the grant unit is present.
Article 9 Granting units shall be subject to entry procedures for the granting of property outside the country in accordance with the relevant provisions of the State.
Chapter III Use and management
Article 10, after the grantee accepts the donation of the donated property, shall give the donor a legitimate and effective vote and will be registered with the grantee and kept in custody.
Granting units should establish systems for the sound financial accounting system and the use of grant property to enhance the management of grant property.
Article 11. The grantee shall use the donation property and shall respect the will of the donor and shall not automatically change the use of the donation property. If there is a need to change the use, the donor consent must be obtained.
Article 12. The use of the donation property by the grantee should be donated as such.
Article 13 empowers the grantee to search the management and use of the donation property and to make observations and recommendations. The grant units should be accessible to the donated.
Article 14. The property granted by the grant unit and its value added are protected by law. No unit or person shall be misappropriated and expropriated.
Chapter IV
Article 15. Endowment of property by natural persons, by virtue of the following provisions:
(i) Endowment of property of more than five thousand dollars, with the award by the Provincial People's Government of the Honours for the Provincial Funding of advanced personal honours, the issuance of honorary awards, awards and honour books, and the inclusion of the Yearbook of North Education in the River;
(ii) The amount of more than five million dollars of the donation of property, which is granted by the commune government of the occupier to the commune level to fund advanced personal honours, awarding honour certificates, awards;
(iii) To do more than one million dollars of the donation of property, with the granting by the commune-level people's Government of the Principality of the Territory's creativity to fund advanced personal honours, the issuance of honour certificates, awards;
(iv) More than five thousand dollars of the donation of property, which is granted by the commune people's Government or the urban streets' offices to fund advanced personal honour claims and award honour certificates.
Article 16 Grants of property by a legal person or by other organizations, in accordance with the following provisions:
(i) More than 100,000 dollars of the donation of property, as stated by the Government of the Provincial People's Government in granting provincial funds for advanced units, the award of honorary certificates, awards and honour books, which are included in the Northern Education Yearbook of the River;
(ii) The donation of more than 1 million dollars of property, which is granted by the municipality of the commune to the commune government to fund advanced units, awarding honour certificates, awards;
(iii) The amount of more than five million dollars of the donation of property, which is granted by the commune-level people's Government to fund advanced units for district-level donations, and the award of honour certificates, awards;
(iv) More than one million dollars of the donation of property, which is granted by the communes' Government or the urban streets' offices to fund advanced units, award honorary certificates, awards.
Article 17
(i) The Government of the Provincial People's Government recognises the contribution of advanced individuals and advanced units to fund advanced academics, which are approved by the Provincial Government after the district-level education administration is reviewed by the provincial education administration;
(ii) The Government of the urban population in the establishment area has recognized the contribution of advanced individuals and advanced units to support higher education, which are approved by the commune government of the registered districts, following a review by the district-level education administration. Resolves to the provincial education administration;
(iii) In recognition of the contribution of advanced individuals and advanced units at the district level, which are approved by the Government of the communes following the review of the district-level education administration. Reservations to the municipal education administration in the established areas;
(iv) The Government of the communes or the urban streets' offices in recognition of incentives for advanced individuals and advanced units, which are subject to the advice of grant units and are reviewed by the commune government or by urban street offices. The district-level education administration is available.
Article 18, schools and kindergartens affiliated to the relevant sectors of the provincial, municipal and district-level people's governments, can be rewarded by their authorities, or are available to all levels of government in accordance with the provisions of Article 17 of this scheme.
Article 19 declares funds for advanced individuals and advanced units, and shall be required by the provincial education administration. The provincial education administration should inform the content of the material on a one-time basis.
It must be true and reliable.
Article 20 grants to grant property for the first time to the grantees, but the amount of the donation is not covered by article 15 of this scheme, article 16 recognizes the scope of the award and is awarded by the grantee in other forms.
Article 21 donates continue to grant property after the first grant of the property is granted, which is calculated in a cumulative manner and is rewarded by the amount of the sum of contributions.
Article 22 provides public recognition of the grantee and shall obtain prior consent from the donor.
Article 23. The Government of the Provincial People has focused every year on rewarding an advanced individual and advanced unit for provincial funding.
Chapter V Legal responsibility
Article 24, in violation of article 11 of this approach, has been corrected by the deadline for the executive branch of education. No change was made, with the consent of more than the donated people at the district level, transferring the donation property to other grant units.
Article 25. In violation of article 19, paragraph 2, of this approach, provides for the invocation of honour by its units or superior authorities of their principal and direct responsibilities under the law; and by the education administration, with the approval of the Government of the same-ranking people, the lifting of Honours, the recovery of honour certificates, awards.
Article 26 donated persons, in violation of the donation agreement, shall be compensated by law for the economic losses incurred by the grantee.
Article 27, in violation of this approach, provides that one of the following acts is criticized by the executive branch of education or by the administrative inspectorate; administrative disposition of its principal and direct responsibilities by law; and criminal liability by law:
(i) When the donor searches for the management and use of the donation property, the grantee refuses or does not provide easy access;
(ii) Disadvantages in the process of approving funds for advanced individuals and advanced units;
(iii) Expropriation and appropriation of donation property.
Annex VI
The twenty-eighth approach was implemented effective 1 April 2004. The Northern Province of the River Funding Medalities, published by the People's Government on 24 November 1988, was repealed.
