In order to enhance the management and monitoring of statistical work, to guarantee the comprehensive, accurate and timely character of statistical information and to play an important role in economic construction, social development and scientific decision-making, the formulation of this approach is based on laws, regulations, such as the Statistical Law of the People's Republic of China, the Rules on Statistics of the People's Republic of China and the Statistics Management Regulations of the Northern Lakes Province.
This approach should be followed by statistical surveys such as national organs, social groups, business, business units, individual business and businessmen in the city's administration.
At the grass-roots level, self-government organizations and citizens are obliged to provide the relevant information required for statistical investigations.
Article 3. The statistic administrative authorities of the communes and the communes are responsible for statistical work within this administrative area in accordance with the principle of geographical statistics.
Statistical work within the scope of this jurisdiction and management authority is vested in the Vilhan Economic Technology Development Zone and the WCDC.
Article IV communes (communes) and street offices are responsible for statistical work in the region.
The mass self-government organizations, such as the Committee of the Villagers, may designate or recruit specialists to be responsible for statistical work in the region.
Article 5 Other functional departments of the Government have established statistical institutions based on the needs of statistical missions, or have statistical personnel in the relevant institutions, and are aligned with the statistical work of the system.
Article 6. Enterprises, business units have established statistical institutions in accordance with the needs of statistical missions or are equipped with statistical staff in the relevant institutions and designated statistical heads. Statistical agencies or statistical personnel are responsible for investigating, collecting, collating, analysing, providing statistical information on this unit, establishing a sound statistical and original record-keeping system and implementing the overall statistical functions of this unit.
Enterprises, utilities carry out national statistical surveys or local statistical survey missions and are guided by the Government's statistical administrative authorities.
Article 7. Statistical administrative authorities should enhance research on statistical work under market economic conditions, establish a system of statistical indicators for the application of science, statistical survey methods and assessment of accounting systems, and guarantee accurate, timely and improved statistical information.
Article 8. Statistical administrative authorities should have systematic legal, regulatory and professional ethics education for statistical personnel, strengthening professional training and improving the overall quality of statistical personnel.
Article 9. Governments of the city and the region should establish a database of basic statistical units and statistical surveys, which are specifically administered by the same-level statistical administrative authorities.
Business, quality, preparation, civil affairs and other relevant departments should provide statistical information on the establishment, change, write-off, preparation and preparation of basic statistical units of the Government in a timely manner by 31 July and 31 January of each year.
Financial, tax, public safety, customs, banking, insurance and other sectors and units responsible for professional statistics should provide professional statistical information to the same-level government statistical administrative authorities within the time frame set out above to ensure the accuracy of the Government's statistical survey database.
No units or individuals shall interfere with statistical institutions, statistical personnel shall exercise their statistical investigation, statistical reports, statistical oversight functions in accordance with the law.
Article 11 heads of all levels of the people's government, departments and enterprises, business units shall not be allowed to modify statistics provided by statistical institutions and statistical personnel in accordance with statistical laws, regulations and statistical systems, without giving instructions, powerful statistical personnel to conceal reports, forgery, and forfeiture statistics.
Statistical personnel have the right to resist and prosecute statistical violations.
Article 12. Statistical administrative authorities should strengthen the management of statistical investigations, and the Government's statistical survey, sectoral statistical surveys should be interlinked and not duplicated.
Local statistical survey projects are developed by statistical administrative authorities or will be developed with the relevant sectors.
Statistical survey projects within the sector's jurisdiction system should be approved by the leaders of the sector and submitted to the same-level statistical administrative authorities; statistical investigation projects outside the system of this sector should be submitted for approval by the same-level statistical administrative authorities in accordance with the provisions of the Statistical Law of the People's Republic of China, and the statistical findings are presented to the same statistical administrative authorities.
Article 13 A statistical survey project must be accompanied by a note indicating the purpose of the investigation, the object of the investigation, the scope of the survey, the frequency of the investigation, the requirement for filling, the means of delivery, time requirements, investigators and financial security.
Article 14. The statistical survey project, which is approved or submitted, must be marked in the right direction of the statistical questionnaire of the statistical survey project, the body of the table, the approval or approval of the body, the approval or approval of the text, and the effective time frame.

Article 15. The city has established a statistical registration system in accordance with the provisions of the Statistics Management Regulations of the Northern Lakes Province. The newly established or new relocation units shall be authorized, within 30 days of the date of the establishment or relocation, to conduct statistical registration by the local statistical administrative authorities.
Statistical reporting or changes in the nature of the operation shall be required by the previous paragraph for statistical changes.
The units that end activities due to insolvency, cancellation or other reasons shall be subject to the processing of statistical write-offs in the registry sector.
Statistical registration, change and write-off of individual business and businessmen are governed by this article.
Article 16 Statistics on the economic and social development of nationalities, approved, provided and published by statistical administrative authorities, and no units and individuals shall be treated and made public.
The press publishes basic statistical information on the economic and social development of the national population that has not yet been published and shall be approved by the same-level statistical administrative authorities, in accordance with the provisions of the Statistics Management Regulations of the Northern Lakes Province.
The city-wide statistics are based on data published by the municipal statistical administrative authorities.
The statistical administrative authorities at all levels should be able to provide statistical information advisory services and take full advantage of publicly accessible socio-economic information to serve the public in society.
Article 17 Statistical inspection bodies and statistical inspectors established by statistical administrative authorities have the right to monitor departments, units and individuals providing statistical information within the present administration. The main elements of the inspection are:
(i) The accuracy and timeliness of reporting and the provision of statistical information;
(ii) Statistical registration and periodic review;
(iii) The legitimacy of a statistical questionnaire;
(iv) Management and publication of statistical information;
(v) Statistical institutions and statistical personnel exercise their functions under the law;
(vi) Other implementation of statistical laws, regulations.
The statistical inspectorate and the statistical inspector are entitled to issue the Statistical Inspections, where the oversight and inspection missions are carried out within the prescribed terms of reference, the searching units and individuals shall, upon request, receive information and, in 15 days, respond to the information sought. (ii) To deny or repeat statistical information and impose a fine of more than 150,000 dollars on units;

(iv) Unregistered statistical registration, change registration, with a fine of up to $100,000 for units;
(v) No original statistical records, statistical desk accounts, or unauthorized destruction, alteration of the original statistical records, and a warning of the statistical desk, and a fine of up to 1,000 dollars;
(vi) Individual business and industrial workers have a fine of up to 5,000 dollars in violation of one of the acts set out in subparagraphs (i), (ii) and (iv) of this article.
Article 20 provides that statistical administrative authorities, statistical agencies and statistical staff do not deal with statistical information or deal with statistical data on a number of occasions, causing serious consequences and shall be informed of criticism or administrative disposition; and that statistical inspectors favour private fraud and abuse of their functions, they should be removed from statistical oversight duties and, in the light of circumstances, give administrative disposal.

Article 2 The Vilhan Medal of Statistical Management, issued by the Government of the People of the city on 14 August 1989, was repealed.
