In order to enhance the quality of primary and secondary teachers and promote the development of basic education, the provisions of the Law on Teachers of the People's Republic of China, the Law on the Continuation of Education for Professional technicians in the Nin summer Self-Government Zone and the relevant laws, regulations have been developed in conjunction with the self-government area.
Article 2 provides for continuing education for primary and secondary teachers, as described in this Article, to be training for teachers who are in-service primary schools who are eligible for teachers in order to promote professional ethics, education and teaching capacity.
The present provision refers to teachers in primary and secondary schools, including in-service teachers who have already been qualified in general primary schools, vocational secondary schools, kindergartens, adult primary education institutions and special educational institutions.
Article 3. Continuation of education for primary and secondary teachers in the administrative areas of the self-government area and the application of this provision.
Article IV accepts continuing education as the rights and obligations of primary and secondary teachers.
Education administrations and schools at all levels should guarantee the right of primary and secondary teachers to continue their education.
Primary and secondary school teachers should be required to participate in continuing education without justification for refusing to accept continuing education or to interrupt continuing education training.
Article 5 Government education administrations at all levels should take measures to strengthen training for professional ethics education and teaching capacity for primary and secondary teachers.
Article 6. The Government's education leadership at all levels should strengthen the supervisory efforts of primary and secondary teachers to continue their education, and should be criticized for violations of the units and individuals under this provision.
Article 7
The Government's personnel administration at the district level is responsible for guiding and monitoring the continuing education of primary and secondary teachers in the present administration.
The Article 8 Education Administration should take measures to strengthen the continuing education of teachers in primary and secondary schools in regrouping areas, in poor communes (communes).
Article 9. Medium- and medium-sized schools should develop educational programmes for school teachers, guarantee teacher learning time and guarantee the necessary learning funding and other learning conditions.
Article 10
(i) Continue educational planning, based on professional technicians in the self-government area, and develop continuous education planning and teaching programmes for primary and secondary teachers throughout the region;
(ii) Organization of professional training materials;
(iii) Accreditation of non-educational training institutions for primary and secondary teachers;
(iv) Training of key teachers at the primary and secondary levels throughout the region;
(v) Examination, guidance, assessment of continuing education of primary and secondary school teachers in the city, district (zone).
Article 11. The responsibilities of the executive branch of education in primary and secondary schools:
(i) Develop continuing education planning for primary and secondary teachers in the current administration area;
(ii) The construction and management of the training base for primary and secondary teachers at this level;
(iii) Training of teachers other than article 10, paragraph 4, of this provision;
(iv) Coordinate the implementation of continuing education funding for primary and secondary teachers in the relevant sectors;
(v) Examination, assessment of the continuing education of primary and secondary teachers in the current administrative region;
(vi) The completion of other primary and secondary school teachers in the secondary education administration.
Primary and secondary school teachers continue to be educated into non-education and education.
The new teachers, gynaecologists and other in-service teachers should receive non-educational education.
Primary and secondary school teachers who have qualified education can be educated at a high level of education or secondary education.
Primary and secondary teachers continue to educate every five years as a training cycle. The training time for each cycle is not less than 240. Teachers receive higher education at one level or secondary education within the same cycle, and they may not participate in non-education training for the same period.
The training period for new teachers shall not be less than 120 hours.
Article 14. The continuing education of primary and secondary teachers includes the following:
(i) Political education and teacher rehabilitation;
(ii) updating and expansion of expertise;
(iii) Quality education theory and practice;
(iv) Education of scientific research;
(v) Education skills training and modern education technologies;
(vi) Information technology, foreign, artistic and integrated curriculum education;
(vii) Reform of basic education curricula and teaching materials.
Article 15. Various teachers at all levels have continued to work in education and teaching at primary and secondary levels. Other higher institutions, teachers' education network colleges, primary and secondary education research institutions, educational science institutions, electrical institutions and tele-education stations should be tasked with continuing educational teaching at some element of primary and secondary school teachers, in accordance with the arrangements of the education administration.
The education administration should conduct screening and assessment of the teaching content, quality of the educational institutions provided for in the previous paragraph.
Article 16 provides for the continuation of educational institutions at all levels of teachers, teachers' colleges and other educational institutions that undertake primary and secondary teachers to continue their education efforts, and should be strengthened to improve the management system and ensure the quality of education.
Article 17 Teachers in primary and secondary schools continue to educate the implementation of the continuing education certificate registration system.
Secondary schools should register the continued education of primary and secondary school teachers in the Nin summer self-government area, which have been acquired by qualifications of the school teachers, or have access to education, as well as the completion of the Education Certificate of Professional technicians in the Nin summer Self-Government Zone, as one of the primary and secondary teachers' qualifications, renewal and promotional.
The financial sector at all levels should provide for the continuation of education funding for primary and secondary teachers in terms of a proportion of the total annual wage of teaching workers.
Primary and secondary school teachers continue to provide for the harmonization of the financial sector of the population at the district level, the uniform use of the education administration, and no units and individuals shall be stopped and diverted.
Article 19 has been approved for primary and secondary teachers who continue to be educated in non-school education, whose training fees, travel expenses are reimbursed in accordance with the relevant financial system to participate in the enjoyment of the State's mandated wage, social insurance and welfare treatment during continuing education.
Primary and secondary school teachers receive education, and their costs are shared by schools and teachers. The cost criteria for teachers are determined by different categories by the education administration.
Article 20 Teachers in primary and secondary schools have no reason to refuse to participate in continuing education or to interrupt their continued education training, which is criticized by their schools; they are still not renovated and are not allowed to participate in professional technical appointments, promotions.
Article 21 Small schools should arrange teachers to receive continuous education without any arrangement, or to accept treatment for primary and secondary teachers during continuing education, and to be corrected by an educational executive order.
Article 22 assumes educational institutions that continue to educate primary and secondary teachers, whose teaching quality is less than required and are converted or discontinued by the education administration.
Article 23 The provisional provision for the continuing education of kindergarten teachers in the Nin summer self-government area, issued by the Government of the People's Government on 22 April 1993, was also repealed.
