Article 1 guarantees urban sanitation in order to enhance the environmentally sound treatment of urban garbage and to develop this approach in accordance with the Urban Sanitation Regulations and the relevant national provisions.
The units and individuals of the State in the area of urban planning in this city, the enterprise unit, the individual operators, social groups, the urban population and the population of the population should pay for the disposal of urban garbage in accordance with this scheme.
Residents who receive the urban minimum subsistence allowance and beneficiaries of the regular national pension benefits are exempted from the payment of urban garbage due to the approval of the local street office or the town's Government.
Article 3 of this approach refers to the inherent waste generated in the everyday life of the city or in activities that provide services for the daily lives of the city, as well as legal, administrative regulations, as solid waste of urban living, excluding construction of garbage and residues, industrial solid waste and hazardous waste.
This approach refers to the cost of garbage disposal in urban areas, which refers to the cost of transporting garbage from garbage facilities to garbage disposal sites (strips) for environmentally sound treatment and related construction, operation and management costs incurred by units and individuals under Article 2 of this scheme, excluding clean-up fees for residents and clean-up charges for the management of small-zone industries.
Article IV. Management of urban waste disposal fees is governed by the urban sanitation administrative authorities, whose daily work is the responsibility of their municipal sanitation management agencies.
The collection of urban garbage disposal fees is carried out by the Government of the People of the District (Autonomous Regions, municipalities) whose specific collections are borne by the district (Autonomous Regions, municipalities) urban sanitation administration authorities.
Article 5
(i) Urban residents are based on household calculations;
(ii) The population shall be counted by person;
(iii) National organs, utilities (contained schools), social groups are counted on the number of staff members;
(iv) The trade market, catering, hotels, transport, plant units, which are calculated according to the amount of garbage;
(v) Other commercial gates (net sites) are based on operating areas.
Removal of urban garbage to garbage disposal sites, deducting the cost of transport in garbage, and the cost of environmentally sound treatment based on garbage.
The city's garbage disposal costs are specifically charged by the municipal price administration, jointly with the city's fiscal sector, the city's urban sanitation administrative authorities, which were approved by the Government of the city after hearing.
Article 6. Urban garbage disposal costs for urban residents and the population of the population may be carried out in a manner that is entrusted with water supply, gas, etc. or street offices, the construction of the town's Government, and the recipient should be supported.
Urban garbage disposal fees are charged on a monthly basis and units and individuals may also be paid on a quarterly or annual basis.
Article 7 imposes on urban garbage disposal fees, which are subject to a licence issued by the price administration, a specialized receipts produced by the city's financial sector, and a fee-for-work document issued by the urban sanitation administrative authorities. In violation, the parties have the right to refuse and report.
Fee licences, specialized receipts and fees are processed or received by the urban sanitation administrative authorities in the district (Autonomous Regions, municipalities) to the local price administration sector, the financial sector and municipal sanitation authorities.
Article 8
The urban sanitation administrative authorities in the district (Autonomous Regions, municipalities) are responsible for the payment of the garbage of the urban living garage collected by the month to the Territory's financial exclusives. The financial sectors of the Middle East, the Greater Tang, the North River, the Slave dam, the nine pilgrims, the South, the North and the South, the South Bank (including the industrial development area of high-new technologies, the economic technology development area) should collect urban living waste. 55 per cent of the garage disposal fee was paid to the city's Principal Finance by 10 April. Article 9. The Government of the People of the District (Autonomous Regions, municipalities) should strengthen the leadership of the urban garbage disposal fee collection to complete the annual task of garbage disposal for urban life. The urban sanitation administrative authorities in the districts (in self-government districts, municipalities) should be sent to the urban sanitation management authorities by 10 per month.
Article 10, in violation of this scheme, does not pay or leave to pay for the disposal of urban garbage, which is paid by the urban sanitation administrative authorities in the district (Autonomous Regions, municipalities) for a fine of $50 for individuals, fines of more than 5,000 for units and may be paid from the date of the payment of lag funds.
Article 11. The executive authorities, such as urban sanitation, and their staff, have one of the following acts, which are governed by the law by their departments or their superior authorities, the inspectorate, which is suspected of committing crimes and transferred to the judiciary:
(i) No royalties, specialized receipts and fees for work documents;
(ii) Recurrent changes in the scope and criteria;
(iii) Contrajection and diversion of garbage disposal fees for urban life;
(iv) There are other abuses of authority, provocative fraud, and observation.
Article 12. Specific administrative actions by the parties against the urban sanitation administrative authorities may be applied by law for administrative review or administrative proceedings. The administrative organs that have made administrative sanctions decisions are subject to enforcement by law.
Article 13 The Government of the commune of 21 April 2000 issued a management scheme for the disposal of the heavy urban garbage (No. 79 of the Order of the People's Government of the Remuneration). Remuneration fees for garbage in reimbursable services projects for urban sanitation, self-fabricated garbage charges, and garbage charges for dumping of garbage sites, etc.
