(Adopted at the 31st ordinary meeting of the People's Government of Chiang State, on 24 February 2004, No. 2 of the Decree No. 2 of 18 March 2004 of the People's Government of the Grand State, which was issued as from 1 May 2004)

Article 1 establishes this provision for the purpose of encouraging and recognizing the significant contribution made to the economic construction of the city, the social good, the foreign exchange cooperation.
Article 2
Article 3. The Executive Office of the Municipal Government is responsible for coordinating the implementation of this provision.
The Office of the Municipal Government, the Office of Foreign Affairs of the Municipal Government, the Office of Taiwan Affairs of the Municipal Government implements this provision in accordance with their respective responsibilities.
Article IV is in compliance with the Constitution and laws of the People's Republic of China and with one of the following conditions, namely, Cyclone, Chinese and foreign nationals, which may be granted by the Honour of the Honour of the State of Honour:
(i) The unpaid contribution to the cause of scientific and technological, educational, cultural, health, sports and other social good interests in this city is more than 7 million dollars in the national currency;
(ii) Direct investment in the city by themselves or by its sole-source enterprise, with more than 10 years of duration of operation, the enterprise has been invested and has achieved significant economic, social benefits and is in line with one of the following conditions:
Investments in general projects, which translates into more than two billion dollars in real investments;
Investing in export-oriented enterprises of products, the actual investments are translated into more than one billion dollars in the People's currency, and the total annual exports of the enterprise are translated into more than 5 billion dollars in the H currency;
Investment in advanced technology-oriented enterprises, which translates into more than 8,000 dollars in real investments;
Investing in high-new technologies enterprises, real investments are translated into more than five thousand dollars of the people's currency.
(iii) A significant contribution to the introduction of funds, talents, advanced technology and equipment in this city, or the adoption of important theoretical values and practical recommendations for the economic development of the city, social progress, and the achievement of significant economic, social benefits;
(iv) A significant contribution to the promotion of foreign exchange in the city, the promotion of friendship, the establishment of friendly urban relations and the achievement of significant economic, social benefits;
(v) Other significant contributions to the welfare of social goods such as science and technology, education, culture, health and sports in the city.
Article 5
(i) Recommendations. The recommended unit recommends that the Honours, with their consent and the organization of material on footprints, complete the recommended form, subject to the approval of the municipality's office, board, office or district, and district-level government. It is recommended to the Aliens' Office of the Municipal Government, which is recommended to the Aliens' Office of the Municipal Government; to the Office of Foreign Affairs of the Municipal Government; to the Aliens Office of the Municipal Government or to the Office of the Government of the city; and to the Office of the Foreign Affairs of the Republic of the Republic of the Republic of Cyprus to recommend to the Office of the Municipal Government of Taiwan.
(ii) Approval. Following receipt of the recommended materials by the Immigration Office, the Foreign Office of the Municipal Government, the Office of the Government of Taiwan Affairs of the Municipal Government, the first instance should be carried out to seek the views of the relevant units, as appropriate, before being sent to the Executive Office of the Municipal Government to organize the proceedings to be followed up at a meeting of the Standing Municipal Government.
(iii) Consideration. The Municipal Government discussed the adoption of the statutory procedure to bring the decisions of the Standing Committee of the People's Representatives to the General Assembly.
(iv) Recognition. In accordance with the decision of the Standing Committee of the City People's Congress to grant Honours No. cereals, the Municipal Government issued honour certificates and embecies to persons who were granted the Honours of the Honour city of Hiroshima and disseminated their monuments through various media. The ceremony of granting Honours was led by the Immigration Office.
Article 6 gives Honours a general event every two years.
Article 7 should be given to persons who have obtained the Honours of the State.
The main celebrations of this city shall be organized to invite the Honours to participate, as appropriate, and to give the Honduty to take place.
Article 8 Honours and embecies are produced by the municipality and are signed by the Mayor.
The costs associated with the award of honorary cityers are charged by the city's finance and earmarked.
Article 9. The Honours of citizens who have been criminally prosecuted for violations of the law or other acts of proportionality with Honours and have serious consequences or negative social implications, are raised by the former IDP to withdraw their Honours, and, following discussion by the Executive Office of the Municipal Government at the meeting of the Standing Committee of the Municipal Government, the Standing Municipal Assembly, following the adoption of the discussions, was brought to the attention of the Standing Committee of the People's Representatives.
Article 10. This approach is implemented effective 1 May 2004. The application of the Honours Ordinance (No. [1996]70) issued by the Municipal Government on 1 February 1993 was also repealed.
