Article 1, in order to strengthen the management of garbage and engineering residues in urban buildings, to improve urban congestion and sanitation, to develop this approach in line with the laws and regulations such as the National People's Republic of China Act on Environmental Control for Consequences of Solidal Emissions, the Urban City Correctional and Sanitation Regulation and the City of West Inputation and Sanitation Regulations.
Article 2
This approach refers to the construction, construction units to build buildings, construction units, etc., demolitions, renovations and residuals arising from residential dressing, residues, pulp and their waste.
Article 3 governs the administration of urban management in the area of integrated oversight over the disposal of garbage and engineering residues across urban buildings.
Integrated oversight management of the disposal of urban buildings and engineering residues in the current administration is carried out by district, district urban administration authorities.
The relevant sectors, such as construction, environmental protection, health and public safety, should be responsible, within their respective responsibilities, for the management of urban construction waste and engineering residues.
Article IV provides for facilities such as garbage and engineering residues for urban buildings, disposal and integrated use, to be integrated into urban overall planning. Measures to encourage and support the centralized disposal of urban building garbage and engineering residues for environmental protection are encouraged.
Article 5
Article 6. Construction units, construction units, which generate garbage and engineering residues, shall be subject to construction work-related information prior to the start-up of the construction work and shall declare the types, quantity, transport tools, transport routes and disposal sites for the city administration authorities of the location (zone). A book of urban responsibility for sanitation was also signed. The construction garbage and engineering residues of the city's territory are reported by the Regional Urban Management Administrative Authority on the Territory's nuclear preparations.
The administrative authorities of urban management shall be disposed of within three working days after having received plans for the disposal of garbage and engineering residues, and shall respond in writing.
Article 7. The construction site, the planning and development of land will require the return of landed and engineering residues to the landfilment of the base pit, the affected units and individuals of the lying ponds to the city administration authorities of the location (zone) and the urban management administrative authorities should harmonize arrangements for movement control. Movement control over construction garbage and engineering residues across the administration area is regulated by the urban administration authorities.
Article 8
(i) A fence, perimeter or perimeter wall, as required;
(ii) The material should be rescheduled;
(iii) The location of the construction work site is hard-clocked, the installation of a vehicle-washing facility, and the vehicle's route cannot be stigmatized;
(iv) Building garbage and engineering residues generated in the construction process should be phased out in a timely manner and should not be properly released in a timely manner, taking measures such as spillovers, fires, etc. to prevent the contamination environment.
Article 9. The construction of garbage and engineering saving units shall be subject to conditions that are adapted to the mission's mandate, and the transport vehicle shall be subject to measures to prevent subsoil, slander and default, and shall be closed. The pulp generated in the construction and the disposal of its turtle wastes should be transported by specialized vehicles.
Article 10 builds, construction units, which can transport garbage and engineering residues on their own premises, may also be entrusted with units and personal transport that are capable of garbage and engineering residues.
Article 11. Transport units or individuals who are in the area of garbage and engineering residues shall apply to the city administration authorities (zone) which produce construction garbage and engineering residues, and shall be reviewed jointly with the public security authorities. Construction garbage and engineering residues across the city's territory are authorized by the Regional Urban Management Administrative Authority. Construction garbage and engineering slags are issued by the city administration authorities in the district (zone).
Article 12
The construction of garbage and engineering residues will contain transport units, routes, time and disposal sites. No fees shall be charged for the processing of construction garbage and engineering slags.
Article 13 vehicles carrying garbage and engineering residues should operate according to prescribed routes and time, and dumping of construction garbage and engineering residues at designated disposal sites. The transport process should not be overloaded, subsidised. There is no strict prohibition on the construction of garbage and engineering saving vehicles for the transport of construction garbage and engineering residues.
The garbage and engineering slags are not forged, borrowed, modified, transferred and sold.
Article 14. The establishment of construction garbage and engineering residues should be in line with urban overall planning requirements and national environmental protection and urban sanitation standards, subject to the licence of municipal, district urban management administrative authorities and environmental protection authorities.
Article 15. Urban construction garbage and engineering residues are charged with operating service charges, which should be based on reimbursement for the collection, transport and processing costs of urban buildings and the reasonable use of the principle, developed by municipal, district price administration authorities with urban administration administration authorities, approved by the city, the people of the counties, and reported on provincial prices and the construction of administrative authorities. The standard for operating service charges was established and the price hearings system was adjusted.
No units or individuals shall be allowed to take over road garbage and engineering residues. There is a need for temporary occupancy of road slots, which must be granted a temporary road licence issued by the municipal, public security transport sector, and a precautionary measure to prevent pollution, which should be removed immediately after the expiry of the garbage and engineering residues.
Following the completion of various construction works, construction units shall be authorized to dispose of the remaining construction garbage and engineering residues within 30 days and to be collected by urban slander management.
Article 18, in violation of this approach, contains one of the following acts, and administrative sanctions are imposed by the urban administration authorities according to the following provisions:
(i) Undeclared plans for the disposal of garbage and engineering residues, warnings for disposal, conversion of deadlines, and failure to be changed to impose a fine of up to $100,000 in 2000;
(ii) A vehicle carrying the construction garbage and engineering residues is not transported and is subject to a fine of more than 100 million dollars;
(iii) Vehicles carrying garbage and engineering residues are not loaded according to prescribed time, routes and locations, warning that corrective action has been taken to reverse the dumping of dumping remedial measures and restore the status quo. A fine of 200 dollars per cubic munition is also imposed by dumping;
(iv) Forfeiture, transfer, sale of garbage and engineering saving cards, forfeiture of their transport certificates and fines of up to €200 million.
Article 19, in violation of this approach, the transport of garbage and engineering saving vehicles does not prevent sub-Saharans, seafares, dripping, causing leadings, bed by urban administration authorities and fines of 20 square meters per contaminated area.
Article 20, in violation of this approach, unauthorized construction of garbage and engineering residues, deducts the proceeds of the violation, and has been dismissed by the Government of the more than 1,000 people, with the approval of the Government of the city administration authorities to organize forced evictions and impose a fine of up to $100,000.
Article 21, the actions of the parties with regard to the urban administration authorities may apply to administrative review or administrative proceedings in accordance with the law.
Article 2 (2) The staff of the urban administration authorities shall be subject to disciplinary law, in accordance with public law, to criminal liability under the law for failure, abuse of authority, provocative fraud, bribes.
The specific application of this approach is explained by the administrative authorities of urban management in Sihan City.
