Article 1 promotes the health development of the tourism industry in order to develop this approach in conjunction with the city's practice, in accordance with the scheme of tourism management in Bobo.

Article IV. Tourism planning should uphold the principles of sustainable development and market orientation, focus on the protection of tourism resources and the tourism environment, and enhance the social, economic and environmental benefits of tourism development.
Article 5
The overall planning for urban tourism development is organized by the municipal tourism administration authorities. The overall planning for district tourism development is organized by district tourism administration authorities. The overall planning for tourism development in urban, district and district areas should be synonymous and coordinated and the overall planning for district tourism development should be subject to the overall planning of urban tourism development.
Article 7. The development of tourism planning should be based on national economic and social development plans and be adapted to the development of economic growth and related industries.
Article 8. Tourism planning should be in line with urban overall planning and be coordinated with specialized planning such as land-use master planning, geological environmental protection planning, wind-speaker planning, and physical protection planning.
Article 9. Tourism planning should include the following:
(i) Resource conditions and basic conditions for tourism development;
(ii) Market needs, market size and the pace of tourism development strategies, objectives;
(iii) The time series developed by the tourism region with the focus on tourism products and the spaceb;
(iv) The functional portfolio of the factor structure of the tourism industry and the relationship between resource development and facilities construction;
(v) Principles for environmental protection and measures to protect the use of human landscapes and natural landscapes;
(vi) Measures to implement planning.
Article 10 Tourism Planning Design Units should be obtained through the National Tourism Agency's harmonized certificate of qualifications of the Tourism Planning Design Unit.
Article 11. Overall planning for tourism development in the urban, district and district areas and urban focus tourism sector (points) planning are prepared by the tourism planning design units with higher qualifications, and other tourism areas (points) planning are developed by the tourism planning design units of higher-level qualifications.
Article 12 Tourism planning should organize expert evaluation to be the main of the tourism planning experts. The evaluation of tourism planning should uphold the principles of science, objectivity and impartiality.
The results of the tourism planning process include planning, planning maps, planning notes and basic information.
Article 14. The overall planning for tourism development in urban, district and district areas is approved by the same-level people's Government, after being reviewed by the top-level tourist administrative authorities.
Article 15. Planning, Focus tourism project planning, organized by the Tourism Administration authorities, and approved by the same-level people's Government, following the clearance of the top-level tourist administrative authorities.
Other tourist areas (points), tourism project planning, organized by district tourist administrative authorities, are presented for approval by municipal tourism administration authorities.
Article 16 Prior to the approval of the tourism planning process, the executive authorities of the tourism industry should organize relevant experts for economic, social, environmental evaluation and seek the relevant sectoral advice.
Article 17 shall not be subject to unauthorized changes after the approval of the tourism planning process, which shall be reported in accordance with the original authorization authority.
The tourism development projects identified in tourism planning should be governed by national infrastructure procedures.
Article 19 Development of the tourism sector (point) project should be based on tourism planning and environmental impact evaluation, avoiding duplication of construction and resource destructive construction.
In violation of this approach, one of the following acts has been converted by an administrative officer responsible for the tourism administration, with a fine of up to 2,000 dollars:
(i) The development of tourism planning, as prescribed;
(ii) Tourism planning has not been reported by the process;
(iii) Not based on the development of tourism planning;
(iv) There is no acquisition of the qualifications of the tourism planning design or a higher level of excellence in the design of tourism planning.
Article 21 Administrative authorities and their staff members play a role in the neglect, abuse of their functions, favouring private fraud, and are subject to administrative disposition by law, which constitutes an offence and hold criminal responsibility under the law.
Article 22 considers that the specific administrative acts of the executive body violate their legitimate rights and interests, may be applied by law for administrative review or administrative proceedings.
Article 23 of this approach is implemented effective 1 March 2003.
