In order to accelerate the development of cement, save resources, reduce environmental pollution, enhance social and economic benefits, and develop this approach in line with the Modalities for the Dispersal of Cements in the Nangur self-government area.
Article 2 provides units and individuals for the production, operation, storage and use of cement within the city's administration.
Article 3.

Article 5 is the administrative authority for the discharge of cement in the city, and the municipal distributing cement management is entrusted by the municipal economic commissions, with specific responsibility for the management of cement.
The relevant sectors, such as development plans, construction, finance, environmental protection, public safety, quality technology monitoring, should be managed in the context of their respective responsibilities.

Article 7. Article 11. The production, transport and construction enterprises shall take measures to ensure that the discharge, transport, storage and use of the cement is in compliance with environmental protection requirements.
Article 12 Pregnant production enterprises should be strictly structured according to national standards, conduct regular material quality testing and prefabricated measurements and receive oversight by the construction of quality monitoring bodies.
Article 13 Pregnant production, transport enterprises should take measures to ensure that the rescind, transport, storage and use of facilities are in compliance with environmental protection and urban care.
In one of the following cases, construction projects cannot use prefabricated concretes, and construction units should inform the municipal distributing cement management authorities within 15 days prior to the construction of the project:

(ii) The use of prefabricated terrain cannot be used owing to objective conditions such as transport, construction sites;

Article 15.
