(Adopted at the 28th ordinary meeting of the Government of the Overseas Territories, held on 4 June 2004, No. 32 of the Decree No. 32 of 29 June 2004 No. 32 of the Order No. 32 of the People's Government of the city of Zenzi, issued as of 1 July 2004)

The Government of the city has decided to amend the Safe Management of the Rainzour Railway (No. 139 of the Order of the People's Government of the City of 1998) as follows:
Article IV and Article 5 were merged to read as follows: “The Urban Transport Committee is the administrative authority for the safe work of the railway line in this city, with its primary responsibility:
(i) To follow up on the laws, regulations and regulations of the State and the city relating to the safe management of railways, to analyse comprehensively the problems surrounding the entire city railway, to develop regulations and measures to organize monitoring implementation;
(ii) To guide the work of the regional, district rail management to carry out custody management with the authorities of the district, the people of the district and the railway sector against the railways;
(iii) To investigate, in coordination with railway authorities, major accidents at the railway line;
(iv) To organize inspections of the safety of railways and to promote the timely elimination of accidents by the authorities concerned. (a) Conduct a safe advocacy education at the railway line and organize training of railway safety management and custodial personnel;
(v) Harmonization of the provision for the safe custody of railways who are not watchdogable;
(vi) Coordination with the relevant authorities to address the management of railways.”
In articles 8, 26 and 27, the Office for the Management of Railways of the Urban Transport Committee was replaced with the Urban Transport Committee.
Article 6.
Article 10 was deleted.
In Article 14, “The Public Security Department of the Zenrich Railway Sub-Office is responsible for the management of the transport security order in the city's railway line”. It was amended to read: “The railway public security sector is responsible for the management of the transport security order in the railway area”.
Article 14, paragraph (iv), was amended to read: “(iv) deal with all types of traffic accidents that occurred in the railway line.”
Amendments to article 18, subparagraph (ii), (iii), to read: (ii) red light extinguishment, when a white light is activated or a yellow light trajectory;
(iii) In the event of extinguishment of red, white or yellow lights, it is stated that equipment failures, signals are null and void and are treated at the point where no road signals exist.”
Article 23 was amended to read: “Instructions of trees or construction of buildings that affect fires, motor vehicle drivers on the open sea, are criticized by the Urban Transport Committee, who are criticized for educational exclusion, with a fine of up to 1000 kidnapped and responsible for the removal of barriers to the deadline”.

The relevant provisions are adjusted accordingly.
This decision has been implemented effective 1 July 2004.

Annex: Safeguard management approach for the arsenal of the city of Zenin (Amendment of 2004)
(Adopted by the Government of the city of 30 January 1996 on 21 January 1998 by amending the publication on 29 June 2004 in accordance with the decision of the Government of the city to modify the security management approach of the arsenal of the city)
Article 1 guarantees rail, road safety, prevents rail accidents and protects the safety of life property of the people, in line with the National People's Railway Act and the relevant provisions of this city and in conjunction with the realities of the city.
Article 2
Article 3 deals with railways and roads with priority to cross-cutting and gradually reducing intersections. The construction of new railways should strictly limit the establishment of a non-speaker. The density of railways is carried out in accordance with the relevant national provisions.
Article IV. The Urban Transport Committee is the administrative authority for the safe operation of the railway line in this city, with its primary responsibility:
(i) To follow up on the laws, regulations and regulations of the State and the city relating to the safe management of railways, to analyse comprehensively the problems surrounding the entire city railway, to develop regulations and measures to organize monitoring implementation;
(ii) To guide the work of the regional, district rail management to carry out custody management with the authorities of the district, the people of the district and the railway sector against the railways;

(vi) Coordination with relevant departments to address the management of railways.
The establishment of a railway safety facility is subject to technical standards between the railway and the road. The relevant units shall be repaired and managed according to the following division of labour:
(i) The maintenance and management of the paved trajectory, with two metres outside the rail unit's steel. In addition to 2 metres, the road property unit is responsible for two metres within the railway property unit;
(ii) Facilities such as signals, escorts, columns (columnes), fire driver's mark, which are established, maintained and managed by railway property units;
(iii) The mark and the parking order mark, which is established by the railway property unit and maintained by the public security transport administration;
(iv) Survivored railways are not watched by custodial and security devices, which are entrusted by the ITC railway management office to the railway authorities or other sectors with the same technical capacity for day-to-day maintenance and failure, in principle, in the management of railway facilities.
Article 6 is not watched and no automatic signal of railways and should maintain a range of open areas. Article 23 provides for units and individuals that have made significant achievements in the management of railways, which are recognized and rewarded by the Urban Transport Committee.
Article 24, Safety Managers and guardians of railways play a role in neglect, abuse of authority, provocative fraud, are administratively disposed of by the municipal transport committee or the superior authority responsible for the management of the railway slogan; constitutes an offence punishable by law by the judiciary.
Article 25 The failure to apply for reconsideration is not prosecuted before the People's Court and is not in compliance with the penalties decision, and the organs that have made a punitive decision apply for enforcement by the People's Court.
