Chapter I General
In order to encourage individuals and organizations that have made a prominent contribution in science and technology progress activities in this city, to mobilize the active and creative nature of scientific and technological workers, to encourage scientific and technological innovation, to promote scientific and technological progress and economic and social development in this city, to develop this approach in line with the relevant laws, regulations, such as the People's Republic of China Science and Technology Progress Act, the National Science and Technology Approval Regulations.
Article II applies to individuals and organizations that have made a prominent contribution to scientific and technological progress in this city in the administration of the city for the development of scientific and technological research and the diffusion of scientific and technological results.
Article 3. The Government of the city has established the South Kyoto City Science and Technology Award (hereinafter referred to as the Urban Science and Technology Award). The municipal science and technology awards include the Science and Technology Empowerment Award and the Science and Technology Progress Award.
The science-technical awards are evaluated every two years, with no more than five awards per award; the science and technology progress awards are awarded one such award, two awards, three awards each year, and the total number of awards is not exceeding 150 per year.
Article IV recommended, evaluated and awarded work procedures such as municipal science and technology awards, the principles of openness, equity, impartiality and impartiality and the criteria for evaluating awards, ensuring the quality and level of awards.
Article 5

Social forces may not collect any costs in science and technology incentives.
Chapter II
Article 7. The Subsidiary Body for Scientific and Technological Advice awards to scientific and technical workers in accordance with one of the following conditions:
(i) In technological innovation, the transformation of scientific and technological outcomes and the industrialization of high-technical technologies, the Chief Executives in creating special economic benefits or social benefits for the city;
(ii) A major breakthrough in environmental protection, public safety, health, urban construction and other social undertakings in this city and a first-commission of scientific and technical projects with special social benefits.
Article 8
(i) Implementation of scientific and technical outcomes of scientific innovation with significant practical value in technology development projects; research on the use of new technologies for economic or social development and the creation of significant economic or social benefits;
(ii) In social good projects, significant innovative results in the application of research and technology development have been obtained, as well as in practice tests and application extensions, creating significant social benefits;
(iii) The completion of major technological innovations and the achievement of significant economic or social benefits in major engineering projects;
(iv) In technology invention projects, the use of scientific and technological knowledge to invent and possess autonomous intellectual property for the use of major technologies such as processes, materials, products and systems to achieve significant economic or social benefits through implementation;
(v) Considerable economic and social benefits in international scientific technical cooperation projects.
Chapter III Evaluation of municipal science and technology awards
Article 9. The Government of the city employs relevant experts and science and technology managers to form the municipal science and technology awards evaluation board, evaluate the science and technology performance awards candidates and establish a number of professional evaluation teams in accordance with annual declarations. The professional evaluation teams are responsible for the initial evaluation of the scientific and technical awards within the current professional context.
The members of the Committee for the Evaluation of Municipal Science and Technology Awards and the various professional evaluation teams are not allowed to participate in the evaluation of the year.
Article 10
(i) The candidate and the candidate project proposal;
(ii) Initial evaluation of the Professional Evaluation Group of the Urban Science and Technology Awards;
(iii) Advantages of the evaluation;
(iv) The final evaluation of the Municipal Science and Technology Award.
Article 11. Candidates for municipal science and technology awards and candidate projects can be declared voluntaryly to the municipal science and technology administration authorities, subject to the following organizations or individual recommendations:
(i) Regional and district science and technology administration authorities;
(ii) The Government of the city concerned the constituent sectors, the immediate institutions;
(iii) Individuals and organizations that have recommended qualifications are identified by the municipal science and technology administration authorities.
Article 12. The municipal science and technology administration authorities are responsible for the receipt of the municipal science and technology awards and receive the recommended materials to the various professional evaluation teams for their initial evaluation.
The initial evaluation of the Science and Technology Empowerment Award and the Science and Technology Progress Award presented by the Panel of Professional Evaluation should be presented to society through designated media. Any unit or individual may object to a candidate or candidate project, which may be submitted to the municipal science and technology administrative authorities within 15 days of the date of the presentation.
Following the end of the public indicative period and the verification of the objection, the municipal scientific and technological executive authorities will submit the final evaluation of the municipal science and technology awards evaluation committee, propose awards for the SPS award and award awards for science and technology progress awards and awards.
Chapter IV Grant of the Urban Science and Technology Award

Chapter V
