Article I, in order to strengthen the management of the gateway works archives in urban areas, ensures the safety of the gateway and fully performs the role of the land-based engineering archives in the management of urban planning, develops this approach in line with the laws and regulations of the People's Republic of China Archives Act, the Department of State Regulation on Quality of Engineering.
Article 2
The routing line referred to in this approach refers to subsoils and cables for water, drainage, fuel, industry, heat power, electricity, telecommunications, radio and television.
Article 3. The establishment of administrative authorities in the city is the administrative authority governing the management of the gateway engineering archives in this city and is responsible for organizing this approach.
District-building administrative authorities are responsible for receiving information on the ground-based engineering archives and implementing the corresponding oversight management.
Article IV
(i) To receive, validate, statistically and maintain information on the engineering archives of the line;
(ii) The establishment, management, maintenance and updating of the gateline information database and the linear information system;
(iii) Provision of information services for urban planning, construction, management of land-based engineering archives.
The approvals should be sent to the city's Archives and published on the website of the executive branch when the engineering management of the gateway works are in operation.
The construction of the ground line works should be carried out in strict compliance with the approved design map. The design of changes shall be subject to the required procedures for approval and should be reflected in the completion of the work map.
Article 7 The clocking system, the Highway system, the picture and number should be consistent with the provisions. Execution of the treasury line works, and the treasury unit should review the information on the linear engineering archives.
The creation of archival information in important linear construction works, and the establishment of administrative authorities in the city of Archives or Areas may conduct on-site inspections, with the cooperation of the relevant departments, units.
Article 8. The construction units shall, within three months of the completion of the gateway works, communicate the following archival information to the administrative authorities established in the city city by providing for the establishment of the Archives or Areas to the following:
(i) Planning, design, construction approval documents for the local pipeline project;
(ii) To complete the survey of the original records;
(iii) Landline results matrix;
(iv) Territorial engineering is completed (contained with graphs, morphous maps, arsenal maps, head maps).
The completion of the ground line works must be complete, accurate, real and be signed by the head of the unit.
Article 9. Upon application of the floor line, the alterations, expansions or maintenance of the management, routing, high-camped changes shall be modified by the construction units to be completed on the basis of actual changes, and the completion of the construction of the archives or construction of administrative authorities in the city within three months of the completion of the revision.
Article 10 shall not be used by the land-based management line and shall be reported in writing to the administrative authorities in the city for the construction of the Archives or Areas within one month of the date of the non-use.
Article 11 provides that the administrative authorities in the same area, the Acquisian Zone, the blend area, and the area of maritime drought shall receive information on the linear engineering archives of the area, either in accordance with articles 8, 9 and 10 of this approach, or under the supervision of the quality of the works by the district-building administrative authorities, and shall transfer to the City Archives within one month of receipt.
Information on the local engineering files other than the previous paragraph is sent directly to the establishment of the Archives in the city.
Article 12 Harmonization of the pavement facilities across multiple lines may be provided by the units established in the consultations of the construction units to prepare and report on the ground-based engineering files, as prescribed by this approach; without consultation or consultation, and by the respective units of the various construction units to produce information on the routing engineering files and to submit them separately.
Information on the land-based engineering files delivered by the construction of the Archives or Regional Authoritys in the city shall be checked at the time of time. Article 15. The construction units shall not be sent to the gateway engineering archives or to the gateway, which are not in compliance with the requirements of the provision, and the construction of administrative authorities in the city of the Archives or zones shall be responsible for the delivery of their deadlines; and the delays in delivery may be mapped by units entrusted by the City Archives with the corresponding mapping of qualifications.
In the construction work, it was found that the urban gateway information data was not recorded and that construction units or construction units should report in a timely manner on the establishment of administrative authorities in the city's Archives or areas. Article 16 provides for the establishment of administrative authorities in the city, in accordance with the need for the professional underground engineering administration, to organize regular urban land-based surveys and to amend the land-based information database.
Article 17 The results of the various professional gateway surveys have been confirmed by the various professional gateway engineering authorities, which are accepted and managed by the City Archives.
The management of the various specialized gateways can provide free access to information on their professional gateway engineering files from the city's Archives.
Article 18
Article 19 Construction units should provide construction units with information on the construction site and the adjacent areas and ensure the integrity, accuracy and integrity of the information.
Building units should be made available in a timely manner when they are searched for road map information to the city's Archives.
Article 20 shall establish a system for the use of information on land-based engineering archives, actively develop land-based engineering archives and provide services for urban planning management.
Article 21 Establishment of the Archives in the city has a confidential obligation under the law for information on the land line. Information on the land-based engineering archives needed to be confidential, and the establishment of the Archives in the city must be administered in accordance with the relevant national provisions.
In violation of this approach, construction units have not been reported to the municipal governor or district-building administrative authorities on the basis of article 59 of the Construction of Engineering Quality Management Regulations.
In violation of this approach, construction units are not authentic and imprecise to report to the administrative authorities in the city for the construction of the Archives or Areas to the construction of the gateway engineering archives, which are subject to a fine of more than three million dollars for the construction of an administrative authority.
Article 23, in violation of this approach, has not been submitted to the corresponding Mapping Unit for the completion of the work on the land line until the completion of the work on the ground line is completed, and the construction of administrative authorities in the city is responsible for the changes and fines of more than one million dollars.
Article 24, in violation of this approach, provides that construction units do not provide the construction unit with information on the construction site and the subsidiaries in neighbouring areas, and are subject to fines of over one thousand dollars.
Article 25
(i) No receipt of information on the land-based engineering archives that are consistent with the requirements;
(ii) To receive information on the land-based engineering archives that are not in accordance with the provisions;
(iii) The construction of local engineering archives by the district administration authorities for which they receive is not transferred to the City Archives, as prescribed;
(iv) The management of the various specialized gateline works does not, as required, reproduce the approval to the municipal Archives or to the Internet;
(v) The provision of information on the ground-based engineering archives in violation of the confidentiality regime;
(vi) Other acts of negligence, abuse of authority, favouring private fraud.
Article 26 This approach has been implemented since 1 September.
