(Adopted by the 35th Standing Committee of the People's Government of the State of 27 September 2004 No. 33 of the People's Government Order No. 33 of 11 October 2004 (Act of 1 December 2004) Chapter I General In order to encourage technological innovation, citizens, legal persons or other organizations that contribute to scientific and technological progress, to mobilize and harness the active and creative nature of scientific and technological workers, to promote scientific and technological progress in my city, to develop this approach in the light of the National Science and Technology Approval Regulations, the Fore Province Science and Technology Awards. Article 2 Article 3. The Government of the city has established the Metropolitan City Science and Technology Award. The Metropolitan City Science and Technology Award is based on major scientific and technical contributions awards, outstanding science and technology personnel awards and three categories of scientific and technological progress awards. Article IV recommends, evaluates, awards for the implementation of the approach to respect for knowledge and respect for the talent, and implements the principles of openness, equity and justice. Article 5 Article 6. The Government of the city has established the Urban Science and Technology Approval Commission, which, according to this approach, is responsible for the evaluation of the National Science and Technology Award. The Office of the Urban Science and Technology Approval Committee is based in the Government's science and technology administration. The Commission is composed of the relevant sectoral leadership and experts, scholars, who are presented annually by the Government of the city's science and technology administration to report to the Government of the city. The Urban Science and Technology Approval Commission could establish a number of professional evaluation teams responsible for the early evaluation of the municipal science and technology awards. Chapter II Article 7. Fore State's municipal science and technology awards for significant results in the development of science and technology studies, as well as for citizens, legal persons or other organizations that have made a significant contribution to economic construction, environmental and resource protection, technological progress in this city in the areas of introduction, diffusion, application of advanced scientific and technological outcomes. Article 8. The Major Science and Technology Award of the Fford State is awarded to citizens who make a prominent contribution in the following scientific and technical activities: (i) In the development, diffusion, application of scientific and technological outcomes, including new products, new technologies, equipment, new materials, new processes, etc., the Chief Executives of Significant Economic Effectiveness or Social Effectiveness; (ii) The first complete of the project on the introduction of advanced technologies, equipment disincentives, and the production of raw materials, has a major breakthrough and significant economic benefits. Article 9 (i) A major breakthrough or innovation in the area of scientific research development, the level of the project has reached over the domestic lead, ownership of intellectual property, and the payment of more than 2 million dollars (of $2 million) in an accounting year; (ii) Transformation of scientific and technological results, cross-cutting, key technology diffusion applications, introducing advanced technologies abroad, with larger breakthroughs or innovations, which reach more than 3 million dollars (3 million dollars) in domestic leadership and in one accounting year; (iii) In the development of new products for agricultural industrialization, more than 50 million yen was created, and more than 10 per cent of the income was generated by farmers associated with the product. The major scientific and technological contributions awards in the city of Foof vary according to hierarchy, each five-year evaluation will not exceed two awards. Each award amounted to $300,000. Article 10. The Award of outstanding scientific and technical personnel in the city of Fford is granted to citizens who make a significant contribution in the following scientific and technical activities: (i) To make a significant contribution to science and technology, economic and social development in my city, the main scientific and technological achievements play a demonstration and catalytic role in science and technology, economic and social development in my city; (ii) Long-term scientific and technological work on the first line of science and technology, economic and social development in my city, with high influence on the scientific and technical community in my city. Article 11 provides for scientific and technical personnel who meet one of the following conditions: (i) The first complete of the project, such as the National Science and Technology Progress Prize, the provincial Science and Technology Progress II; (ii) The “Every outstanding professional talent” awards; (iii) The first completeer of the award project, such as STII, in Fhan State; (iv) Other prominent contributors to the advancement of science and technology in my city. The award of outstanding science and technology personnel in the city of Foof varies according to hierarchy, with no limitation on the number of five years and the granting of material incentives to eligible persons in line with the relevant provisions of the provincial government. Article 12. Fore State's Urban Science and Technology Progress Awards the following citizens, legal persons or other organizations that have made a prominent contribution in the implementation of scientific and technological development studies, the application of advanced scientific and technological outcomes in my city: (i) To complete the transformation of scientific and technological innovations, scientific and technological outcomes and to create significant economic benefits in the implementation of technology development projects; (ii) To study the development, application of new scientific and technological outcomes and to demonstrate, in practice, significant economic benefits or social benefits; (iii) To make creative contributions in the transformation, application of the scientific and technological outcomes already in place in the country and abroad, or to have a larger, larger number of extension applications and to achieve significant economic benefits or social benefits; (iv) In the implementation of social public goods (standards, measurement, scientific and technological information, science and technology archives and environmental protection, health, natural resource surveys and reasonable use, natural disaster monitoring forecasts and prevention) projects, significant results have been achieved and have been tested in practice to create significant social benefits; (v) In major engineering construction projects, security works reach advanced levels in the country and create significant economic benefits and social benefits. The incentives in paragraph 5 above are granted only to units. Article 13 Fore State's Urban Science and Technology Progress Awards are evaluated once a year, consisting of one such award, two awards and three levels of awards. The number of awards and the award unit is limited, with a single award of no more than five candidates, with no more than three awards. (i) First awards: ownership of intellectual property, high technological innovation, and comprehensive technical economic indicators reach advanced levels in the country, can be widely promoted, with practical use and significant economic benefits or social benefits, and the application of technical studies with significant contributions to economic and social development. Each award is $30,000. (ii) Awards such as: leading in the province, where technological innovation is more difficult, the main technical economic indicators reach advanced levels in the country, or the combined technical economic indicators reach the provincial level, can be widely promoted and have practical effect and greater economic benefits or social benefits, and the results of the application of technical studies or replication that have contributed to economic and social development. Each award is US$ 1.5 million. (iii) Three awards: predominant city, with some technical innovation difficulties, integrated technical economic indicators reach advanced levels within the province, can be widely promoted, effective use and good economic benefits and social benefits, and the application of technical studies or adaptation results that have contributed to economic and social development. Each award is 0.8 million. The Curriculum of Science and Technology Progress Awards, completed by the individual, is fully owned by the individual; the Curriculum of Science and Technology Progress Awards in the Fhan State, which is collectively completed, shall account for more than seven ten per cent of the total awards. Chapter III Declaration, recommendations, evaluations and awards Article 14. The candidate project for the Soof State's municipal science and technology awards must be registered with scientific and technological results evaluation or identification and municipal scientific and technological results, completed the Uof State's Bulletin on Science and Technology in a unified format, and provide, as required, complete relevant declared material. Article 15. Candidates or projects of the municipal science and technology awards are recommended by the following organizations or individuals: (i) Regions (markets), the people's Government; (ii) The municipality concerned the composition sector, the immediate agency; (iii) Other organizations or scientific and technical experts who are eligible for recommended qualifications determined by the Government of the city's science and technology administration. Article 16 Evaluation procedures for the Metropolitan City Science and Technology Awards: (i) First instance: the recommended organization or the recommendor are responsible for reviewing the integrity, integrity and integrity of the declared materials recommended for candidates or projects. (ii) Formal review: review of the integrity of the proposed candidate or project by the Government's science and technology administration. (iv) Panel evaluation: expert evaluation experts from the professional evaluation team conducted evaluation of the candidate project in terms of science, innovation, advancedness, technical difficulty, economic and social benefits, and recommended awards to the Committee on Science and Technology and the reasons for not recommending awards. (v) The Committee on Science and Technology Awards reviewed and voted on the evaluation findings of the various professional groups and offered awards for approval by the Government of the city. The actual participation of the municipal science and technology incentive committees in the evaluation board should account for more than 2/3. Article 17 is awarded to the State of Ffordable Science and Technology Awards, awards and awards by the Government of the city. Individuals who have been removed from the incentive shall not be declared a further post in the State of Fford City Science and Technology Award for three years.
