Chapter I General
Article 1 guarantees the safety of State, collective property and the property of the people, in line with the relevant laws, regulations and regulations, and in the light of the actual practice of my province.

Article 5 Urban planning and construction design sectors should incorporate public safety technology preventive facilities into planning and design norms that provide for the overall design of new construction, alteration and expansion projects within the scope, including public safety technology preventive facilities and budget inclusion.
The use units of technic products and technic works should be developed to develop the use, maintenance, maintenance and updating system for public safety technology preventive devices, to implement preventive measures and to continuously improve the security prevention system.

Chapter II

(vii) The unit's treasury room and the central storage of cash, securities and valuable items;
(viii) Establishment of new urban residential areas;
(ix) Other places and places under the laws, regulations and regulations.
Article 9. The units that have been installed in the police units should be gradually connected with local public security authorities and the defence sector, creating a multi-tiered network of police stations, making rapid reactions and ending criminal activities in a timely manner.
Article 10 State organs, social groups, business units shall be headed by a unit or a legal representative, with the guidance of the public security authority, and shall be responsible for the protection of public safety technology in this unit.
Chapter III
Article 11 Production, sale of technic products shall be licensed by the public security authorities of the province. The units for the production, sale of technic products may apply directly to the public security authorities of the municipality in the place, to the immediate public security agency of the provincial people's government, to the railway public security authorities (hereinafter referred to as “the municipal public security agency”), or to the provincial authorities.
The use of industrial product production licensing systems, quality certification systems, is governed by national regulations.
Article 12
(i) Products have national standards, industry standards or local standards. Without the above-mentioned criteria, it is necessary to establish enterprise standards and to report on the review of the provincial technical supervision and the provincial public security authorities;
(ii) The samples are tested or qualified by the statutory test body;
(iii) Other conditions set forth in laws, regulations and regulations.
Article 13 A licenses for the sale of technic products must have the following conditions:
(i) There are fixed operating sites;
(ii) The products to be sold are legally produced;
(iii) A well-established system of admission and sale of registration;

Chapter IV
Article 14. The design, construction units shall have the following conditions:
(i) A license of business of a legal person;

(iv) A well-established system of quality assurance of the security technology preventive system;
(v) Other conditions under the law, regulations and regulations.
The design, construction units shall inform the public security authorities of the above-mentioned provisions within 30 days of receipt of a business licence.
Article 15. Oversight inspections used in the construction of technics are governed by a level of risk and investment. The Ministry of Public Safety has issued a level of risk and protection, which is prescribed by regulation; the amount of up to 300,000 dollars for engineering investments is managed by the municipal public security authorities, and the investment amount of more than 300,000 dollars is managed by the provincial Government's public security authorities.
The design, programme logging, approval, construction, inspection and maintenance of technic works should be implemented in accordance with relevant national provisions and standards.

Chapter V Legal responsibility

(v) The design programme for technic engineering, which, according to the State's provisions, should be inspected without unauthorized construction;
(vi) Technical defence works are not experienced or receive qualified inputs.
In violation of article 14, paragraph 2, of this approach, the design, construction units did not communicate to the public security authorities the order was changed, warned and punished with a fine of 1000.
Article 20 imposes administrative penalties on the punishment authority and may apply for administrative review or administrative proceedings in accordance with the provisions of the relevant national legislation.
Article 21, Public safety technology preventive managers abuse their duties, play negligence, favouring private fraud, are governed by the law by the competent units, which constitute crimes and are held criminally by law.
