In order to regulate the publication of emergency meteorological early warning signals, to increase efficiency in the use of meteorological disaster warning information, to effectively defend and mitigate weather disasters, to protect the security of national and people's life properties, and to develop this approach in line with the People's Republic of China Meteorological Act and the relevant national provisions.
Article 2
Article 3 of this approach refers to warning messages sent to the public in society for effective defence and mitigation of sudden meteorological disasters, as described below as early warning signals. Early warning signals are composed of three parts of names, maps and meaning (see annex).
The early warning signals in this province are divided into 11 types of storms, rainy winds, ices, cholera, typhoons, sand dust storms, snowset, low temperatures and temperatures.
When multiple meteorological disasters may arise at the same time or forecast, multiple early warning signals may be issued in accordance with relatively appropriate standards.
The level of an early warning signal is divided into four levels, in accordance with the gravity and urgency of the disaster, and in accordance with the gravity and urgency of the disaster, the signal of early warning is characterized by a general, a high degree of representation in the colour, a serious nature of the orange, and a special character of the latter, with an indication in English.
Article 5 is responsible for the management of early warning signals issued in this administrative area.

Article 6. Meteorological stations affiliated to meteorological authorities at all levels are responsible for issuing early warning signals in the area of responsibility for this forecast service. Provincial meteorological stations should strengthen information communication between pre-commercial forecasters and early warning signals, and ensure consistency between the top-level meteorate and the post-level meteorological signals.
No other units, organizations and individuals may issue early warning signals to the public.
Article 7. Meteorological authorities at all levels should establish specific procedures for the production and publication of early warning signals and report on top-level meteorological authorities to ensure the production of work regulations and order.
Article 8. The publication of early warning signals should include the issuance of units, the publication of time, the type of disaster, the level of early warning signals, the occurrence of time, the impact of regional and defence signals.
Article 9. Meteorological stations affiliated to meteorological authorities at all levels should be promptly and accurately issued as early warning signals and, in accordance with weather changes, promptly updated or removed early warning signals, while informing the peer people's Government.
Article 10 The meteorological stations affiliated to meteorological authorities at all levels should make full use of means such as radio, television, Internet sites, public evantages, telephony and meteorological telephones to the public of society to issue early warning signals.
Information services, such as radio, television, and short-range scripts, should be delivered within 15 minutes of the early warning signal issued by local meteorological stations (including updating and clearance).
In webcasting meteorological early warning signals, strict adherence should be made to the relevant agreements with the meteorological sector to use the names and maps of the early warning signals in the annex to this approach. Without the consent of the meteorological stations, the content and key terms of early warning information must not be altered, the meteorological information that was broadcast in other media, and the prevention of adverse consequences for the public.
Article 11. Governments at all levels should strengthen the infrastructure of meteorological disaster monitoring early warning systems, early warning signals production and webcast systems, and to develop appropriate defence meteorological disaster measures in line with the level of meteorological early warning signals and local practice.
Government departments and relevant units such as water, construction, transport, communications, national land resources, labour guarantees, education, health, public safety and security should draw on the early warning signal defence guide in the annex to this approach, develop and implement meteorological disaster defence programmes in conjunction with this sector, this unit actually develops and implements meteorological disaster defence programmes to avoid or reduce the loss of life and economic losses caused by meteorological disasters.
