Chapter I General
Article 1 provides for the implementation of the People's Republic of China Road Traffic Safety Act and the National People's Republic of China Road Traffic Safety Act (hereinafter referred to as the Road Traffic Safety Act and its implementing regulations) and sets this approach in line with the practice of this city.
Article 2 Drivers, gentlemen, carmen, and units and individuals involved in road traffic activities in the administration of the city should be subject to road traffic safety laws and their regulations and methods.
Article 3. Transport management in the city and in the district (market) is responsible for the safe management of road traffic within this administrative area.
Sectors such as urban and district (market) transport, construction, planning, education, agriculture, business administration, quality, safe production regulation, development reform, urban administration, and administration of justice are responsible for road traffic safety based on their respective responsibilities.
Article IV bodies, groups, businesses, business units and other organizations should establish a system of responsibility for road traffic safety, the transport safety education of persons belonging to them and the management of vehicles belonging to them.
Schools should incorporate road safety education into the rule of law education and incorporate students' compliance with road safety laws, regulations and regulations in an integrated assessment.
Relevant units, such as news, publication, radio, television, should strengthen the education on road safety for the public in society.
Chapter II Vehicles and drivers
Section I
Article 5 mobile vehicles of units and individuals shall be registered in accordance with the road safety law and its regulations and motor vehicle registration provisions.

Section II

Section III

Article 18

Chapter III Conditions for road traffic

Chapter IV Road traffic provisions
Section I General provisions

Article 33

Article 31

Article 42

Article 46 shall be subject to the following provisions:

Section III

Section IV

In one of the following cases, the parties should protect on-site and immediately report the police:
(i) Death and injury of personnel;
(ii) The absence of a motor vehicle, the non-testable mark and the non-insurance mark;
(iii) Drivers have no effective motor vehicle vehicle driver;
(iv) Drivers drink alcohol, mental medicines used in national control or narcotic drugs;
(v) The parties cannot move their vehicles themselves;
(vi) Synergies, public facilities or other facilities.
Article 59, where more than three people have been killed, the transport management of the public security authorities should report to the Government of the city.

Article 65 of the traffic accident party contests the traffic accident finding by the public security authorities, which is dealt with in accordance with the provisions of the People's Police Act of the People's Republic of China and the Public Security Agency's Responsibilities.
Chapter VI
Article 46 of the Government of the Municipalities and the People's Government of the District (market) should establish a coordination mechanism for the safe transport security process to integrate road traffic safety into safe production appraisals and to organize regular evaluation of traffic safety. Units and personnel responsible for serious traffic accidents should be held in accordance with the law.

Chapter VII Legal responsibility

(iii) Violations of the provisions of the articles;
(iv) Violations of the provisions of the suspension;
(v) Non-moile vehicles violate traffic signals;
(vi) Non-mobil vehicles plus mechanical power devices;
(vii) Tackling highway or urban fastways;
(viii) Beaching a non-modile vehicle on the road;
(ix) Live vehicle for the management of movable devices;
(x) The use of unrefused livestock cars or the unavailability of caring;
(xi) In the run-up to the road, the custodian is not tied to livestock when the chewing of the vehicle or the custodor leaves the vehicle;
(xii) Other violations of the provisions of the non-modile vehicle movement (except under article 76, paragraph 2, of this scheme, a fine of $50.
Article 72 is one of the following acts by the motor vehicle driver and the non-motive vehicle driver, which is fined by 50 kidnapped by the Transport Management Service of the Public Security Agency:
(i) A breach of the requirement for light use;
(ii) Accommodation station where a gateway vehicle is not parked;

Article 74 Drivers are one of the following acts, with a fine of 200 dollars from the Transport Administration of Public Security:
(i) Violations of traffic signals;
(ii) A breach of a separation clause;

(xii) In violation of the provisions of the trigger or the trailer;
(xiii) Beaching motor vehicles or two motor vehicles on highway;
(xiv) The failure of motor vehicles in highway or transport accidents is not normalized, the unused use of rescue vehicles, the intrusion of cars;
(xv) Driving or travelling in two rounds of motor vehicles, mini-moto vehicles do not keep the safety helmet;

(v) To continue to drive motor vehicles in a cycle of 12 minutes;
(vi) The use of means of deception and the replacement of motor vehicle drivers;
(vii) motor vehicles such as driving switches, manuals, light devices that are not in compliance with safety requirements;
(viii) Driving buses, buses or police vehicles that are being carried out during interns, firefighting vehicles, ambulances, engineering ambulances and mobile vehicles containing hazardous items such as explosive items, flammable chemical items, foci or radio;
(ix) Highway passenger vehicles are in breach of a provision of less than 50 per cent of fixed-wing passenger vehicles;
(x) In breach of the provision of less than 50 per cent of the authorized quality of the cargo motor vehicle;
(xi) The motor vehicle reaches less than 50 per cent of the required hours;
(xii) deliberately escape the control of transport technology.
Article 78 Drivers are one of the following acts, with a fine of 2000 from the Transport Administration of Public Security:
(i) The illegal installation of warnings, markings;
(ii) Strue, adaptive or use of forged and converted motor vehicle registration certificates, brands, route, test of qualified symbols, insurance symbols, driver;
(iii) A certificate of motor vehicle registration for the use of other vehicles, brand, route, test of qualified symbols, insurance symbols;
(iv) The number of road passenger vehicles carrying more than one multiplier;
(v) More than one kilometre of the authorized quality of the freight vehicle;
(vi) Changes, damage to traffic signs, mark lines or transport facilities;
(vii) The occurrence of traffic accidents, damage, falsification of sites, and the destruction of evidence does not constitute crimes.
Article 79 Drivers are one of the following acts, fined by the Public Security Agency's Transport Management Service, and rotating motor vehicle drivers:
(i) The transfer of motor vehicles to those who have not obtained a motor vehicle driver or a motor vehicle driver's driver;
(ii) The motor vehicle runs faster than the required time;
(iii) Drinking or reaching out to motor vehicles that meet the reporting standards.
Article 810 is one of the following acts, which is fined by the Public Security Agency's Transport Administration, and may be detained as follows:
(i) No motor vehicle driver, a motor vehicle driver's driver was revoked or driving motor vehicles during the suspension;
(ii) Forced motor vehicle drivers in violation of road traffic safety laws, regulations and motor vehicle safety driving requirements for driving vehicles, causing traffic accidents and not constituting crimes;

(iv) The intentional damage to the destruction, movement and relocation of transport facilities resulting in the consequences of harm and is not yet a crime;
(v) Illegal interception, detention of motor vehicles and non-recruitment, resulting in serious disruptions in transportation or loss of property;
(vi) The escape of a traffic accident and for all, does not constitute an offence.
Article 81 has one of the following conditions, and the transport management of public safety agencies can collect illegal devices:
(i) The illegal installation of warnings, markings;
(ii) The installation of power devices by their own vehicles, three trucks;
(iii) Other devices that are incompatible with registration projects and affect road traffic safety.

Article 82, in violation of motor vehicle parking, temporary parking regulations, the motor vehicle driver is not on the ground or, while on the ground, refuses to move immediately, impedes the movement of other vehicles, walkers, and the transportation management of the public security agencies and their transport police may transfer motor vehicles to locations that are not conducive to transportation or to the closure of designated locations, and the cost of the suspension is borne by the parties.
The transport management of the public safety authority shall not transfer vehicles to the parking price that is markedly higher than the local average parking rate.
Article 87 Drivers and non-modile car drivers have one of the following acts, and the transport management of the public security agencies may detain their driving vehicles, with the exception of sanctions:
(i) No motor vehicle number, which does not have a test of qualified symbols, insurance symbols or unloaded cards, driving the road to the vehicle;
(ii) Restructuring, transforming or using fraudulent, transformative motor vehicle registration certificates, vouchers, test of qualified symbols, insurance symbols, driver's or motor vehicle registration certificates, brands, driver certificates, test of qualified marks, insurance symbols;
(iii) No mandatory insurance for third-party liability for insured vehicles, as prescribed;
(iv) Highway passenger cars exceeding the threshold or in violation of the provision of delivery, vehicle cars exceeding the authorized quality of the delivery or in violation of the provision of the passenger;
(v) The non-motive vehicle driver refused to impose penalties;
(vi) Consumption suspects;
(vii) Upon enquiry to the National Public Security Transport Management Information System, motor vehicles, motor car drivers are not registered or do not obtain a driver's licence;
(viii) Mobile vehicles are either filed or have reached the standard of delivery.
Article 87 Drivers have one of the following cases, and the transport management of the public safety authority may detain motor vehicle drivers:
(i) Driving motor vehicles after drinking and intrusive;
(ii) The motor vehicle driver's removal of the motor vehicle to a person who has not been able to obtain a motor vehicle driver or a motor vehicle driver;
(iii) The motor vehicle reaches more than 50 per cent of the required time;
(iv) Drinking or reaching out to the standard of discharge;
(v) The occurrence of major traffic accidents, which constitute crimes;
(vi) A cumulative score of 12 minutes within a score cycle;
(vii) There are road traffic offences that do not pay a fine for more than three months or do not pay a fine for two consecutive periods.
Article 82, in violation of article 22 of this approach, provides for the cessation of the violation by a public safety authority and the restoration of the status quo.
Article 89 violates article 24, article 25, and article 56 of this approach, and is responsible for the immediate transformation and removal of the safety of road traffic by public security authorities, which cannot be immediately altered, remove the hidden security of road traffic and stop operations.

Chapter VIII
