(Act No. 9 of 21 April 1997 on the Government of the Challenge, issued a decision to amend the regulations and normative documents of the Government of the Principality of 12 October 2005 on the revision of the regulations and regulations governing the operation of public places in the first economic zone)

Article 1 guarantees the legitimate rights and interests of public safety and citizens, in accordance with the relevant national laws, regulations and regulations, to establish this provision in the light of the State's laws, regulations.

Article 3. Public places referred to in this Article refer to public dispersion sites created by citizens engaged in activities such as cyclones, recreational, sports, business and trade, including:

(iv) Accommodation of business (micrigation ice), pyramid (door), table ventilation, fishing houses;
(v) Rehydration rooms, bars (news), dietary stores;
(vi) Summers (grounds), clubs, cultural occupies (bassies, stations), arts, sports sites (bassies), swim pools (grounds, consuls);
(vii) museums, philanthropies, libraries, exhibitions (offices);
(viii) A variety of large-scale trade markets, professional markets, business sites (hostings), securities transaction sites;
(ix) Day of celebrations, places of religious activity;
(x) Those meetings, orders, exhibitions, exhibitions, material exchanges, talent markets held on a temporary basis;
(xi) Parks, squares, vehicle stations, terminals, airports, wind poles;
(xii) Public security authorities consider it necessary to include other public places within the scope of security management.
Article IV. Security in public places should be governed by the principle of strict management and security.
Article 5 Governments at all levels should strengthen their leadership in the management of public places.
The public security authorities at all levels are the administrative authorities responsible for the management of public places and are specifically responsible for organizing this provision.
All sectors such as business, culture, health, sports, transport, tax, urban construction, environmental protection, radio and television should be strengthened, in accordance with their respective responsibilities, to assist public security authorities in implementing this provision.
In addition to the approval of the relevant departments, the Agency (hosting) units should develop a programme of activities and secure defence work, declaration to the public security authorities on 20 days ahead of advance.
Article 7.
(i) The premises of the restricted person shall not be operated by a superman;
(ii) Emission noise shall not exceed the prescribed criteria;
(iii) The installation of electrical corridors and the placement of electrical devices should be in line with the requirements for safe electricity;
(iv) The need for adequate lighting equipment and the necessary emergency lighting devices;
(v) The need for adequate and effective firefighting materials;
(vi) It is essential to maintain the safe evacuation channels;
(vii) The organization of large public activities shall not impede transport;
(viii) There should be a transparent window of window for the floor;
(ix) Transparency should be maintained in a mobile health room, with a view to achieving a full picture, that the door must be installed and not counter-locked; and that the premises must not be installed in a smod (please);
(x) The need for adequate security defence in order to maintain order;
(xi) Other necessary security conditions.
Article 8
(i) The implementation of laws, regulations, regulations and regulations relating to the security management of public places and the promotion of security;
(ii) Follow-up on safety prevention measures;
(iii) The establishment of security organizations and the staffing of security personnel, based on actual needs;
(iv) Self-recognized inspection by public security authorities, actively assisting public security authorities in the maintenance of public order in public places, finding that criminal activities in violation should be stopped in a timely manner, properly protected on the ground and report promptly on public security authorities;
(v) Sustain legitimate operations, civilization management and non-convention of illegal activities.
Article 9
Article 10 practitioners in public places shall, within their time of operation, be marked by uniformity or work.
Article 11 customers, audiences, tourists and other persons entering public places should be strictly adhered to national laws, regulations, regulations, compliance with public order and adherence to social public default.
Article 12 prohibits any unit and individual criminal activity in public places as follows:
(i) The illegal possession of all types of firearms, ammunition, the control of machetes and dangerous items such as fuel, trajectory, and radio;
(ii) To humiliate women, to fight hurdles, to find themselves, to assemble cascabo and to alcohol abuse;
(iii) Prostitution, prostitution or organization, coercion, solicitation, retention, introduction of the prostitution of others, and other pornography, desecration;
(iv) Inhalation, injection, trafficking in drugs, trafficking, dissemination of anti-removal, obscene and other prohibited goods, theft of vouchers or other securities;
(v) Theft, fraud, extortion and looting of public and private property;
(vi) Life, bengage, metric, and equal envelope activities;
(vii) Other criminal offences.
Article 13
(i) To urge the heads of public places, hosts, operating units to implement security measures, to organize, lead the operational training of security responsibilities and defence personnel;
(ii) Examination of the performance of the duties of the security responsibilities in public places;
(iii) To guide supervisors, hosts and operating units in carrying out safety inspections, to advise on gaps in the prevention process and to encourage rehabilitation;
(iv) Identification of major cases, incidents and reasons for a security disaster in public places, and the arrest or treatment of persons involved;
(v) Other statutory functions to be performed.
Article XIV, in violation of article 6 of the present article, provides that, without the approval of the public security authorities, all types of public activities are organized by public security organs, are subject to suspension, confiscation of proceeds of the law and may impose a fine of up to $300,000 for the organization.
In violation of article 8 of this provision, the public security authorities are treated in accordance with the law.
Article 15, in violation of article 12 of the present article, constitutes a violation of the management of the security sector, which is punishable by law, legislation and regulations, such as the Law on the Safety and Security of the People's Republic of China; constitutes an offence punishable by law by the judiciary.
Article 16 may apply for review to the Government of the city or to the public security authorities within 5 days of the date of receipt of the notification of the penalties, and shall be decided by the review body within two months from the date of receipt of the request for review. No decision to review may be prosecuted before the People's Court within 15 days of the date of receipt of the review.
The law, legislation and regulations provide otherwise, from their provisions.
Article 17
Article 18 provides for self-sensitization and incentives for units and individuals that have achieved significant results in the management of public places.
Article 19 governs the security of the places of foreign open activities established within the agencies, groups, business units, taking into account the provisions.
The security management of the hotel industry is governed by the security management of the hotel industry.
Article 21 governs the management of public places outside the special area, taking into account the provisions.
Article 2 The provisions on the management of public places in the first city were repealed at the time of 10 January 1994 by the Royal Government of the People.
