Article 1, in order to adapt to the economic, social development needs of rural areas, strengthen the construction, conservation and management of rural roads and develop this approach in line with relevant laws, regulations, such as the People's Republic of China Highway Act.
Article 2
Article 3 of this approach refers to rural roads, communes and villages.
Districts refer to the location of the commune people's government and the location of the communes, the main commodity production and dispersal roads, as well as inter-zonal roads that are not part of the State, the province.
The communes refer to the roads connected to the location of the commune people's government with the construction of the village, as well as to the intercommunes that do not belong to the district, communes and external links.

Article 6

Article 7. Rural road planning should be based on the needs of local economic and social development and in coordination with national and provincial planning, combining local land resources development, urban construction.

Districts, communes and commune projects should be implemented with project legal persons responsible for systems, tendering systems, contract management systems, engineering systems.
Article 9. More than three communes and commune construction projects are designed in accordance with the basic road construction project design document issued by the State Department's transport authorities, the cost estimates for the basic construction of the road works, the budgeting approach, and the construction of communes and communes are designed in accordance with the relevant provisions of rural road construction issued by the Department of State's transport authorities.

Article 13.
