Article 1 establishes this approach in accordance with the approach to the implementation of the People's Republic of China Road Traffic Safety Act (hereinafter referred to as a security responsibility) regime.

In accordance with road traffic safety, the Government of the city develops a road accident prevention response that distinguishes the country's road traffic accident control targets, clearly responsible and targets management.
In accordance with the road accident prevention response and road traffic accident control indicators developed by the Government of the city, the zone and the people's governments have developed programmes to implement security responsibilities.
Article IV. The Committee on Transport Safety of the People's Government at all levels of the city is an organizational coordinating body for the implementation of security responsibilities by the same level of people's governments and should perform the following duties:
(i) To guide, coordinate and promote the implementation of the security responsibilities, in accordance with the decisions and deployment of the people at this level;
(ii) Providing information on the safety of transport, implementing preventive measures by the supervisory units and eliminating the security hidden;
(iii) Organizing publicizing road safety laws, regulations, regulations and regulations, and carrying out transport safety public goods;
(iv) Conduct research to summarize the experience of promoting safe transport;
(v) Organization of safety responsibilities objective management appraisals and assessments.
The Central Transport Safety Committee, in Kyoto, the Military Office in Kyoto, and the various systems in the city, is responsible for overseeing the operation of the security responsibilities of units affiliated to the system.
Article 5

Article 6. The municipalities and sectors of the population of the district, and in accordance with the division of duties, should fulfil the responsibility for road safety protection and promote the implementation of the security responsibility by the units of the system.
Article 7. The second Saturday of the month of April is the day of road traffic safety in the city.
The city supports and encourages units or individuals to carry out road safety public service activities to provide volunteer services. Honours are granted to units or individuals that make a significant contribution.
Article 8. Units should implement safety responsibilities, identify the responsible sectors for the safe management of traffic in this unit, set up dedicated or part-time transport safety managers, and file with the local Transport Safety Committee.
Article 9 performs the safety responsibilities of units and shall comply with the following provisions:
(i) Advocacy, implementation of road traffic safety laws, regulations, regulations, regulations and regulations, and compliance with road traffic safety laws, regulations, regulations and regulations;
(ii) The development of transport safety objectives and transport safety programmes and the establishment of a training and appraisal system;

Article 10
(i) In the case of a motor vehicle driver, a medical examination shall not be made available for a motor vehicle that is not in compliance with the requirements of the State and the city;
(ii) The driver of the vehicle after-recorded, which is responsible for the accident of death or injury to the person, shall not arrange for the driving of a professional transport vehicle within three years;
(iii) After being recorded by motor vehicle drivers, a cumulative score of 12 hours and no professional transport vehicles shall be organized within one year;
(iv) Training in road traffic safety, vetting, archives creation and referrals to local public safety authorities;
(v) Training, vetting, etc., on the condition of road traffic in the city, on the condition of road traffic, on road traffic conditions, and on road traffic regulations;

Article 11. Schools, in addition to compliance with article 9 of this approach, shall also be subject to the following provisions:
(i) Integrate transport safety education into the educational content of schools and conduct regular road safety thematic education;

(iii) Incorporating the school backup or renting of mobile vehicles to students in the management of the unit's safety responsibilities;

Article 12. The city and district, the people of the district and the systems have introduced the annual road traffic safety appraisal system, which recognizes and rewards the performance-critical units and individuals and critics for the implementation of the security responsibility regime.
Article 13. Transport management of the municipal public security authority introduces a security information record system for the transport of the units.
Information on vehicles, road traffic safety violations committed by personnel over the control indicators, deaths of traffic accidents, traffic accidents exceeding the control indicators, and the transport management of the municipal public security authorities are recorded and published in the media.

Article 15. This approach is implemented effective 1 January 2006. The provisional provisions of the Beijing Municipal Liability for Transport Security, issued by Order No. 17 of the Beijing People's Government of 16 June 1990, were also repealed.
