Article 1 strengthens the management of urban construction archives, complete, accurate, systematic preservation and use of urban construction archives, plays the role of urban construction archives in urban planning, construction, management, and develops this approach in line with the relevant provisions of the People's Republic of China Archives Act, the construction of quality management regulations and the Shen positive City Archives Regulation.
Article II of this approach refers to a variety of historical records of conservation values, maps, voices, etc. in urban planning, construction, management.
Article III applies to the collection, collation, transfer, use and management of urban construction files within the city's administration.
Article IV. Urban Archives should be integrated into national economic and social development plans and ensure that they are adapted to urban construction needs.
Article 5 Management of urban construction archives is based on the principle of a combination of centralized management and sub-sector management, with the establishment of a management department headed by the construction of the Archives at the centre of the Urban Archives, and the Urban Archives (Preservations)-based Urban Archives.
The management of urban construction archives should continue to apply new technologies and gradually modernize and inform the management of archives.
Urban Archives should be equipped with professional, archival and related expertise in the city, receive continuing education and professional training, and obtain relevant evidence in accordance with the relevant provisions.
Article 7. The urban construction administration sector is the competent authority for the construction of archives throughout the city, and the city's Archives are entrusted with the day-to-day management and supervision of the construction of archives throughout the city.
Sectors, districts (markets) are responsible for the supervision and management of urban construction archives in the current administration area, in accordance with their responsibilities, and operate under the guidance and supervision of the Urban Archives.
The administration of the archives in the city, district and district (market) exercises oversight and guidance in the construction of the archives in the Territory.
Article 8.
(i) Industrial, civilian construction works;
(ii) Urban infrastructure works;
(iii) Public infrastructure works;
(iv) Transport infrastructure works;
(v) The construction of gardens and the construction of wind sites;
(vi) The construction of environmental sanitation in the city;
(vii) Urban anti-hazard, human-protection works;
(viii) Construction work in the village town;
(ix) In the military engineering archives information, the gateway to the location of the hidden works, in addition to the border crossings and the military management area;
(x) Operational management and operational technical archives developed by the various professional management agencies of the construction system (including urban planning, surveying, design, construction, construction, treasury, gardening, ventilation, sanitation, municipalities, public use, property management, human protection, etc.);
(xi) Based information on urban planning, construction and management approaches, policies, regulations, plans, scientific research results and urban history, natural, economic aspects;
(xii) Urban Geographic Information Archives;
(xiii) Other urban construction files.
Article 9. Urban Archives should be established in accordance with the relevant provisions for the development of accepted standards, technical norms for urban construction archives, and ensure the management of scientific norms in urban construction archives.
Article 10 works for construction, alteration and expansion in this city, and shall be completed in accordance with the relevant provisions.
The construction of engineering archives transferred by construction units to the urban Archives should be the original and accommodation, a clear picture, the completion map, in line with the engineering entity, plus the completion of the works map and the signing of a full-fledged version. Priority-building projects should be accompanied by the transfer of audio-visual files.
Article 11. Urban Archives collect, prepare, collate operational guidance on their engineering technical archives, based on construction projects, and provide advisory services.
Article 12 Construction units shall, when they are granted the construction work permit, enter into a book of responsibility for the delivery of construction works with the Urban Archives.
The construction units should be requested to review the construction of the engineering archives before the completion of the construction work, while transferring the main archives of construction works.
The construction units should be informed of the participation of the urban Archives in the construction of the Archives; the inclusion of municipal priority construction projects, which should also inform the archival administration.
When construction works have been completed, construction units should be transferred to the Urban Archives Building Archives on a prescribed time frame. In line with the criteria for handover, the Urban Archives should be given the relevant proof that the construction of the administration should be tested in accordance with the provisions when the construction of the construction work was completed.
Article 15 Time frames for the transfer of archives to urban-building sites by specialized departments:
(i) The land-based survey and the land-based archives that have been developed by the urban gateway maps should be transferred within three months of the end of the census, mapping. Each year, the geotechnical management unit should submit to the City the current maps and information on the routing of the Archives, debriefings and diameteries.
(ii) Urban planning, surveying and mapping files, which have been transferred in two years from the date of formation.
(iii) Planning for the approval of the archives, which has been transferred over three years from the date of formation.
(iv) Approval of the archives on the ground, which has been transferred over five years from the date of formation.
(v) The construction of urban construction files requiring permanent and long-term preservation, which were transferred within one year of the date of formation.
(vi) When the existing buildings, constructions are expanded, modified or larger-scale maintenance, construction units should be amended in a timely manner and supplemented with the relevant archives and transferred within three months of the completion of the work.
(vii) The time frame for the transfer of other urban construction files was agreed upon by the Urban Archives Administration to determine or be established by the Urban Archives Archives and the transfer of responsibility units.
Article 16 provides documentation on construction and construction projects related to construction, which is to be collected, collated and stored by construction units.

Article 20, Urban Archives should establish a sound archiving system, set up a dedicated pool, equipped with the necessary facilities to ensure the security of the archives, and the timely recovery of damage and bleak archives, and ensure that the archives are completed.
Article 21, the Urban Archives should make full use of urban-building archival information resources, the establishment of the Urban Archives Information Library, the directory, the compilation of integrated information on urban construction files, and the provision of reimbursable services for the society for basic urban infrastructure data, urban information advice and technical services.
The use of urban construction archives should be in compliance with national legislation, regulations and archives management systems on confidentiality, and should take effective confidentiality measures in relation to State secret.
Article 23, in violation of this approach, punishes the destruction, loss, alteration, falsification, unauthorized provision and destruction of urban construction archives, in accordance with the provisions of the People's Republic of China Archives Act and the Sheny City Archives Regulation.
The construction works were completed without the provision for the transfer of urban construction files to the urban Archives, which was punished in accordance with the provisions of the Construction of Quality Management Regulations.
Article 25, in violation of article 13 of this approach, provides that construction works have been completed and that construction units have not been informed of the participation of the Urban Archives Archives, are subject to warnings by the construction administration to the construction units and fines for the direct responsibilities of over 100 million dollars; and that the construction units have not been informed of the participation of the Archives Administration Unit, are punished by a warning from the Archives Administration and impose a fine of more than 100 million dollars.
